Japan places national security and defense as its top priority.

The draft defense budget was released as Japan entered the third year of its five-year plan to enhance the capabilities of the Japan Self-Defense Forces (SDF).
The plan focuses on enhancing long-range defensive capabilities, or attacking targets outside the enemy's attack range, while gaining advantage in multiple areas through unmanned systems and cooperation with allied nations.
According to the draft, Japan will allocate 939 billion Yen for enhancing its combat capabilities and 41.5 billion Yen to purchase two MQ-9B SeaGuardian unmanned aerial vehicle systems.
In addition, Tokyo plans to spend 409.7 billion yen to improve working conditions and medical care for SDF members. Like many advanced economies , Japan is facing a shortage of personnel for the SDF amid an aging population. The government will spend 1.9 billion yen to introduce new lifetime career plans, as SDF personnel often retire early.
In addition, other notable expenditures include 108.7 billion Yen to jointly develop a next-generation fighter jet with the UK and Italy by 2035, under the management of the UK's GCAP (GIGO) international government organization.
On the same day, Prime Minister Ishiba Shigeru's cabinet approved the draft state budget, worth 115.54 trillion Yen (733 billion USD) – a record high.
