Resolution No. 71-NQ/TW: Major movement from the digital transformation orientation.

GD&TĐ - Comprehensive digital transformation, widespread adoption, and strong application of digital technology and artificial intelligence are among the eight tasks and solutions outlined in Resolution No. 71-NQ/TW of the Politburo (Resolution 71) aimed at achieving breakthroughs in education and training development.

Properly defining the role of AI

To implement comprehensive digital transformation, widely disseminate and strongly apply digital technology and artificial intelligence in education and training, Resolution 71 emphasizes building a data strategy to serve digital transformation and developing a national education platform that applies controlled artificial intelligence. It also calls for allocating sufficient resources to invest in physical infrastructure and technology to accelerate digital transformation, widely disseminate and apply digital technology and artificial intelligence in the management and organization of education and training activities at all levels nationwide.

Simultaneously, we will build smart educational platforms, smart textbooks, and smart curricula; promote the application of science and technology and artificial intelligence in innovating teaching and learning methods, testing, and evaluation; and encourage the application of digital education models, artificial intelligence education, smart education management, digital schools, and smart classrooms. We will develop a national education and human resource information system that is interconnected with the labor market and employment information system and integrates scientific, technological, and innovation information from educational institutions.

Enhance digital and artificial intelligence skills for learners and teachers at all educational levels, integrating them into educational programs that promote creative and experiential activities. Implement policies to encourage and mobilize businesses and higher education institutions to participate in training teachers and learners in digital and artificial intelligence skills.

From the perspective of researcher and educator in Computer Science, MSc. Huynh Ngoc Thai Anh - School of Information Technology and Communications, Can Tho University, believes that Resolution 71 has correctly identified the role of AI. It is not only a tool but also a core competency for learners and researchers.

According to Ms. Huynh Ngoc Thai Anh, to effectively implement this goal, Vietnam needs a national AI competency framework for students at each level. This framework should closely follow international standards such as AI4K12, or the UNESCO AI competency framework, DigComp 2, etc., in order to be measurable.

When implemented comprehensively, the national AI competency framework will provide students with a clear learning path: understanding the principles, using the tools, and creating products with AI; along with early guidance on AI ethics, so that learners can approach it and make it a habit.

“Building a national AI competency framework, promoting research closely linked to practice, and ensuring academic transparency will be key to realizing the vision in Resolution 71,” shared Ms. Thai Anh.

The spirit of digital education is strongly permeating every lesson for both teachers and students at Tuc Tranh High School (Thai Nguyen).

The driving force behind comprehensive digital transformation.

The comprehensive digital transformation orientation, widespread adoption, and strong application of digital technology and artificial intelligence, as outlined in Resolution 71, has been embraced and implemented synchronously by the Thai Nguyen Education sector, bringing about positive changes and opening up expectations for new developments in the quality of education in the locality.

The goals for Thai Nguyen by 2025 are to complete the online teaching platform and digital learning resource repository; by 2026, 100% of schools will have digital infrastructure meeting standards; by 2027, the province will achieve level 3 in the digital transformation assessment; and the vision for 2030 is comprehensive digitalization of education.

Driven by Resolution 71, the Thai Nguyen Education Department has determined that digital transformation in education is not just about applying technology, but more importantly, it lies in changing mindsets, innovating methods, and enhancing digital capabilities for each teacher, student, and the entire education management system.

Mr. Nguyen Ngoc Tuan, Director of the Thai Nguyen Department of Education and Training, emphasized that digital transformation is not only a trend but also an essential need and a key driving force for improving the quality and effectiveness of education. Digital transformation is not simply about applying technology; more importantly, it involves changing mindsets, innovating methods, and enhancing digital capabilities for each teacher, student, and the entire education management system.

Based on this understanding, the application of digital technology and artificial intelligence in teaching in educational institutions in the area has been widely implemented. In many schools, teachers proactively integrate information technology, use presentation software, combine simulation software, virtual experiments, and AI, thereby improving teaching effectiveness.

Educational networking activities have been actively implemented, creating a learning environment that connects learners and teachers between schools within and outside the area through online systems, helping to promote cooperation between schools to share, exchange, and improve the quality of education.

At Thanh Ninh Primary School (Kha Son commune, Thai Nguyen province), thanks to being fully equipped with computers connected to the Internet, televisions, and projectors in classrooms and functional rooms, the implementation of digital student records, electronic lesson plans, AI applications, and the use of OLM in teaching has proceeded smoothly, with teachers always participating with a ready spirit.

Ms. Vu Thi Phuong, the school principal, believes that the direction of Resolution 71 is very important, profoundly impacting the awareness of the school's teachers and staff in digital transformation, helping to make their spirit and determination to keep pace with technology more positive.

At Tuc Tranh High School (Thai Nguyen province), the school recognizes that digital infrastructure is the foundation of digital transformation, and therefore prioritizes investment in technological equipment. A digital library has been put into operation, allowing teachers and students to access documents, exam papers, lesson plans, and video lectures anytime, anywhere. Many teachers proactively learn AI, share knowledge with colleagues, participate in in-depth training courses, and gradually apply technology to their daily lessons.

Ms. Dao Thi Thuan, a Literature teacher, shared that, in implementing the orientation of promoting digital transformation, innovating methods, and improving the overall quality of education according to Resolution 71, we are even more aware of our responsibility: Innovation is not only a requirement of the times but also a self-driven aspiration of each teacher, to strive towards a truly humane and modern education.

Ms. Nguyen Thi Hoa, Principal of Tuc Tranh High School, emphasized that, guided by Resolution 71, the staff, teachers, and students have gained additional inspiration, creating a positive and effective working and learning atmosphere, and forming a major movement throughout the school.

As a school located in a remote area of ​​Phu Quoc Special Economic Zone (An Giang province), Bai Thom Primary and Secondary School has proactively implemented digital transformation with many innovative approaches, from integrating digital moral education to applying artificial intelligence (AI) and technological platforms to teaching.

Ms. Le Thi Bich Phuong, the school's Vice Principal, stated that digital transformation and the application of AI in education are inevitable trends. Resolution 71 has opened up strategic directions, but success depends on the proactiveness, creativity, and efforts of each school and each teacher in its practical implementation.

Bai Thom Primary and Secondary School has three campuses located more than 7km apart and faces many difficulties related to infrastructure and human resources. The number of computer labs and equipment is limited. Most computers are old and do not meet requirements, and weak internet connections mean that many technology-based lessons have not achieved the expected results.

Despite the teachers' active participation in training and use of various support tools, they still face numerous obstacles due to the heavy workload, with many having to teach multiple subjects. In particular, some students do not have personal smart devices, forcing teachers to lend them their computers or phones to assist them.

Ms. Le Thi Bich Phuong suggested that to address this situation, the school needs additional staff to alleviate the pressure on teachers; and at the same time, a comprehensive investment in facilities, from computer labs, projectors, interactive whiteboards to a stable internet system, is necessary. Teachers urgently need policy support to have time to learn and research new tools.

Many believe that for Resolution 71 to be effectively implemented, a comprehensive set of solutions is needed. This includes focusing on training and developing digital skills for teachers and administrators; investing in technological infrastructure; and ensuring a synchronized, secure, and user-friendly network, equipment, and software system. In particular, a framework for guiding the application of AI in general education programs should be issued soon so that AI truly becomes an effective tool in education.
