Visiting and giving gifts to disadvantaged families and families entitled to preferential policies is always carried out fully and promptly by Huong Tra.

Avoid spreading yourself too thin.

During the period 2021-2024, Huong Tra ward (formed by the merger of Tu Ha, Huong Van, and Huong Van wards) had 64 poor households and 31 near-poor households. These households share common characteristics: they do not meet income criteria; many members are elderly, sick, or unable to work; and there is a high dependency ratio within the household. In the Tu Ha area, over 56% of poor households have members unable to work, and nearly 70% have members receiving monthly social welfare benefits, a clear example of this situation.

Based on this reality, and recognizing poverty reduction as a central and continuous task, the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee, and mass organizations in Huong Tra ward have acted synchronously and promptly, creating a unified and thorough mechanism for guidance and implementation down to each residential group and household. The review of poor and near-poor households is carried out regularly, adhering closely to the multidimensional poverty standard. Simultaneously, support has shifted from widespread assistance to targeted support, addressing the specific needs and deficiencies of each household.

Based on a review and assessment of the specific conditions of each household, the locality has provided appropriate support through practical livelihood models, such as: breeding hybrid cattle, raising free-range chickens, vocational training in animal husbandry and veterinary medicine, and crop cultivation… This is accompanied by technical support, regular monitoring, and guidance on long-term business practices – key factors for the livelihoods to be effective and avoid the situation where support is provided but then left unimplemented.

The ward health station continues to be a reliable support for the people.

To date, models for breeding hybrid cattle, raising free-range chickens, veterinary care, and crop cultivation have yielded practical results. Alongside this, vocational training and job creation have been intensified. Hundreds of workers have received career counseling and job placement assistance, participated in vocational training courses, or sought opportunities for overseas employment under contract. This not only provides many households with the means of production and the conditions for economic development but also creates motivation for them to proactively improve their lives.

One exemplary model is the breeding of hybrid cattle. From the funding of Project 2 - National Target Program for Sustainable Poverty Reduction and counterpart funds, during the period 2022-2024, 13 households in Huong Van received support with 26 breeding cows, 17 households in Huong Van received support with 34 breeding cows, and 2 households in Tu Ha received support with 4 breeding cows. All support included vaccinations, veterinary medicine, and regular technical advice. Currently, most of the cattle herds are developing well and entering their breeding period, providing a good opportunity for disadvantaged households to accumulate capital and gradually stabilize their lives.

Along with livelihoods and employment, preferential loans through the Social Policy Bank have also helped hundreds of poor households, near-poor households, and newly-escaped-poverty households in Huong Tra to invest in production and business, restore production after natural disasters, or switch to more suitable and effective livelihood models.

“Previously, I borrowed 90 million VND from the Social Policy Bank to switch from a low-yield bean farming model to a model of intercropping pomelo and bananas. Currently, this model generates an income of about 40-50 million VND per sao (approximately 1000 square meters), helping to improve my family's economic situation and giving me more confidence to escape poverty soon,” shared Mr. Tran Cong Quang, a near-poor household in Lai Bang 1 residential area.

Essential solutions

From 2021 to the present, in addition to employment, vocational training, and preferential loans, Huong Tra has also effectively and promptly provided support to the right beneficiaries in areas such as health insurance, social assistance, housing, and education .

Besides expanding health insurance coverage, Huong Tra actively supports the poor and near-poor in accessing basic healthcare services. The ward's health station continues to be a reliable support for disadvantaged people. On average, the station receives about 40-60 poor and near-poor people for examination and treatment each month. Many cases of serious and chronic diseases are regularly monitored and cared for, helping people reduce the financial burden and feel secure in their treatment.

With the coordinated efforts of the government, the Fatherland Front, and social organizations, housing support policies have been implemented consistently. Specifically, during the period 2022-2024, from the budget and social contributions, 20 houses belonging to poor and near-poor households in the area received support for repair or new construction, with a total cost of nearly 600 million VND. Currently, Huong Tra continues to review housing needs to serve as a basis for proposing support for the next phase.

A family living in near-poverty in Huong Tra received support for house repairs and a free sewing machine to help stabilize their livelihood.

In the field of education, many policies on tuition fee exemptions and reductions, as well as support for learning expenses, have been implemented promptly. From 2021 to the present, hundreds of poor and near-poor students have received tuition fee support, scholarships, and educational gifts. Many models of educational socialization have been maintained, creating conditions to prevent disadvantaged students from dropping out of school prematurely.

In reality, social welfare policies in Huong Tra are being implemented effectively and in depth. This shows the efforts of the local government in caring for the lives of poor people. “The focus of sustainable poverty reduction in the coming time will continue to promote the diversification of livelihoods suitable for vulnerable groups; strengthen support for near-poor households and newly-escaped-from-poverty households; and promote awareness campaigns to gradually reduce the mentality of dependence and reliance. At the same time, we will mobilize more social resources to continue to implement social welfare policies comprehensively and effectively,” said Mr. Nguyen Viet Ha, Chairman of the People's Committee of Huong Tra Ward.
