Residents of Ban Thach ward hope for faster progress in the construction of projects.

DNO - Residents of Ban Thach ward hope that the city will soon resolve the obstacles and resume construction of approved infrastructure projects that were temporarily suspended due to changes in investment mechanisms, in order to avoid waste and maximize the efficiency of resources, including the community's consensus on land donation.

Unfinished sections of road

Mr. Le Dinh Thuong (Tan Thai residential area) said that his family had donated about 70m² of agricultural land to expand the road leading from the fields to the residential area.

According to Mr. Thuong, after being persuaded, the people agreed and voluntarily dismantled their gates, fences, and trees to create a level surface. However, although the construction unit had leveled and filled the land to widen the road, the project was temporarily halted after only completing a short section.

"The construction unit was filling in the land to widen the road from 3m to 5m, but they stopped after completing a section. The soil wasn't compacted or compacted, so when it rains, it washes away, and mud floods the fields, causing damage to production. We donated our land for the common good, but it's heartbreaking to see the project left unfinished like this," Mr. Thuong said.

In Tan Thai residential area, dozens of households voluntarily dismantled their fences, gates, and even parts of their land to make way for construction. Many initially took the initiative to mobilize residents in their neighborhood to contribute labor to support the construction unit, hoping that the new road would open up trade routes, connecting the production area with the paved road leading to Tam Thang Industrial Park and other inter-neighborhood transportation routes.

According to the design, these road sections include: the route from Mr. Thuong's house to the industrial park's asphalt road, the section from Ms. Tam's house to the industrial park road, and the section from the cultural gate of Group 1 to Mr. Them's house, with a total length of approximately 2km and a total investment of over 5.6 billion VND, scheduled for implementation in 2024. However, to date, only about 50% of the construction has been completed, with only 400m of the road surface paved with concrete.

Mr. Tran Xuan Bang, Head of the Front Committee of Tan Thai residential area, shared that in recent times, residents have been delighted to see the government implementing many infrastructure upgrade projects. Many households have proactively donated land and cleared trees to create a clean site. However, after a portion of the construction was completed, the project stopped for unknown reasons, leaving many sections of uneven red soil, and in some places, deep puddles appeared due to rainwater erosion.

People participating in traffic, especially children going to school, encounter very dangerous bumpy sections of road. In the near future, if heavy rains continue for an extended period, the unfinished sections of road are very likely to deteriorate, and rebuilding them will then cost additional resources.

Early implementation is necessary to synchronize urban infrastructure.

According to a review by the People's Committee of Ban Thach ward, there are a total of 20 infrastructure projects in the area that are temporarily suspended due to adjustments in investment mechanisms following the implementation of a two-tiered local government system.

Among these, some construction projects have reached 80-95% completion, such as the expansion project of Nguyen Hien Primary School in Thuan Tra residential area, which has reached 95% completion and is considered an essential project serving the educational needs of hundreds of students in the densely populated area.

In addition, the project to upgrade the concrete road from Phuoc Ky Nam Company to Mr. Doan Tam's house (Dong Yen neighborhood), which is over 80% complete, has now stopped with only a few final items remaining.

Notably, among the 20 suspended projects, 13 are directly related to transportation infrastructure such as road upgrades and expansions, sidewalk construction, urban lighting systems, and residential routes.

These are all projects that the people have been waiting for for many years. Prolonging the unfinished state will not only waste the invested resources but also erode public trust, as people have proactively participated and agreed to donate land for the common good.

The People's Committee of Ban Thach Ward has sent a document to the Da Nang City Department of Construction, requesting an early review, assessment, and solution to resolve the issues so that the aforementioned projects can continue to be implemented.

The document states that these infrastructure projects have been allocated funding and partially completed, and suspending them midway would affect the effectiveness of the investment and disrupt the progress of urban development as planned by the city.

According to Mr. Duong Van Tuan, Chairman of the People's Committee of Ban Thach Ward, after the merger, the former Tam Thang commune, now part of Ban Thach Ward, has the weakest infrastructure compared to the other wards.

Not only is transportation infrastructure lacking, but the system of irrigation canals, pumping stations, lighting, and urban roads are also inadequate. Through interactions with constituents, the local authorities have received many requests related to investment in upgrading and expanding roads, environmental treatment, and the construction of irrigation canals to serve agricultural production.

Local authorities have surveyed, assessed, and proposed that the city allocate funds to complete unfinished projects from now until the end of 2025, and include them in the priority investment plan for the 2026-2030 period to gradually synchronize infrastructure and create a foundation for socio-economic development in this area.
