After a period of urgent restructuring and streamlining of the apparatus aimed at increasing efficiency and effectiveness, the agencies and units officially commenced operations on March 1st. Following the restructuring and streamlining, the number of agencies and departments has been significantly reduced. Currently, the government apparatus for the 2021-2026 term has been streamlined to 14 ministries, 3 ministerial-level agencies (a reduction of 5 ministries and sectors), and 5 government-affiliated agencies (a reduction of 3 agencies).
In Conclusion 127-KL/TW, dated February 28, 2025, the Politburo and the Secretariat of the Central Committee directed the continued implementation of streamlining the administrative apparatus by merging some provincial-level units, eliminating district-level units, and merging some commune-level units. Speaking with a reporter from the Industry and Trade Newspaper on March 4th, Mr. Nguyen Cong Du - former Head of Dong Phat 1 Street, Dong Ve Ward, Thanh Hoa City, Thanh Hoa Province - said: “We, the people, see the restructuring and streamlining of the Party and State apparatus in recent times as a reasonable decision. For the country to develop, it is necessary to streamline the apparatus, reduce unnecessary procedures, and select qualified people to carry out the work. In recent days, we have followed the information on television and in the press and have clearly seen the reforms in the Party's personnel work. We, the people, are very excited and have absolute confidence in the Party's leadership.”

Meanwhile, Mr. Le Minh Son, a retired official residing on Le Ngan Street, Dong Ve Ward, Thanh Hoa City, said: "I think this is a very reasonable decision by our Party to further develop the country. We, the people, find the merger of provinces and the abolition of the intermediate administrative level of districts to be in line with reality."
Many officials in Thanh Hoa are requesting early retirement.

Specifically, on the afternoon of February 28th, Thanh Hoa City announced the decisions of the Standing Committee of the Thanh Hoa Provincial Party Committee regarding the early retirement of Mr. Le Anh Tuan, Permanent Deputy Secretary of the City Party Committee, and Mr. Le Thanh Hai, Deputy Secretary of the Thanh Hoa City Party Committee, effective March 1st, 2025, in accordance with Government Decree No. 178/2024/ND-CP.
Speaking with a reporter from the Industry and Trade Newspaper, Mr. Le Anh Tuan - former Standing Deputy Secretary of the Thanh Hoa City Party Committee - who recently received a decision to retire early, shared: "In implementing the Party's policy on streamlining the apparatus, I personally wish to retire 22 months early to facilitate the restructuring of the apparatus and create opportunities for younger generations to strive."
Besides Mr. Tuan and Mr. Hai, Thanh Hoa City also has 10 other officials and civil servants who have requested early retirement under Decree No. 178, including: Le Anh Nga, Standing Deputy Head of the City Party Committee's Inspection Committee; Nguyen Thi Tam, Deputy Head of the City Party Committee's Propaganda and Mass Mobilization Department; Le Trong Giang, Chairman of the City Labor Union; Nguyen Thi Hong, Deputy Chief Inspector of the city; Nguyen Huu Dai, Deputy Head of the City Party Committee's Propaganda and Mass Mobilization Department; Bui Thi Cuc, Director of the City's Vocational Education and Continuing Education Center; Nguyen Huu Hoa, Deputy Director of the City's Vocational Education and Continuing Education Center; Hoang Van Tho, specialist in the City Party Committee's Organization Department; Nguyen Nam Tien, specialist in the City Party Committee's Propaganda and Mass Mobilization Department; and Nguyen Ngoc Dung, member of the City Labor Union.
Previously, Ms. Bui Thi Muoi, Deputy Head of the Standing Committee of the Thanh Hoa Provincial Party Committee's Propaganda Department, also expressed her desire to retire early to facilitate the streamlining of the organizational structure within the agency. The fact that dozens of officials in Thanh Hoa province have proactively and voluntarily requested early retirement demonstrates exemplary conduct, responsibility, and high consensus with the major policies of the Party and the State.
It can be affirmed that the restructuring and streamlining of the administrative apparatus; the merger of some provincial-level units, the elimination of district-level organizations, and the merger of some commune-level units are policies of the Party and the State that are transparent, open, and highly supported by the people.
