Following urgent public complaints, the Director of the Department of Construction conducted a surprise inspection.

The leaders of the Thanh Hoa Department of Construction have requested relevant units to promptly resolve the residents' complaints at the CC1 apartment building.

On the afternoon of December 19th, Mr. Hoang Van Dong, Director of the Thanh Hoa Department of Construction, led a working group to conduct a surprise inspection at the CC1 apartment building (Tan Thanh ECO2 apartment building, Quang Phu ward, Thanh Hoa province), which is invested in by Tan Thanh 1 Co., Ltd.

During the inspection, the working group directly listened to and recorded many feedback from residents regarding issues seriously affecting their daily lives. Accordingly, despite having paid their electricity and water bills in full, many households in building CC1 still had their water supply cut off for several days, disrupting their lives and causing numerous difficulties.

Beyond just the quality of service, many residents have expressed concerns about shortcomings in fire safety measures at the apartment building. The elevator system frequently malfunctions, posing a potential safety risk.

In addition, a number of other service aspects have been criticized for not receiving adequate attention. The lighting system in the corridors is frequently malfunctioning and has not been repaired promptly, forcing residents to pay for replacements themselves. Security and order are lax; there have been incidents of teenagers gathering in the lobby area, smashing bottles, causing anxiety among residents. These shortcomings cause frustration among residents and pose potential safety risks, especially in the context of a high population density.

On-site, the inspection team conducted a practical check of items such as the fire prevention and fighting system, environmental sanitation, and elevator operation, as a basis for evaluating and clearly determining the responsibilities of the relevant units in promptly addressing the shortcomings reflected by residents. Through the inspection, the Director of the Thanh Hoa Department of Construction pointed out inadequacies regarding the security camera system, the provision of personal protective equipment, and the performance of duties by the security force at the apartment building.

During the dialogue held on the same day between representatives of the investor, Tan Thanh 1 Co., Ltd., and the building management board (elected by the residents of the apartment building), both sides exchanged views and clarified issues related to the management and operation of the apartment building, but differing opinions still remained.

According to the developer's representative, the handover of legal documents, common assets, and the maintenance fund between the developer and the apartment building's management board has not yet been completed because the management board has not yet received the handover documents. This is considered a significant factor affecting the management and operation of the building, and directly impacting the lives and daily activities of apartment owners.

Conversely, the building management board asserts that the developer has not yet provided all the necessary legally valid documents as required by regulations, and therefore cannot accept the handover. The management board also states that, until the two parties reach an agreement and complete the handover procedures, any issues arising related to the management and operation of the building are the responsibility of the apartment building management board – a unit directly under the developer.

Concluding the meeting, Mr. Hoang Van Dong stated that the root cause of the "hot" issues that residents have repeatedly raised stems from the lack of a professional management and operation unit for the apartment building. In addition, the handover process of documents and assets between the investor and the Management Board has been inconsistent, and coordination between the parties remains limited.

Mr. Dong emphasized that until a new management and operation unit is selected, the responsibility for managing and operating the building remains with the investor. "The investor, having sold the product and provided services, must spread the value and ensure the legitimate rights of the residents. If residents continuously complain and express dissatisfaction, the reputation and prestige of the business will also be affected," Mr. Dong stated clearly.

The Director of the Thanh Hoa Department of Construction requested the investor and the building management board to urgently complete the handover of all documents and assets as required, no later than December 25, 2025. At the same time, he requested the People's Committee of Quang Phu commune to cooperate and supervise the handover process between the two parties; matters exceeding their authority or related to their expertise will be supported and guided by the Housing Management Department.

Regarding the common areas of the two apartment buildings CC1 and CC2, Mr. Dong requested the People's Committee of Quang Phu Ward to urgently consolidate the management organization of both buildings, ensuring that the operation and payment of common services are completed before December 31, 2025.

Mr. Dong also requested that the new management and operation unit be selected and begin operating professionally by January 2025. The People's Committee of Quang Phu commune is responsible for urging and supervising the implementation of tasks by the new Management Board after the Management Boards of both buildings are reorganized.

Until a new management and operation unit is appointed, the investor, Tan Thanh 1 Co., Ltd., is fully responsible for the management and operation of the apartment building; from now until the end of the year, it must immediately address the legitimate concerns of the residents. In the event of any incident involving the lives and property of the residents, the investor will be held responsible according to regulations.

The Director of the Department of Construction also assigned the Housing Management Division to monitor and expedite the implementation of the conclusions. In cases where any unit fails to implement or implements incorrectly, affecting the rights of citizens, it will be subject to inspection, investigation, and handling of violations according to the state management functions.
