Focus on removing obstacles in fire prevention and firefighting.
At the 15th session of the 15th Provincial People's Council, provincial People's Council representatives questioned members of the Provincial People's Committee regarding solutions for implementing the Law on Fire Prevention and Fighting. Accordingly, many difficulties and obstacles arising from practical fire prevention and fighting were raised by the provincial People's Council representatives in the assembly, and the members of the Provincial People's Committee responded and committed to resolving them.
Following the questioning session, the Provincial People's Committee directed relevant departments, agencies, and localities to thoroughly implement solutions to address difficulties and obstacles faced by agencies, businesses, and households in fire prevention and control; directed the organization of dialogue conferences to answer questions and propose solutions to guide agencies, businesses, and households in fire prevention and control and rescue operations; established inspection teams and set up a hotline to receive and resolve difficulties and obstacles faced by agencies, businesses, and households in fire prevention and control.
The provincial police, in coordination with the Department of Construction, will continue to review facilities with violations and shortcomings in fire safety to provide guidance and solutions for rectification; directing the police in districts and cities to review, survey, assess, and compile the difficulties and obstacles faced by agencies, organizations, and households regarding fire safety, and then provide guidance and solutions to resolve them in accordance with regulations.
The Provincial People's Committee has directed the review, consolidation, and strengthening of 100% of the Fire Prevention and Control Steering Committees at the commune level; and the establishment of 100% of the Civil Defense Teams in villages, hamlets, and residential areas. At the same time, it has directed the establishment of two inter-agency inspection teams on fire safety in the province. The People's Committees of districts and cities have established nine inter-agency inspection teams.
From July until now, the entire province has conducted fire safety inspections on 1,483 establishments according to specific themes. As a result of these inspections, 95 cases were handled, including 1 case with a warning and 94 cases with fines totaling over 510 million VND.
In implementing Resolution No. 124/2021/NQ-HĐND of the Provincial People's Council on "Handling of establishments in the province that do not meet fire safety requirements and were put into use before the Fire Prevention and Fighting Law of June 29, 2001 came into effect," the entire province has 336 establishments subject to handling.
Over nearly two years of implementing the Resolution, authorities have guided 145 establishments on remedial measures and conducted reviews and acceptance of partial remediation for 52 establishments. Thus, 139 establishments remain unresolved, primarily schools and district and commune-level People's Committee offices. The main reason is the difficulty in allocating funds for implementation.
To address this issue, the Provincial People's Committee has directed the Provincial Police Department to take the lead and coordinate with relevant agencies and units to complete the draft Resolution amending Clause 9, Article 1 of Resolution No. 124/2021/NQ-HĐND. This draft proposes postponing the handling of establishments that do not meet fire safety requirements until January 1, 2027, to allow the Provincial People's Committee to allocate sufficient medium-term budget funds to these establishments to rectify shortcomings and deficiencies in accordance with fire safety regulations, as well as to ensure the Resolution's feasibility and effectiveness. The draft Resolution is expected to be submitted to the Provincial People's Council for consideration and approval at the regular session at the end of 2023.
Also during the questioning session at the 15th meeting, members of the Provincial People's Committee answered questions from delegates regarding administrative procedures for establishments and businesses subject to fire safety approval, and committed to streamlining these procedures. Following this commitment, the Provincial People's Committee directed the Provincial Police to continue reviewing the process of handling administrative procedures in the field of fire prevention and rescue.
Following the direction of the Provincial People's Committee, the Provincial Police Department decided to shorten the processing time for 5 out of 17 administrative procedures (reaching 29.4%). From the questioning session until the beginning of October 2023, the entire province received 214 dossiers related to fire prevention and rescue. 100% of the dossiers were processed ahead of schedule, with no cases of delayed or overdue results.

Overcoming limitations in the collection, transportation, and processing of household waste.
Environmental pollution and limitations in the collection, transportation, and treatment of solid household waste are pressing issues of public and voter concern, and were raised by provincial People's Council representatives in their questioning of members of the Provincial People's Committee at the mid-year 2023 session.
During the questioning session, leaders of the Department of Natural Resources and Environment, relevant agencies, and localities made commitments to focus on addressing environmental pollution and shortcomings in the collection, transportation, and treatment of solid household waste; environmental pollution at waste transfer and collection points and open-air landfills; renovating and upgrading waste incinerators; and plans to shut down incinerators that do not meet standards.
In fulfillment of commitments made following the questioning session, the Provincial People's Committee has directed relevant agencies and localities to urgently implement measures to overcome difficulties and limitations in the collection and transportation of household waste, while strictly handling cases of indiscriminate waste dumping.
To date, localities have basically addressed and resolved environmental pollution at centralized waste collection points and incinerators. For example, the People's Committee of Yen Khanh district has directed the communes of Khanh Hoa , Khanh Phu, and Khanh Tien to completely resolve the accumulated waste at their landfills and cease using them as collection points. The People's Committee of Gia Vien district has directed communes to transport and process accumulated waste at landfills; to date, the majority of accumulated solid household waste has been processed, while Gia Hung commune is continuing to process the accumulated waste from the previous period. Waste collection points in Kim Son district (Dong Huong commune, Quang Thien commune) and some points in Ninh Binh city have basically met environmental hygiene requirements, with waste being collected, transferred, and cleaned up on the same day by the collection unit.
In fulfilling commitments made during the questioning session regarding the handling of 32 temporary waste collection points (without transfer stations), localities have directed waste collection units to implement solutions such as: increasing the frequency of collection, transfer, and cleaning of collection points on the same day, or eliminating collection points altogether and instead collecting and directly transferring waste from garbage trucks to specialized transport vehicles for processing. In addition, localities have also decided to cease operations of 5 household solid waste incinerators, as most lack exhaust gas treatment systems and the equipment is in a state of disrepair.
Accordingly, in order to strengthen state management of environmental protection and waste collection and treatment in accordance with regulations, the Provincial People's Committee has issued many documents directing all levels and sectors to strengthen the dissemination of laws on waste classification, collection, and treatment in the province.
The Department of Natural Resources and Environment has taken the lead in coordinating with relevant agencies and units to organize awareness campaigns and training on environmental protection, with a focus on guiding people to sort household solid waste at source in accordance with the Law on Environmental Protection.
In addition, the Provincial People's Committee directed the Department of Natural Resources and Environment to take the lead and coordinate with relevant agencies and units to inspect and check compliance with environmental protection regulations at 11 units. Of these, administrative penalties were imposed or recommended for penalties against 2 units, totaling 675 million VND. Simultaneously, inspections and monitoring of compliance with regulations on the management and treatment of solid household waste were conducted through the verification of environmental criteria in the construction of new rural areas (NRA), advanced NRA, and model NRA in communes and districts throughout the province.
Fulfilling the commitments made during the questioning session at the 15th meeting of the 15th Provincial People's Council has demonstrated the decisive leadership of the Provincial People's Committee and the active involvement of functional agencies, sectors, and localities. This has not only addressed shortcomings and created significant improvements in state management in the areas questioned, but also contributed to consolidating and strengthening the trust of voters and the people in the Party committees and governments at all levels, and enhancing social consensus.
