According to the National Center for Hydro-Meteorological Forecasting, from November 17-19, the southern part of the Gulf of Tonkin will experience winds of force 5-6, gusting to force 7; the northern part of the East Sea (including the waters around the Hoang Sa archipelago), the central part of the East Sea, the waters west of the Truong Sa archipelago, and the sea area from Quang Tri to Ca Mau will experience winds of force 6-7, gusting to force 8-9; the southern part of the East Sea (including the waters around the Truong Sa archipelago), the sea area from Binh Thuan to Kien Giang , and the Gulf of Thailand will experience showers and thunderstorms, with the possibility of tornadoes and strong gusts of wind during thunderstorms.

To proactively respond to strong winds at sea, the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense requests the Steering Committees for Disaster Prevention, Search and Rescue and Civil Defense of coastal districts and towns, and relevant agencies and units to closely monitor information and developments of strong winds at sea; inform captains and owners of vessels operating at sea to proactively take preventive measures and plan production accordingly, ensuring safety of people and property; and maintain communication to promptly handle any adverse situations that may occur.
At the same time, forces and resources are ready to be deployed for rescue and relief operations when necessary.
Strengthen information and communication efforts regarding weather developments, natural disasters, and response measures to strong winds at sea, thunderstorms, and tornadoes through mass media so that people can proactively prevent and minimize damage.
