At 5:15 p.m. on May 12, Nguyen Duc Quy (born in 1983, residing in Tho Don residential area, Quang Tho ward, Ba Don town, Quang Binh) drove a car with license plate 73A-186.70 carrying a gun to the house of Nguyen Thi Phuc Hien (born in 1983) and her husband Phan Co Vich (born in 1983, residing in Ba Don town, Quang Binh).

When entering the living room, Quy met Hien's husband, Mr. Phan Co Vich. Seeing Quy coming to find his wife, Mr. Vich went to the door and said that his wife had not returned from work and was not at home. Hearing that, Quy went in, picked up the gun and fired 4 consecutive shots straight into the wall areas inside the house.
Then, Quy hugged and held down Mr. Vich, held a gun to his head with his right hand, and threatened to shoot. Quy pushed Mr. Vich away, continued to hold the gun and fired another shot into the wall of the house, then went to each room in the house to look for Ms. Hien but was not there.
Hearing the gunshots, Mr. Vich's parents came down from the second floor to hug Quy to stop him, but Quy continued to curse and threatened Mr. Vich's parents with a gun. After a while, Quy left the car and walked home with the gun. Immediately after, Quy was arrested by the Ba Don Town Police, Quang Binh Province, for investigation.

At the police station, Quy initially said that the reason for violating the law was because he was psychologically agitated because Hien kept calling to demand 27 million VND for construction materials, while Quy built a house worth nearly tens of billions of VND and took materials from Hien and his wife.
Quy also said that Hien and his wife were close school friends from childhood to adulthood, and in life they often shared difficulties with each other. Quy once bought land from Hien and his wife, and when the land price increased 2-3 times, seeing the couple having conflicts because of regretting selling the land, Quy intended to return the land and only take back the initial amount...

Hien and Quy were schoolmates since childhood, but they were not close enough to share the difficulties of daily life as Quy said. Hien and Quy had never bought or sold land with Quy. When Quy built a house, Hien and Quy sold the materials to the construction contractor, not directly to Quy, and all expenses had been paid by both parties.
After that, Quy bought more materials and owed Ms. Hien and her husband 25.7 million VND. Many times, she called to collect the debt and sent gentle messages, but Quy made promises one time or another and did not pay, which led to a conflict. Ms. Hien also provided reporters with many text messages and recordings of conversations with Quy about the debt. In the messages and conversations, Quy cursed and used very vulgar language...
The case is being investigated and handled by Ba Don Town Police according to the provisions of law.
