Efforts towards a civilized city.

Becoming a civilized city means that urban infrastructure is gradually improved, people's lives are enhanced; healthcare, education, culture, and sports are ensured; and urban order, security, and traffic are maintained... The cities of the province always promote the spirit of creativity and solidarity among the people in economic development, sustainable poverty reduction, environmental protection, and raising awareness of law compliance... all working towards the goal of a civilized city.

Let's work together.

In February 2024, the Provincial Youth Union organized activities to support Phu Dong ward (Tuy Hoa City) in building a civilized urban area. By May 2024, the Tuy Hoa City People's Committee issued Decision 2617, recognizing for the first time 7 wards in the city as meeting the standards of a civilized urban area, including Phu Dong ward.

According to the People's Committee of Phu Dong Ward, the locality has thoroughly disseminated information to each neighborhood regarding the implementation of criteria for a civilized urban ward; at the same time, it has promoted the role of associations and organizations in participating in movements to ensure clear roads and sidewalks, and to keep streets free of waste and pollution… In particular, the ward has received active support from organizations such as the Fatherland Front and the Youth Union through practical activities… Specifically, the Provincial Youth Union has supported the locality with a security lighting project along a 500m road, supported the planting of 9 bamboo clumps to create a beautiful environment, installed a 50-liter water filtration system for students to have access to clean water, provided medical examinations and medicine for 50 people, donated 40 gifts to students in difficult circumstances, and disseminated information on cybersecurity laws to students and young people in the ward.

Currently, 11 out of 18 wards in the province have met the standards for civilized urban areas. Of these, Tuy Hoa City has 7 wards (wards 1, 2, 4, 5, 7, Phu Lam, and Phu Dong); and Song Cau Town has 4 wards (Xuan Yen, Xuan Phu, Xuan Thanh, and Xuan Dai).

According to the People's Committee of Song Cau Town, in implementing Decision 04/2022/QD-TTg of the Prime Minister stipulating the criteria, procedures, and processes for recognizing civilized urban areas (Decision 04) and Plan 109 of the Provincial People's Committee on the implementation of Decision 04, the town has developed a plan to implement the construction of a civilized urban area within its territory. Accordingly, all specialized departments of the town and the Party Committees and People's Committees of the wards are responsible for participating in specific criteria and reporting the results of implementation annually before November 31st. For example, the Town's Fatherland Front Committee is involved in the campaign for national unity in building new rural areas and civilized urban areas; the Department of Economy , Infrastructure and Urban Development is involved in criteria related to urban planning and urban transportation; and the Department of Labor, War Invalids and Social Affairs is involved in criteria related to employment, average income, and urban poverty.

Civilization from the street to the ward

Tuy Hoa City aims to become a civilized, modern city with its own unique identity within the chain of coastal cities in Central Vietnam, in accordance with Resolution 09 of the Provincial Party Committee. Mr. Cao Dinh Huy, Chairman of the Tuy Hoa City People's Committee, stated: The city is organizing the preparation of construction and urban planning for Tuy Hoa City for the period 2024-2026; implementing the General Construction Plan for Tuy Hoa City and its surrounding areas, Phu Yen province until 2040; and strengthening state management of urban order and construction order… To enhance aesthetics and transparency of roads, the city is installing street and building name signs and numbering houses; and actively planting and designing green spaces. The wards are provided with specialized vehicles to ensure a quick and timely response to violations related to encroachment on sidewalks and roads, and illegal construction. The city is expanding and widening inner-city roads to create more development space… Tuy Hoa is currently implementing the complete zoning plan for the entire city; developing regulations for urban architectural management; reviewing, updating, and supplementing planning projects; and transferring planning data to localities that lack it to serve planning management, and to synchronize land management and construction order.

Every year, Tuy Hoa City reviews and issues decisions recognizing wards as civilized urban areas. For streets, the city concretizes the criteria according to Decision 04 to form regulations on criteria and procedures for considering and recognizing civilized urban streets in Tuy Hoa City.

According to Mr. Cao Dinh Huy, the city reviews and issues decisions annually to recognize wards as civilized urban areas. For streets, the city specifies the criteria according to Decision 04 to establish regulations on criteria and procedures for recognizing civilized urban streets in Tuy Hoa City.

In Dong Hoa town, there are two roads designated as "civilized urban roads": Nguyen Tat Thanh and Vo Nguyen Giap roads. No ward has yet been recognized as a "civilized urban ward". The locality continues to strengthen infrastructure, urban planning, expand the urban core, improve the green space system and landscape architecture…; mobilizing the people, organizations, and the government system from the neighborhood to the ward and town levels to actively participate in movements to build civilized urban areas. Neighborhoods are free from construction violations, and streets are decorated with welcome gates, flowers, trees, and national flags… thereby creating a clean and attractive appearance in each residential area.
