Rubble dumped directly onto people's houses
Talking to reporters, Ms. Hoang Thi Thu, born in 1968, Tong Phai village, Duong Quy commune, Van Ban district, Lao Cai province, was indignant: Recently, Tu Lap Company Limited constructed and dumped waste soil to fill the land for the family next to my house. From the same low-lying place, their house is now higher, while my house is as deep as a hole, every time it rains, the water has no place to drain.
Too upset, Ms. Thu went to the People's Committee of Duong Quy commune many times to report, and finally met with a land officer. After that, this person went to the site and asked the contractor, Tu Lap Company Ltd., to stop construction and not dump waste soil here.
Observing on the field, the reporter noticed: Not only did the waste create a "mountain of dirt" on top of the people's houses, but when the contractor dumped the waste, the dirt and rocks rolled down to Ms. Thu's house, causing the walls to crack and the foundation to break. In addition, the construction unit even dumped the waste into the people's fields and sewers, causing frustration among the people.
Ms. Nguyen Thi H., who lives near Duong Quy Primary School, said: "The unit's vehicles run all day, spreading dirt and rainwater, making the road muddy. They dig and build all day, seriously affecting our lives. We don't know when the road will be finished."
The district "pushed" responsibility to Board 2
Faced with the problems that the people of Duong Quy commune are facing, the reporter contacted Mr. Ha Manh Thang, Chairman of the People's Committee of Duong Quy commune to report the above issues. Mr. Thang received the information and promised to consider it. A few days later, the reporter tried many ways to contact Mr. Thang to learn more about the commune's leadership, but Mr. Thang tried every way to avoid the reporter.
Mr. Nguyen Huy Viet, Head of the Department of Natural Resources and Environment of Van Ban district, said: This route is basically built on the old roadbed, National Highway 279. The total length of the route passing through Van Ban district is about 64 km. Currently, some sections have not been completed because of forest land and site clearance work. Because the project did not approve funding for a dumping site, the locality had to "create conditions" for Project Management Board 2 ( Ministry of Transport ) to negotiate with households to calculate dumping (?!). As for the impact on people's lives such as dust pollution, sludge... in meetings with Board 2, the district leaders have reminded. Now in the case of Ms. Thu, the district has not seen the People's Committee of Duong Quy commune report. If there is anything, you should contact Board 2 and the contractor.
The reporter continued to contact Mr. Hai, Deputy Director of the Project Management Board (Board 2) of the section passing through Van Ban district. Mr. Hai then sent Mr. Le Quoc Quan to record some of the contents reported by the reporter and promised to soon remind the contractor to resolve the problems in Duong Quy commune so that people can soon have a stable life.
The project connecting traffic in the northern mountainous provinces includes 2 routes. Route 1: Connecting Lai Chau with Noi Bai - Lao Cai expressway, about 147km long. Route 2: Connecting Nghia Lo, Yen Bai with Noi Bai - Lao Cai expressway, more than 51km long. Both routes have a total investment of about 5,340 billion.
