Resolution No. 80-NQ/TƯ:

On the morning of February 25th, the National Conference on Studying, Understanding, and Implementing Resolution No. 79-NQ/TƯ on “Developing the State Economy” and Resolution No. 80-NQ/TƯ on “Developing Vietnamese Culture” was held in a hybrid format combining in-person and online participation. Through the process of studying Resolution No. 80-NQ/TƯ (Resolution 80), cultural workers and artists expressed their belief and expectations for a new phase of development, where culture becomes an important endogenous resource for sustainable development. Reporters from the Hanoi Press and Broadcasting Agency recorded the opinions of several cultural activists and artists regarding the changes and expectations when the resolution is put into practice.

Resolution No. 80-NQ/TƯ of the Politburo on “Developing Vietnamese Culture” clearly affirms the viewpoint that culture is not only the spiritual foundation of society but also an endogenous resource and an important driving force for the sustainable development of the country. The core spirit of the Resolution is to place culture on par with economics, politics, and society; while emphasizing the requirement to transform cultural values ​​into soft power and into cultural industry products with high added value. In this context, Hanoi – the thousand-year-old capital of culture – is facing a great opportunity to develop the cultural industry on the foundation of its rich, diverse, and unique heritage.

Hanoi possesses a vast system of heritage sites, ranging from historical, architectural, and religious relics to intangible cultural values. However, the spirit of Resolution 80 does not stop at static preservation, but aims at preservation linked to promotion, creativity, and rational exploitation. Heritage must "live" in contemporary life, becoming a source of inspiration and raw material for creative activities, education , tourism, and communication. This is the path to transforming "heritage" into "assets," contributing to the formation of the capital's cultural industry ecosystem.

In line with the spirit of the Resolution, the Van Mieu - Quoc Tu Giám Cultural and Scientific Activities Center has, for many years, strived for innovation and creativity in its activities to transform the Van Mieu - Quoc Tu Giám historical site – a symbol of Vietnam's tradition of studiousness and scholarship – not only as a historical tourist attraction but also as a creative cultural space. In recent years, the site has promoted the digitization of documents, applied projection technology, and organized experiential and heritage education activities for students, and international tourists.

In particular, the exploitation and promotion of the value of the Ho Van area towards building a "Ho Van Creative Space" is a groundbreaking step. From an area that was once little noticed, Ho Van has become a venue for exhibitions, thematic displays, introductions to calligraphy, traditional arts, creative handicrafts, and cultural exchange activities. The combination of ancient landscapes and contemporary ideas has created an open space where heritage is no longer closed off but interacts directly with the community. To realize Resolution 80 of the Politburo and Resolution 09-NQ/TU of the Hanoi City Party Committee on the development of the cultural industry, the Center is building the Ho Van Cultural Industry Center, encouraging young innovators and organizing many cultural and creative activities for the community.

This approach clearly reflects the spirit of Resolution 80, which emphasizes using heritage as a foundation, creativity as a driving force, and the community as the primary beneficiary; while harmoniously combining preservation and exploitation. We recognize that heritage is not just for viewing but also serves as an educational environment, fostering pride, a sense of preservation, and creativity in the younger generation. Therefore, in preserving and promoting historical sites, the Center always aims to create cultural products with artistic value and community benefits, contributing to attracting tourists, increasing revenue, and promoting the image of the Capital city.

I believe that Resolution No. 80-NQ/TW of the Politburo on "Developing Vietnamese Culture" is a historical "impetus" for the cultural life of our country. This is a strategically significant document, creating a turning point in the thinking of leadership, management, and organization of cultural activities, placing culture in its rightful position in the process of national development.

What I appreciate most is that the Resolution has established the "equal" status of culture with politics, economics, and society. For a long time, in practice, culture has sometimes been viewed as a supplementary field to other sectors. This Resolution clearly affirms that culture is the spiritual foundation and a direct driving force for growth. When culture is placed on equal footing in all development plans and strategies, I believe that policy decisions will be more comprehensive, more humane, and more people-oriented.

Another breakthrough is the shift in mindset from "management" to "creation" and "unleashing." I appreciate this approach, as it opens up a legal framework to unleash the creativity of the entire society. Instead of relying solely on the state budget, we encourage social mobilization, attracting resources from businesses and the community, and promoting public-private partnership models in culture. When the mechanisms are open, artists have the conditions to create, and spiritual values ​​can be transformed into material resources, making a practical contribution to the economy.

The resolution also "awakens" soft power through the development of the cultural industry. This is a very correct direction. Culture needs to become a green economic sector, competitive, capable of exporting value, promoting the image of Vietnam and its people to the world, and simultaneously protecting cultural sovereignty in cyberspace. By doing this well, we can both preserve our identity and proactively integrate into the global community.

