(NLĐO) - Thu Duc City has assigned the Department of Education and Training to organize, review, and inspect extracurricular tutoring activities in the area.
The People's Committee of Thu Duc City has officially issued guidelines for implementing regulations on extra tutoring and supplementary classes in the area.
According to the People's Committee of Thu Duc City (Ho Chi Minh City), in implementing the regulations in Circular 29/2024 of the Ministry of Education and Training on supplementary teaching and learning, the People's Committee of Thu Duc City has issued the following specific directives:
The Department of Education and Training is tasked with organizing and implementing the regulations of the Ho Chi Minh City People's Committee and the Department of Education and Training, in accordance with Circular No. 29/2024 of the Ministry of Education and Training on supplementary teaching and learning, and other current regulations.
In coordination with relevant agencies, the People's Committees of 34 wards organized, reviewed, and inspected extracurricular tutoring activities within their jurisdictions.
The Department of Economy , Planning and Investment is tasked with: Guiding, providing information, and implementing administrative procedures related to business registration in accordance with the law within Thu Duc City.
Coordinate with the Department of Science, Technology and Information to carry out communication activities regarding business registration to people in need, in accordance with regulations.
The Chairpersons of the People's Committees of the 34 wards are tasked with developing a plan to coordinate with the Vietnam Fatherland Front Committee and political and social organizations to disseminate information to members, affiliated organizations, and all segments of the population, and to strengthen the supervisory role of the Vietnam Fatherland Front Committee and mass organizations over extracurricular tutoring activities in their respective areas.
Coordinate with the Department of Education and Training and relevant agencies to manage and review the implementation of regulations on tutoring and supplementary classes in the area.
Thu Duc City has assigned the Department of Education and Training to coordinate with relevant agencies and the People's Committees of the 34 wards to organize, review, and inspect extracurricular tutoring activities in the area.
Coordinate with relevant city authorities to monitor and inspect compliance with legal regulations regarding working hours, overtime hours, and other legal regulations concerning security, order, safety, environmental hygiene, and fire prevention by organizations and individuals providing tutoring services in the area, as stipulated by law.
Heads of educational institutions are tasked with organizing the implementation, dissemination, and promotion of Circular No. 29 to officials, civil servants, teachers, staff, students, and parents.
All officials and teachers in the Education and Training sector of Thu Duc City are instructed to strictly adhere to regulations on tutoring and supplementary classes; resolutely prevent any unauthorized tutoring or supplementary classes from occurring inside or outside schools; and cooperate in monitoring and inspecting the tutoring activities of teachers currently teaching at schools when requested.
Absolutely no laxity should be placed on organizing review and remedial classes for students whose academic results are below par; schools should organize intensive review sessions for final-year students to prepare for entrance exams and graduation exams according to the school's educational plan; schools should recognize this as their responsibility to help students meet the required learning outcomes for each subject and grade level as stipulated in the 2018 General Education Program.
Promptly identify, address, and propose appropriate solutions to difficulties and obstacles encountered during the implementation of Circular No. 29.
Receiving and processing feedback, suggestions, and requests from students and their parents regarding extracurricular tutoring before and during the implementation process.
District 7 will inspect extracurricular tutoring at the primary school level during February and March.
The District 7 Department of Education and Training has also officially issued a decision regarding the inspection of principals' responsibilities in organizing and implementing the 2018 General Education Program; managing extracurricular tutoring; managing life skills education activities; STEM education; teaching English with foreign teachers; and the activities of clubs, extracurricular activities, and happy schools.
Mr. Dang Nguyen Thinh, Head of the Education and Training Department of District 7, said that in implementing the inspection plan, the District 7 Education and Training Department requires primary school principals to submit self-inspection reports that are within the scope of the inspection team's content. They must prepare complete supporting documents for each inspection item and organize them logically and scientifically to facilitate the inspection team's work.
The inspection team receives reports from the inspected entity, listens to reports, studies, analyzes, compares, and evaluates the inspected entity's reports and collected information and documents; and requests the inspected entity to explain issues related to the inspection content. During the on-site inspection, if deemed necessary, the inspection team will work with relevant departments, officials, or individuals to verify the inspected content and is responsible for the objective accuracy of the verified information and documents.
After completing the inspection and verification at each unit, the inspection team prepares a report and provides a preliminary assessment of the overall results regarding the implementation of legal regulations on the inspected content.
According to the District 7 Department of Education and Training, the scope of the inspection covers the period from the beginning of the 2023-2024 school year to the time of the inspection. The inspection period is from February and March 2025.
