On September 3rd, information from the Department of Planning and Investment of Kon Tum province indicated that 5 projects in the province are facing land-related issues, including the project to renovate and upgrade Provincial Road 676 connecting Kon Plong district, Kon Tum province with Son Tay and Son Ha districts, Quang Ngai province (58.85 hectares of forest land);
The Dak Ro Gia – Ia Tun Lake Cluster Project (0.75 hectares of forest land); The road project from Dak Pne commune, Kon Ray district to Kbang district, Gia Lai province (13.8 hectares of forest land);
The projects include a road construction project from the center of Dak Glei town to the center of Xop commune (39.96 hectares of forest land) and an upgrade project for the Dak Man – Dak Plo road in Dak Glei district (2.51 hectares of forest land).
According to the Kon Tum Provincial Department of Planning and Investment, the aforementioned forest area must be converted to other uses in order to implement and expedite the project, avoiding the withdrawal of funds.
Currently, Kon Tum province only has one project permitted to convert forest land use: the road project from Dak Pne commune, Kon Ray district to Kbang district, Gia Lai province.
For this project, the People's Committee of Kon Tum province approved the starting price for the auction of natural forest timber (auctioning assets in the form of standing trees in the forest). The estimated volume to be harvested from 13.85 hectares of forest land is nearly 725 m3 of timber. The starting price for the auction of this timber is 850 million VND.
Regarding the project to renovate and upgrade Provincial Road 676, the Prime Minister has approved the principle of changing the land use purpose from forest land to other purposes.
The investor of the road project, the Management Board of Investment Projects for Civil and Industrial Transport Works of Kon Tum Province, has fully fulfilled its obligation to pay for reforestation. However, there has still been no decision to change the land use purpose of the forest for the project.
The Department of Planning and Investment has requested the People's Committee of Kon Tum province to direct a review of the project's documents and consider changing the land use purpose of the forest in accordance with regulations, in order to increase the disbursement of public investment capital and promote socio-economic development.
At the 7th session of the 12th term of the Kon Tum Provincial People's Council, the Provincial Party Secretary and Chairman of the Provincial People's Council, Duong Van Trang, signed and approved Resolution No. 57/NQ-HĐND, which stipulates that the responsibility of leaders who are "afraid of making mistakes and afraid of taking responsibility" in implementing investment projects in the province needs to be clarified.
Annually, project management boards, investors, district and city People's Committees, etc., provide comments and assessments on the heads of relevant agencies regarding the failure to complete compensation and land clearance work on schedule.
