A bright spot in accessing information technology.
Since the administrative unit merger, Huong Lap commune has promoted the application of information technology in its leadership and management. After nearly a year, the electronic document management system and online public services have been implemented synchronously in the locality.
According to statistics, the total number of administrative procedure dossiers received in Huong Lap commune is 652; of which 651 dossiers were digitized, achieving a rate of 99.85%. 602 dossiers received electronic administrative procedure resolution results. The rate of exploitation and reuse of digitized information and data reached 100%. Notably, all received dossiers were processed on the Public Service Portal in accordance with regulations.
In Huong Lap commune, the Nghia Tinh Son Hai resettlement village is one of the bright spots in accessing information technology and digital transformation. Most families have installed Wi-Fi for internet access and own smart TVs. Mr. Ho Van Tai, a resident there, said that he previously lived in Cuoi village, an isolated area where even phone signals were unavailable. However, since moving to the resettlement area, residents have gained access to digital amenities, internet access for electronic transactions, the use of electronic devices, and the ability to register for level 2 identity verification accounts.

"Bottlenecks" in telecommunications infrastructure
In the border region, Huong Lap still faces many obstacles in its digital transformation journey. Only the Nghia Tinh Son Hai resettlement village has the advantage of infrastructure investment, while other areas still face difficulties. The majority of the local population are ethnic minorities with limited access to information technology, so the use of online public services is not yet widespread.
According to Mr. Ho Van Dao, an official at the Public Administrative Service Center of Huong Lap commune, many residents do not yet have level 2 identification accounts, so logging in and submitting online applications on the National Public Service Portal or providing satisfaction ratings through the VNeID application is still limited. In addition, after the administrative unit merger, the commune still lacks specialized civil servants in fields such as land administration and information technology, while the workload has increased significantly, creating great pressure on the existing staff.
One of the key challenges is the lack of synchronized telecommunications infrastructure in Huong Lap commune, hindering the implementation of digital transformation and administrative reforms. According to Nguyen Minh Long, Secretary of the Huong Lap Commune Party Committee, in some villages and hamlets, the quality of telephone and internet signals is unstable. The telecommunications infrastructure does not fully meet the requirements for developing digital government and a digital society, necessitating investment from the State in the border area of Huong Lap.
Bridging the digital transformation gap
Despite facing many challenges, Huong Lap commune still identifies digital transformation and administrative reform as important tasks to improve the quality of service to the people and create momentum for local development. In the coming time, the commune will continue to promote the dissemination of information and guidance to people on using online public services, support the registration of level 2 electronic identity accounts, and gradually improve digital skills for the community.
Local authorities also requested that all levels and sectors pay attention to investing in telecommunications and information technology infrastructure in villages and hamlets. Along with that, they called for increasing staffing and improving the capacity of officials, civil servants, and village and hamlet leaders to meet the increasingly demanding requirements of the digital transformation process.
In border areas like Huong Lap, which still face many difficulties, digital transformation is not simply about applying technology, but also about changing the perceptions and approaches to services of ethnic minority communities. Although many challenges lie ahead, the initial results show the determination of the local government in narrowing the digital divide, making technology a driving force for socio -economic development and improving the quality of life for people in the western border region of Quang Tri.