In particular, the profound focus of the Resolution remains on people – the creators and beneficiaries of culture. The formation of a system of standard values ​​for Vietnamese people in the new era, combining national traditions with the finest aspects of humanity, is, in my opinion, the most sustainable foundation for long-term development. Culture must permeate every family, every school, every residential area, so that each citizen lives a civilized, refined life, and is responsible to the community.

For Hanoi, the capital city, I expect Resolution No. 80-NQ/TƯ to create new momentum to promote the depth of its cultural heritage, transforming the potential of its heritage and creativity into a driving force for development. When the Resolution is implemented, it will spread to every artist and every citizen, contributing to building a capital city that is cultured, distinctive, creative, integrated, and connected; building a Vietnamese culture rich in identity, modern, and strong enough to reach out to the wider world.

I believe that Resolution No. 80-NQ/TƯ of the Politburo demonstrates a grand and far-reaching vision in leading the development of the country's culture and arts. With specific goals, tasks, and solutions, along with a vision extending to 2045, the Resolution clearly identifies the cultural industry and creative economy as pillars of sustainable development, striving to contribute approximately 9% of GDP. In my opinion, this is a direction of great significance for the development of culture in general, and literature and arts in particular.

The resolution has had a significant impact on cultural and artistic training. Its issuance marks a crucial step in establishing mechanisms and policies, particularly regarding the remuneration system for those working in cultural and artistic education and training. This further motivates lecturers and staff, while also opening up more opportunities for better learning and training for students, trainees, and performing artists.

There is one aspect we are very passionate about, one that directly impacts the recruitment and training of talent for the country. Resolution 80 clearly states the importance of creating conditions for high school students to access culture and art from an early age, considering this a crucial foundation alongside education and training to develop personality and human potential. When students are exposed to these fields early, we have a basis for discovering and nurturing genuine talent, thereby selecting and providing professional, systematic, and long-term training. This is an opportunity to create a rich and high-quality pool of art students for training institutions.

I believe that, with a conducive learning environment, students will have more opportunities to become true talents, receive formal and professional training, and contribute to the development of the country's culture and arts.

I was also particularly impressed that Resolution 80 outlined a strategy for developing the cultural industry, from training to dissemination in daily life, expanding domestically and internationally, especially in the digital space. This vision is very relevant to the current context. Artistic talents can contribute to professional organizations or have the opportunity to work independently, proactively creating and forming groups to bring Vietnamese cultural products to a wider audience. This is a powerful motivation for the younger generation to develop their abilities in many diverse ways.

With the vision, goals, and values ​​that Resolution 80 brings, I believe that the future of Vietnamese culture and art will contribute increasingly significantly to the nation's "soft power," becoming a sustainable endogenous resource for national development.

Resolution 80-NQ/TW of the Politburo on "Developing Vietnamese Culture" places culture at the center of the country's sustainable development strategy, with a particular emphasis on the human element. The core spirit of the Resolution goes beyond mere preservation; it also encompasses the creation, exploitation, and promotion of cultural values ​​in a professional, modern manner, linked to a socialist-oriented market economy. The cultural industry requires a harmonious combination of artistic value and the ability to create competitive, marketable, and revenue-generating products.

In line with the spirit of Resolution 80 and the city's thematic resolutions on the development of the cultural industry (Resolution 09-NQ/TU on the development of the cultural industry in the Capital City for the period 2021–2025, orientation to 2030, vision to 2045), over the years, Thang Long Music and Dance Theatre has been building a brand of art for the Capital City with nationwide influence, becoming a familiar artistic destination for tourists visiting Hanoi.

We strive to create programs that are not confined to the theater space but also affirm our leading role in the capital's stage, spearheading performances to promote and celebrate cultural and political events of the city and the country, such as: the art program commemorating the 90th anniversary of the August Revolution and National Day on September 2nd; the program celebrating the success of the 14th Party Congress; art nights serving the people in the Hoan Kiem Lake area, in the outskirts of Hanoi and in border and island regions…

The theater's artists are constantly innovating, improving their awareness and performance skills so that they are not merely artists but also know how to listen to and accept the policies and guidelines of the leadership, conveying the spirit of innovation and development of the country through the language of art.

Over the years, the theater has created many plays that harmoniously combine traditional elements with innovative approaches, such as the musical "Hanoi, Day... Month... Year...", and more recently, "Chi Pheo's Dream" with its modern presentation. To date, the play has achieved great success, won numerous awards, and, more importantly, consistently sold out at every performance. The core of cultural development is for the benefit of people; therefore, the theater not only focuses on pure art but also aims to support the younger generation through talent training projects and school theater programs for students.

In our development strategy, we always prioritize a human-centered approach to all creative endeavors. Even when staged using modern theatrical techniques, the humanistic values ​​of the works are preserved. Simultaneously, our artistic productions are built on a spirit of innovation and creativity, approaching the performing arts of other countries in the region, so that the works not only serve tourists but also attract young audiences, researchers, and international viewers. Each performance is not merely an artistic activity but also contributes to generating revenue, creating jobs for artists, and contributing to the economic and service development of the capital city.
