The consolidation of provincial-level administrative units, the rearrangement of commune levels, and the establishment of two-level local governments are important milestones in implementing the major policies of the Party and State, aiming to streamline the apparatus, improve the effectiveness of state management, and create momentum for socio-economic development.

The people of all ethnic groups in the province place their full trust and expectations in a government that operates effectively, efficiently, effectively, modernly, and is close to the people.

♦ Mr. Ho Trung Nguyen, Phu Yen ward: Hope that administrative procedures will be resolved more quickly

From today, the district level is no longer active and the commune level space is opened. Accordingly, Phu Yen ward was established on the basis of merging the communes and wards: Hoa Thanh, Phu Lam, Phu Thanh, Phu Dong. I think this is a correct policy to streamline the apparatus and improve management efficiency. With this change, I hope it will bring many conveniences to the people. I hope that administrative procedures will be resolved more quickly. Streamlining the apparatus can reduce intermediary steps, save time and travel effort for the people; the government will operate more effectively, focusing on ensuring stability, transparency and convenience in the process of resolving administrative procedures. In addition, if investment is made in traffic and urban infrastructure, the ward space will be more spacious and modern to attract investment enterprises.

♦ Mr. Y Bay Kbuor, Head of Kmrong Prong A village, Tan An ward: Preserving and promoting cultural values ​​in urban space

From a hamlet of a newly-developed rural commune, the people of Kmrong Prong A hamlet are very proud to have become citizens of a large, bustling urban area. The pride of the hamlet is that it still retains the precious cultural assets of its ancestors, along with the typical living space imprints of the ethnic groups in the Central Highlands.

People also expect the staff of the new administrative apparatus to be close to the grassroots and the people; to improve the effectiveness of preserving and promoting traditional cultural values ​​of the village such as water wharf space, gongs, cuisine , ethnic musical instruments; to invest in infrastructure and landscape associated with community tourism development.

♦ Mr. Pham Van Hoa, Director of Dai Nam Ea H'leo Construction Company Limited (Ea Drang commune): Shorten time and simplify administrative procedure settlement

As a small-scale enterprise operating in the investment and construction sector, I expect the Commune-level Public Administration Service Center to perform well the functions and tasks of handling administrative procedures previously transferred from the district level, shortening the processing time and avoiding the need for people and businesses to travel back and forth multiple times. The process of implementing administrative procedures in some areas also needs to be simplified, cutting down on unnecessary requirements and procedures.

After the reorganization, the administrative boundaries were expanded, the population size also increased many times compared to the old commune level, the Public Administration Service Center will have to receive more records and procedures. We also hope that the staff and civil servants will continuously improve their capacity and qualifications, ensuring that they are up to the task. Local authorities at all levels continue to promote the digitization of records and administrative procedures; increase models and activities to support and guide people and businesses, especially those related to new regulations and new procedures.

♦ Mr. Nguyen Viet Duc, Executive Director of Ea Sup Poverty Reduction Cooperative (Ia Lop commune): New space for collective economy from forest-sea connection

Without organizing district-level government, the two-level local government model has eliminated intermediaries, decentralized more power, and is more flexible for the commune level.

With the characteristics of operating in border areas and particularly difficult areas, we believe and expect that it will be easy to access support policies for cooperatives and farmers through collective economic organizations right from the grassroots government. At the same time, localities are also proactive in planning investment calling programs according to natural conditions, population characteristics, and labor qualifications, creating conditions for cooperatives to build direct linkage chains with farmers; promote trade promotion activities between mountainous communes and delta communes and coastal communes; promote inter-regional connections, connections through the coastal transit warehouse system, contributing to increasing the competitive advantage of organic agricultural products and sustainable agriculture in the commodity market.

♦ Mr. Nguyen Quoc Chinh, Son Hoa commune: Expects the new commune government to directly resolve many aspirations of the people.

As a resident of Son Hoa district (old) since its establishment, I myself feel a bit sad and regretful when the place names “Son Hoa district” and “Phu Yen province” no longer exist. However, restructuring and implementing a two-level local government is necessary and in line with the trend of streamlining the intermediate apparatus, reducing the cumbersome administrative apparatus and limiting overlap in work. I fully support this policy of the Party and State.

