Rural housing, according to Criterion 09 for achieving new rural standards, must ensure "three solid" (solid foundation, solid frame, solid roof). This criterion is being further supported by the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide by 2025" launched by the Prime Minister .
Bac Giang:
The Steering Committee for the campaign to eliminate temporary and dilapidated houses and support families of war veterans facing housing difficulties or needing repairs or reconstruction in Bac Giang province (hereinafter referred to as the Provincial Steering Committee) recently held a conference to approve the operational regulations of the Steering Committee, assign tasks to members, evaluate the results of the campaign to eliminate temporary and dilapidated houses in 2024, and implement tasks for 2025.
In 2024, the Provincial Steering Committee approved support for the construction and repair of 1,396 houses, including 968 houses for poor and near-poor households, 233 houses for households of people with meritorious services, and 195 houses for households in ethnic minority and mountainous areas. To date, the entire province has completed and handed over 968/968 houses for poor and near-poor households; 233/233 houses for people with meritorious services; and 192/195 houses for households in ethnic minority and mountainous areas. It is expected that by December 31, 2024, all 195/195 houses for households in ethnic minority and mountainous areas will be completed.
The program to eliminate temporary and dilapidated houses has received close attention and guidance from Party committees, authorities, and mass organizations from the provincial to the grassroots level; the sharing and support of a large number of cadres, Party members, union members, and association members; and the consensus of all strata of people inside and outside the province.
The mobilization of resources was carried out flexibly, suitable for all individuals and conditions, with the spirit of "everyone contributes what they can, everyone contributes their labor, everyone contributes their resources, everyone contributes what they can, everyone contributes what they can," with support ranging from funding and labor for transporting and dismantling structures to construction materials, household items, and other necessities. The Provincial Steering Committee directed the mobilization of over 86 billion VND to support the program.
In 2025, the Provincial Steering Committee will develop a plan to eliminate temporary and dilapidated houses in the province under the theme "A Warm Home for the People of Bac Giang". The Provincial Steering Committee will direct the mobilization of agencies, organizations, units, businesses, philanthropists inside and outside the province, officials, civil servants, armed forces personnel, and people with above-average incomes to contribute. The minimum contribution from officials, civil servants, and workers is one day's salary or income or more; households with above-average incomes are encouraged to contribute voluntarily, such as providing labor, materials, and household equipment.
Ca Mau :
In Ca Mau province, the emulation movement "Eliminating temporary and dilapidated houses" for poor households, with the motto "leaving no one behind," has always been given attention and implemented effectively.
According to Mr. Phan Mong Thanh, representative of the Vietnam Fatherland Front Committee of Ca Mau province, all levels in the province have implemented flexible and appropriate solutions in coordinating with member organizations to help poor, near-poor, and disadvantaged households improve their lives. From 2019 to 2024, the Vietnam Fatherland Front Committee of Ca Mau province mobilized over 434 billion VND to support the construction and repair of houses, rural bridges, gifts, scholarships, and timely assistance to people affected by natural disasters and incidents. Over 13,720 households in the province received support to escape poverty, reaching 71.15% of the total registered households.
The poverty rate in Ca Mau has decreased by an average of 0.8% per year, reaching 1.6% to date. However, the province still has over 36,000 houses that do not meet the "three solid" criteria (solid walls, solid roof, solid walls, solid roof), accounting for approximately 12% of the total number of houses in the province. A review has identified more than 1,800 houses that need to be built and handed over to poor households in 2025. Therefore, the Vietnam Fatherland Front Committee of Ca Mau province will continue to coordinate with agencies, units, local authorities, and businesses to promote the movement to eliminate temporary and dilapidated houses in 2025, as launched by the Prime Minister.
Yen Bai:
In Yen Bai, with the principle of "leaving no one behind," the locality has mobilized the entire political system, integrated various resources, and concentrated all forces to support localities in eliminating temporary and dilapidated houses, helping people in difficult circumstances in mountainous areas to settle down and make a living in new, sturdy houses.
The plan to support the renovation and repair of housing for poor and near-poor households in Yen Bai province in 2024 sets a target of 1,424 houses, including 1,046 new houses and 378 repaired houses, with a total budget of over 70 billion VND. To date, localities have started construction on over 1,250 new and repaired houses, concentrated in the highland districts with nearly 900 houses; including 528 houses in Mu Cang Chai district, 1,62 houses in Van Chan district, and 204 houses in Tram Tau district...
