Widespread flooding: Bac Ninh Province issues emergency disaster response plan.

Given the complex developments of Typhoon No. 11, which caused heavy rainfall over a wide area, on October 7th, the Standing Vice Chairman of the Bac Ninh Provincial People's Committee, Mai Son, inspected the flooding situation and natural disaster incidents in Bo Ha, Tien Luc, and My Thai communes, Bac Ninh province.

In Bo Ha commune, the working group noted that many areas were partially isolated due to rising floodwaters on the Thuong River, with some roads deeply submerged and impassable. Currently, 7 villages in the former Bo Ha commune are isolated, a 1km section of the Xuan Lan embankment has been breached, and floodwaters are rising rapidly, making embankment reconstruction impossible.

The commune has mobilized its emergency response forces to support residents and maintain communication with isolated areas. Notably, the new Dong Son bridge has been built, but the old bridge has not been dismantled, obstructing the water flow and accumulating waste after each rainy season.

In Tien Luc commune, heavy and continuous rains caused flooding and isolation of many roads, residential areas, and crop fields. Meanwhile, My Thai commune not only experienced flooding of rice paddies and crops but also serious landslides along the left bank of the Thuong River (K2+600), posing a potential safety risk. The commune has urgently mobilized forces to transport soil and drive piles to reinforce the dike.

During a direct inspection of the communes, the Standing Vice Chairman of the Bac Ninh Provincial People's Committee, Mai Son, inquired about the lives and production of people in the flooded areas; and at the same time, requested localities to prioritize ensuring the safety of people's lives in disaster prevention and control.

Regarding Bo Ha commune, Comrade Mai Son instructed the local authorities to immediately place warning signs and deploy personnel to be on duty at deeply flooded areas to prevent people from crossing; at the same time, they should coordinate the procedures for dismantling the old Dong Son bridge to avoid safety risks during the rainy season. Regarding the landslide in My Thai commune, the local authorities need to quickly address the issue.

Permanent Vice Chairman of the Provincial People's Committee Mai Son emphasized that the forecast indicates that natural disasters will continue to develop in a complex manner, and floodwaters will continue to rise. Therefore, localities must absolutely not be complacent. It is necessary to review all flooded areas, assign officials to be on duty, warn people not to pass through dangerous areas; maintain communication with isolated areas at least once every hour. At the same time, proactively warn if flooding persists, and prepare sufficient food and essential supplies to provide to people in isolated areas.

Mr. Mai Son requested that localities review and compile statistics on the damage to report to higher authorities and develop plans for timely support. Areas at risk of landslides need to be warned early so that people can proactively stay away and ensure their safety.

Previously, according to the Bac Ninh Provincial Meteorological and Hydrological Station, at 11:00 AM on October 7th, the water levels of rivers in the province were as follows: On the Thuong River: at Cau Son, the water level was 16.20m, 0.2m above alarm level III; at Phu Lang Thuong, it was 5.56m, 0.26m above alarm level II. On the Luc Nam River: at Cam Dan, the water level was 40.02m, 0.98m below alarm level I; at Chu, it was 9.60m, 1.40m below alarm level I; at Luc Nam, it was 5.13m, 0.17m below alarm level II. On the Cau River: at Phuc Loc Phuong, the water level was 6.48m, 0.48m above alarm level I; at Dap Cau, it was 4.9m, 0.4m below alarm level II. On the Duong River: at Ben Ho, the water level was 5.09m, 1.71m below alarm level I.

The possibility of flooding on rivers is assessed due to the influence of the convergence of southerly to southeasterly winds from the east of the weakened low-pressure system from Typhoon No. 11 and the western edge of the subtropical high-pressure system. From October 7th to 8th, rain, moderate rain, and heavy rain will continue in all areas of the province; from October 8th onwards, the rain will gradually decrease in area and intensity. From October 7th to 9th, a flood event will occur on the rivers in the province, with flood levels rising from 2 to 5 meters.

Warning: Given that the land is already saturated with water and river levels are high, under the impact of the rain from Typhoon No. 11, it is necessary to proactively take precautions against major floods on rivers causing inundation in low-lying areas along the riverbanks and urban streets, flash floods and landslides in the mountainous areas of the eastern part of the province (Tay Yen Tu, Tuan Dao, Son Dong, Van Son, An Lac, Dai Son, Bien Son, Chu, Nghia Phuong, Luc Nam, Phuong Son) and the high-altitude area of ​​Yen The commune.
