New model of belief

Starting July 1st, the two-tiered local government model (comprising provincial and commune levels) officially came into operation. This represents a major revolution in streamlining and reorganizing the political system. A large number of officials, Party members, and citizens have expressed strong support and agreement with this initiative, while also placing high expectations on the two-tiered local government model, believing it will create new momentum for socio-economic development.

To implement this policy, the entire political system in the province has joined forces, proactively developing plans and strategies for restructuring, while also intensifying propaganda efforts to create high consensus among officials, Party members, and all segments of the population. In particular, these days, all levels and sectors in the province are actively preparing the conditions for trial operation leading to the official implementation of the two-tiered local government model.

High level of consensus

In order to create a high degree of unity in thought and action throughout the political system regarding the implementation of organizational restructuring, Party committees at all levels have determined that it is necessary to effectively carry out propaganda work to raise awareness and create consensus among cadres, Party members, and the people on the two-tiered local government model.

Accordingly, the Provincial Party Committee's Propaganda and Mass Mobilization Department advised on the development of a plan to publicize several key tasks in the implementation of organizational restructuring and administrative unit reorganization, clearly outlining the roadmap and content of the propaganda for each specific stage; and guided agencies and units to carry out propaganda tasks with diverse and varied forms, ensuring practicality and effectiveness.

Following closely the documents, plans, and guidelines from higher levels, agencies and units, especially district and city Party committees and subordinate Party committees, have intensified propaganda efforts to create unity and consensus among the people.

Mr. Dang Van Loc, Permanent Deputy Secretary of the Dinh Lap District Party Committee, informed: Identifying this as one of the key tasks, especially as the two-tiered government system is about to be put into operation, the Party committees, reporters, and propagandists at all levels in the district are focusing on disseminating information about the key tasks of reorganizing the administrative apparatus; proactively doing a good job of ideological work and building people's trust in the operation of the new apparatus. In addition, we are also guiding the content for the newly established commune Party committees to continue implementing in the future.

Delegates at the Party Committee of the provincial Party agencies attended the training conference on the organization and operation of the two-tiered local government apparatus.

Along with Dinh Lap, propaganda work at agencies and units has been carried out in diverse and flexible ways, such as through regular meetings, conferences, mass media, and social networks. As the leading press agency in the area, Lang Son Newspaper and Radio and Television Station have focused on reporting and updating news, articles, photos, and reports on the reorganization of the administrative apparatus; the preparation for the operation of commune-level governments; and the preparation of conditions for organizing Party congresses in newly established communes. Every week, reporters research and develop news and articles reflecting the reorganization of administrative units associated with the implementation of the two-tiered local government model.

With the involvement of the entire political system, the policy of reorganizing commune-level administrative units and implementing a two-tiered local government model has received strong support, consensus, and agreement from all levels of government, agencies, units, and officials, party members, and people in the area.

Unwavering belief

Alongside the high level of consensus and support for implementing the two-tiered local government model, officials, Party members, and especially the people also have expectations regarding the effectiveness and efficiency of the new model.

With the new model, the grassroots level plays a crucial role, acting as a bridge to both conveying the Party's guidelines and policies, and laws to the people, while also directly receiving, addressing, or accepting the opinions, wishes, and aspirations of the people. Through decentralization and delegation of power, the grassroots level will, in the coming period, receive and carry out a series of tasks transferred from the district level.

Mr. Duong The Ngoc, Deputy Secretary of the Party Branch and Head of the Front Committee of Luong Van Tri neighborhood, Bac Son town, Bac Son district, shared: "We fully support the implementation of the two-tiered local government model and hope that in the future, the grassroots level will directly and quickly handle administrative procedures, eliminating the situation where the commune level sends documents to the district and then back to the commune, which wastes both time and money for people and businesses."

To meet the demands of the large workload at the grassroots level, district-level officials and civil servants are primarily assigned to work in and hold key leadership positions in communes. In addition, the province also deploys provincial-level officials to communes to hold key positions. This policy has also received the trust and anticipation of the people for a new, more professional and efficient administrative system.

Mr. Hoang Van Thien, from Ban Xa village, Binh Xa commune, Dinh Lap district, shared: "Recently, we have been informed and fully support the policy of merging communes in conjunction with the implementation of the two-level model. After the merger, the new commune office will be further away, but what we hope for is that officials and civil servants will truly serve the people, explaining what the people don't understand and helping them with what they can't do. If officials and civil servants are competent and transparent in receiving and processing applications and procedures, then even if it means traveling further, the people will completely agree and consent. In reality, thanks to the attention of the Party and the State, most of the main roads in the communes have been paved, making daily life and production more convenient for the people than before."

The reorganization of commune-level administrative units and the implementation of a two-tiered local government model is a strong step, demonstrating the Party's high political determination in the process of reforming the political system's apparatus. Streamlining the apparatus aims to improve capacity and operational efficiency, enhance the quality of public services, and, more importantly, expand the scope and create room to promote rapid and sustainable national development.

Ms. Le Thi Kim Hue, Principal of Loc Binh Town Secondary School, Loc Binh District, shared: "We believe that operating a two-tiered government model is a correct policy, creating momentum to promote the new government's effective, efficient, and effective operation. This will save budget resources for investment in education , healthcare, and other social welfare policies. For example, the recent policy of waiving tuition fees for students nationwide is receiving attention and positive feedback from all segments of the population."

With determination and careful, systematic steps, this model will become a solid foundation for a modern, democratic, and people-serving administration. At the same time, in the future, the model will continue to be built and its institutions perfected, creating momentum to lead the country into a new era.
