(NLĐO) - The handover of documents and document databases after the reorganization of the organizational structure was carried out in accordance with the archival law regulations regarding management authority.
The Ministry of Interior has recently sent a document to the People's Committees of provinces and centrally-administered cities regarding strengthening the management of document and archive management during the process of reorganizing the political system's organizational structure in accordance with Conclusion No. 127-KL/TW of the Politburo.
Accordingly, the Ministry of Interior requests the Chairpersons of the People's Committees of provinces and cities to urgently direct the implementation of several urgent tasks to strengthen the management of document management and archiving during the process of reorganizing the local government apparatus.
All documents and document databases generated in the activities of agencies and organizations must be managed centrally, uniformly, and securely according to each archival collection; documents and document databases of any agency or organization must be cataloged and compiled according to the archival collection of that agency or organization.
"The agency or organization shall close its archives from the date of cessation of operations. The agency or organization shall not issue administrative documents within its authority from the date the decision of the competent authority regarding the merger or cessation of operations takes effect," the Ministry of Interior's document clearly states.
Before and during the reorganization of the administrative apparatus, the Ministry of Interior requests that documents and databases continue to be preserved in the archives of the provincial historical archives and the archives of the administrative units (or current storage locations) before the reorganization.
The unauthorized possession, transfer, or destruction of documents and document databases is strictly prohibited; damaging or losing documents and document databases during the organizational restructuring process is also prohibited.
According to the Ministry of Interior, provincial-level historical archives are responsible for receiving and coordinating with the heads of agencies, organizations, and administrative units to continue preserving all archival documents and document databases within the province, either on-site or temporarily in a centralized location, and handing over the documents to the new agencies, organizations, and administrative units after organizational restructuring, according to their management authority.
In addition, the handover of documents and document databases after the organizational restructuring was carried out in accordance with the archival law regulations regarding management authority.
The Ministry of Interior also requested strict implementation of legal regulations on the management and use of official seals and digital signature certificates; protection of state secrets and ensuring the security of information, documents, and data when performing tasks related to statistics, packaging, handover, storage, and use during the process of reorganizing the organizational structure.