In the bustling atmosphere of the whole country, I hope that after the merger into Dak Lak province, we will have more conditions, more potential and more space for development. I also hope that after implementing the merger policy, the new commune-level government will promote the advantage of being "close to the people", and can handle all procedures and work of the people more quickly and effectively; so that people do not have to travel many times, waiting for procedures to go through many levels.

I also believe that the new commune-level cadres and civil servants will promote professionalism and efficiency in their professional work; promote spirit and responsibility, grasp and directly and promptly resolve many tasks and aspirations of the people.

♦ Mr. Y Djan Eban, Pastor of the Evangelical Church of Buon Kniet (Ea Ktur commune): The role of the Fatherland Front continues to be strengthened and promoted in religious solidarity.

The two-tier local government model has received the approval and great expectations from many classes of people. I realize that streamlining the administrative apparatus not only helps the government operate effectively, but also brings officials and civil servants closer to the people, effectively addresses legitimate needs and brings many practical benefits to the people, including ethnic minorities who follow religion. We also believe that the Vietnam Fatherland Front and grassroots socio-political organizations will continue to strongly promote their role as a bridge, listening to the thoughts and aspirations of religious believers, contributing to strengthening trust and consensus in society.

The Kniet Protestant Association will continue to accompany the government, propagate followers to comply with the Party's guidelines and policies and the State's laws, live in accordance with the spirit of "good religion, beautiful life, respect God and love country" and actively contribute to the common development of the homeland and country.

♦ Mr. Tran Dinh Phuc, Hoa Hiep ward: Focus on developing the production chain linking aquaculture, exploitation, processing, and seafood trade

The offshore fishing industry in the locality has existed and developed since ancient times. Going offshore has created jobs and stable income for fishermen. In recent years, when going to sea, fishermen often go in groups, teams, or teams of 5-7 fishing boats to support each other. When encountering fish streams, they coordinate to catch fish, and when fishing boats encounter problems at sea or during storm avoidance, they always support each other. Although fishermen go to sea and face many risks, they unite, help each other, share difficulties and risks at sea, and together exploit seafood with the highest efficiency.

Dak Lak and Phu Yen have officially become one family, this is a major policy of the Party and the State and also a great joy for the local people. As a province with mountains, plains and sea, the socio-economic situation in the coming time will be more connected and develop more sustainably.

Fishermen hope that the new provincial leaders will continue to pay attention to implementing solutions and policies for fisheries development to support and help fishermen feel secure in working at sea. In the immediate future, fishermen will continue to invest in equipment to support exploitation with modern technology, gradually innovate exploitation technology and preserve quality products after exploitation to create added value for the products.

The province needs to continue supporting fishermen to strengthen fishing unions and production teams at sea to organize safe and effective exploitation, while strengthening and supporting effective exploitation, purchasing, processing and consumption chains of aquatic products. Developing seafood processing and consumption in the linkage of aquaculture production, exploitation, processing and trade chains to increase export turnover value. The province needs to continue to recommend the Government and central ministries and branches to support localities in investing in upgrading and completing infrastructure of fishing ports and storm shelters to create conditions to increase product value and exploitation efficiency.

♦ Mr. Bui Duc Niem, Ea Ba commune: Continue to focus on investing and developing fruit growing areas

Song Hinh is a land located in the West of Phu Yen (old) bordering Dak Lak province (old). With favorable land, climate and soil conditions, this place is very suitable for growing fruit trees. In recent years, many households in the area have boldly invested in crops with high economic value such as durian, orange, grapefruit, longan, lychee... with a total area of ​​over 2,200 hectares. Many models have brought in income from 200 - 500 million VND/ha/year...

It is known that Dak Lak is currently the leading locality in fruit tree development and is very happy when the Party and State decided to merge Phu Yen province with Dak Lak into Dak Lak province from July 1, 2025. This is the wish of the majority of people, including Song Hinh people. The merger will open up many development opportunities, better exploit land potential, increase income for people in ethnic minority areas, and ensure local defense and security.

We hope that the new province will continue to implement policies for sustainable development of fruit trees; invest in preservation and processing facilities; form a production - consumption chain; apply science and technology; attract business investment to create stable output for local agricultural products.
