
The Ministry of Construction requests the Vietnam Maritime Electronic Information Company Limited to direct the coastal information station system to monitor, update, and process information immediately, and promptly notify the location, development, and direction of wind movement so that vessels and captains of ships and boats operating at sea are aware and can proactively take precautions, escape, or avoid moving into dangerous areas.
The Vietnam Maritime and Inland Waterway Administration directs the Maritime and Inland Waterway Port Authorities to continuously monitor wind patterns and directions to inform and guide vessels when granting permission for them to leave port.
Agencies and units should closely monitor and manage vessels going out to sea and maintain regular contact with ships operating in the wind-affected area, including cargo ships and tourist vessels, to promptly handle any adverse situations that may occur; inspect and guide anchoring at ports, especially in anchoring areas around islands.
The Vietnam Maritime Search and Rescue Coordination Center is preparing its forces and equipment to participate in search and rescue operations when ordered.
The Vietnam Road Administration directs the Road Management Zones to closely monitor weather forecasts and warnings of heavy rain that may cause floods and inundation, in order to proactively prevent and mitigate damage, especially in localities currently focusing on recovering from recent floods. They are to maintain guidance and management, and be ready to transfer materials and equipment when requested by localities, ensuring that traffic is restored quickly, safely, and effectively; and to prepare forces and vehicles to participate in rescue and relief operations when ordered.
These measures aim to implement Official Dispatch No. 40/CĐ-BCĐ-BNNMT dated December 11, 2025, of the National Steering Committee for Civil Defense and to proactively and promptly respond to heavy rain, severe cold, frost, and strong winds at sea, as reported by the National Center for Meteorological and Hydrological Forecasting.
Specifically, forecasts from December 12-14 indicate moderate to heavy rain in the area from Quang Tri to Da Nang city, the eastern parts of provinces from Quang Ngai to Dak Lak and Khanh Hoa; from December 13, the Northern region will experience intense cold, with some high mountainous areas experiencing severe cold, the lowest temperatures in the mountainous and midland areas of the Northern region will generally range from 7-10 degrees Celsius, with some high mountainous areas experiencing temperatures below 5 degrees Celsius.
Additionally, from December 13th, in the Gulf of Tonkin, the northern part of the South China Sea, the sea area from southern Quang Tri to Ca Mau, the central part of the South China Sea, and the western part of the southern South China Sea (including the western sea area of the Truong Sa Special Zone), there will be strong northeasterly winds of force 6-7, gusting to force 8-9, with rough seas.
