According to Apple, the most recent iPhones that received the iOS 17 update but cannot upgrade to iOS 18 are the iPhone 8 and 8 Plus, along with the iPhone X.

Meanwhile, iPhone models compatible with iOS 18 include the iPhone 11, 12, 13, 14, and 15, along with the iPhone XS and XS Max; the iPhone XR; and the iPhone SE (2nd generation or higher).
