Associate Professor, Doctor Tran Quang Hien - Director of the Department of Health, stated that after the merger, the provincial health sector reduced 12 administrative units. The Department of Health now has 7 specialized departments and equivalents, 2 sub-departments, 46 public service units, and 298 health stations; with 116 civil servants and 12,159 public employees and contract workers.
Of the 46 public service units, 5 were established through mergers; 41 were established through reorganization, including: 13 provincial-level general and specialized hospitals; 2 provincial-level units; and 26 health centers. Regarding health stations, 298 health stations and 4 regional polyclinics belonging to 26 health centers (TTYT) remain, with only the administrative boundaries removed from their names.
Maintaining the current stability of the system does not disrupt the provision of local healthcare services or affect the provision of essential services to the people in the area. Over the past period, healthcare facilities from the provincial to the grassroots level have continuously improved the quality of medical examination and treatment, meeting the needs for treatment, care, protection, and improvement of people's health. Along with strengthening professional guidance and expertise, the health sector ensures sufficient supply of medicines, equipment, and medical supplies, and maintains health insurance contracts at commune and ward health stations. This ensures the effectiveness and efficiency of primary healthcare facilities; and at the same time, prevents interruptions in the provision of healthcare services to people in the newly reorganized communes and wards.
In recent years, many new diseases have emerged, especially COVID-19, impacting various aspects of socio -economic life. Currently, the Chikungunya outbreak remains complex. Therefore, strengthening the grassroots healthcare system is necessary and needs to be implemented immediately, with the task of upgrading the operations of local health stations being particularly important.
According to the Department of Health, in the coming period, the commune health centers are expected to be reorganized into regional health centers to perform inter-commune and inter-ward health tasks. These regional health centers will be responsible for managing multiple commune and ward health stations, contributing to streamlining the organizational structure and improving service efficiency. Regarding health stations, it is planned to establish 102 health stations in communes, wards, and special zones. One central health station will be selected to serve as the health station for all communes, wards, and special zones, while the remaining health stations will be organized as designated health station points, further streamlining the organizational structure and improving service efficiency.
Newly established health stations are public service units directly under the People's Committee of communes, wards, and special zones. Their functions and duties will temporarily follow Circular No. 33/2015/TT-BYT of the Ministry of Health guiding the functions and duties of commune, ward, and town health stations until a new circular from the Ministry of Health is issued. Regarding personnel, the Department of Health assigns the Health Station to review, report, and propose to the competent authority for consideration of personnel transfers from other locations to meet the requirements of the tasks. Regarding facilities and equipment for the new health station, based on the scale of operation and population size, the Health Station is tasked with proposing to the People's Committee of the commune, ward, or special zone the allocation of resources to meet the conditions for obtaining a license to operate as a medical examination and treatment facility, ensuring continuous and uninterrupted primary healthcare for the people. Priority will be given to investing in sufficient specialized equipment for health stations with adequate operating personnel and a high number of patients.
The Department of Health recommends that the Ministry of Health designate Phu Quoc Medical Center and Phu Quoc Hospital as comprehensive satellite hospitals of Cho Ray Hospital. It also proposes including Kien Giang, An Giang, and Chau Doc General Hospitals in the planning network for blood collection, screening, and utilization. Furthermore, it requests permission for the establishment of a hematology center to perform treatment and support functions. The restructuring and streamlining of healthcare facilities ensures efficient, unified, and synchronized operation according to the two-tiered local government model, in order to effectively fulfill the task of caring for and protecting the health of the people.