Mr. Vu Le Thanh Anh, Deputy Director of the Department of Labor, War Invalids and Social Affairs of Yen Bai province, said that every year, the province issues a plan to implement the program in accordance with the actual situation, prioritizing resources to eliminate temporary and dilapidated houses in mountainous areas with the motto that the State provides most of the support, and the rest comes from contributions from social sources and beneficiary households. For poor households in mountainous areas, the local authorities are responsible for mobilizing resources to organize house construction.
Thanks to the synchronized implementation of various solutions, the mobilization of resources outside the budget for eliminating temporary and dilapidated houses has been highly effective, accounting for over 85% of the total implementation cost. Specifically, Yen Bai province provides support of 50 million VND/house for new construction and 25 million VND/house for repairs; in the two particularly disadvantaged districts of Tram Tau and Mu Cang Chai, the support level is 60 million VND/house for new construction and 30 million VND/house for repairs, at least 20-40% higher than the support level stipulated by the Central Government for each house. In addition, each household also receives a preferential loan of 40 million VND from the Social Policy Bank.
Through various mobilization efforts, Party committees, government agencies, associations, and organizations have connected compassionate individuals and numerous organizations and businesses to share resources with the poor in mountainous regions, building thousands of happy homes. Every year, through the "For the Poor" Fund, officials and employees throughout Yen Bai province donate at least one day's salary to support and contribute funds for house construction.
Lai Chau:
Reportedly, by June 30, 2024, Lai Chau had completed the support and disbursement of funds to 1,700 poor and near-poor households (including: 1,498 households under the National Target Program for Sustainable Poverty Reduction; and 202 households under the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas).
According to the consolidated review results, the total number of poor and near-poor households lacking housing in Lai Chau province by 2025 is 8,019. Of these, 434 households are on the list for housing support under the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas, 2021-2030, Phase I (2021-2025); 4,819 households are on the list for housing support under the National Target Program for Sustainable Poverty Reduction, 2021-2025; and 2,766 households are not on the lists of the two programs above. The People's Committee of Lai Chau province has reviewed the needs for registration to eliminate temporary and dilapidated houses in the 2024-2025 period, totaling 2,766 households.
To achieve the goal of eliminating temporary housing in Lai Chau province by 2025, the total estimated support funding is approximately 322,530 million VND. Of this amount:
The allocated capital for 2024 is VND 110,635 million, including: housing support capital under the National Target Program for Sustainable Poverty Reduction giai đoạn 2021-2025 (already allocated: VND 101,695 million) and housing support capital under the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas giai đoạn 2021-2030, Phase I; from 2021 to 2025, allocated: VND 8,940 million.
And the additional funding needed until 2025 is 211,895 million VND, including: Estimated funding mobilized through the emulation movement "Joining hands to eliminate temporary and dilapidated houses for poor and near-poor households nationwide by 2025": 143,100 million VND; Housing support capital under the National Target Program for Sustainable Poverty Reduction giai đoạn 2021-2025: 60,375 million VND; Housing support capital under the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas giai đoạn 2021-2030, Phase I; from 2021 to 2025: 8,420 million VND.
Tra Vinh
In Tra Vinh province, on the morning of October 9th, in Duyen Hai town, the Vietnam Fatherland Front Committee of the province, in coordination with the Department of Labor, War Invalids and Social Affairs and the People's Committee of Duyen Hai town, handed over nearly 100 houses out of a total of over 3,200 houses built since the beginning of the year to poor households, near-poor households, households facing housing difficulties, and policy beneficiary families.
According to Pham Van Cuong, Vice Chairman of the Vietnam Fatherland Front Committee of Tra Vinh province, in recent years, the province has mobilized many resources to support housing for thousands of poor, near-poor, and disadvantaged households. In the past nine months, from funds raised by the Ministry of Public Security and the Social Security Fund, Tra Vinh has supported the construction and completion of over 3,200 solidarity houses with a total cost of more than 180 billion VND; of which, 65 billion VND was contributed by the Ministry of Public Security.
Recently (October 8th), the Ministry of Public Security inaugurated and handed over 1,300 houses to the people. From now until October 16th, the Vietnam Fatherland Front Committee of Tra Vinh province will coordinate with relevant units to complete the handover of the remaining nearly 1,900 houses.
By the end of 2023, Tra Vinh province still had 3,416 poor households and 6,773 near-poor households, equivalent to 1.19% and 2.35% of the total number of households in the province. The province also currently has over 7,000 households facing housing difficulties. Given the many challenges the province still faces, Tra Vinh hopes that organizations, agencies, units, businesses, and philanthropists will continue to support the province in implementing social welfare policies, caring for the poor and those in difficult circumstances, especially the "Eliminating temporary and dilapidated houses" campaign from now until the end of 2025.
