(Baothanhhoa.vn) - From 1947 to 1961, during his four visits to Thanh Hoa, President Ho Chi Minh repeatedly sent letters of praise and encouragement, leaving behind heartfelt advice for the province. The place where he left his footprints is now striving to develop strongly, worthy of his trust, affection, and guidance.

Two months after issuing the National Call for Resistance, on February 20, 1947, President Ho Chi Minh visited Thanh Hoa province for the first time. He chose Rung Thong (Rung Thong ward, Thanh Hoa city today) as the location for a meeting and working session with key officials. On the stone plaque at the Ho Chi Minh Memorial in the south of the Phuong Linh mountain range, President Ho Chi Minh's words of advice from those years about the revolutionary path and the ethics of cadres... “1. Regarding yourself: Do not be complacent or self-sufficient; you must seek to learn and improve. Do not be arrogant, learn from the good qualities of others. Be diligent and thrifty. 2. How should you treat your comrades? - Be affectionate with each other, but do not conceal shortcomings. Learn from the good, correct the bad. Do not compete for influence. Do not be jealous, envious, or despise those who are not as good as you. Abandon the pursuit of fame and position...” are still remembered by the officials and people of Rung Thong ward in particular and Thanh Hoa in general to this day. Uncle Ho's teachings are simple and easy to understand, gentle yet profound; every sentence and every word reflects his humanity and deep love for his homeland and country.

During this conversation, President Ho Chi Minh also expressed his wish that the Party Committee and the people of Thanh Hoa province would build their province into a "model" province. "Thanh Hoa can certainly become a 'model' province because it has a large population, vast land, and abundant resources; it only lacks proper management and organization. Building a 'model' province in all aspects must begin with each individual first, becoming a 'model' person, a 'model' family, a 'model' village, a 'model' district, a 'model' province...". His advice became a great motivation for the people of Thanh Hoa to strive and work hard to build their province into a "model" province.

Seventy-eight years have passed, but Uncle Ho's teachings still resonate here, like a rallying cry urging the officials and people of Rung Thong ward to move forward. Today, Rung Thong ward has become a model unit, as Uncle Ho taught. Every year, the ward achieves and surpasses its planned targets. The Party Committee has been consistently rated as performing well or better for nine consecutive years, including four years of outstanding performance. All nine residential areas have achieved model status; the ward no longer has any impoverished households.

In particular, the ward has implemented specific action programs to carry out Directive 05-CT/TW on promoting "Learning and following the thoughts, ethics, and style of Ho Chi Minh ." Through practical actions, the ward Party Committee has selected and directed mass organizations to review and grasp outstanding events and issues of particular concern to the people in order to focus on implementing them decisively. Positive changes and transformations have occurred in every field. For example, in administrative procedure reform, the ward has focused on simplifying and reducing the processing time of all administrative procedures by 50% compared to regulations. It has implemented the "one-stop shop," "interconnected one-stop shop," e-government, and the use of digital signatures. It has also established suggestion boxes, publicly displayed the hotline numbers of ward leaders, and conducted surveys on citizen satisfaction. With this decisive approach, the ward consistently led (when it was part of the former Dong Son district) in administrative reform. In addition, many issues related to land, land clearance, environmental sanitation, implementation of regulations and policies, and matters concerning the professional ethics of officials, Party members, and civil servants... have also been effectively resolved by local Party committees and authorities.

Imbued with President Ho Chi Minh's teachings on the ethics of revolutionary cadres, the ward has concretized the eight standards of cadre style: "Thinking with the mind, observing with the eyes, listening with the ears, walking with the feet, speaking with the mouth, and working with the hands," and launched the movement "All people unite and join hands to build a civilized, modern, and compassionate Rung Thong ward." 100% of cadres and civil servants have signed a commitment not to cause inconvenience or harassment to the people when performing their duties. In addition, each cadre and civil servant is required to develop an action plan, memorize and internalize the standards according to Ho Chi Minh's thought, ethics, and style. The registered contents of following Ho Chi Minh's thought, ethics, and style are specific, clear, not vague, and practical. The contents of collective actions are discussed and agreed upon within the Party committee, branch, executive committee, and mass organizations. Individual commitments are reported to the branch and executive committee for their input. From there, we can build a positive image of public officials in the hearts of the people.

To deepen the study and emulation of President Ho Chi Minh's teachings and create clear and comprehensive changes in all fields, the ward's Party Committee has identified 8 key programs and 6 breakthroughs for implementation. Each key program has left a positive impression. For example, the urban beautification program has seen the ward implement 97 projects with a total investment of nearly 200 billion VND, focusing on opening major inter-commune and inter-street roads; 100% of neighborhoods have had trees that did not ensure urban aesthetics removed, and branches of trees obstructing visibility trimmed to ensure traffic safety. Many households have also voluntarily donated land to expand traffic routes, dismantled structures to clear the corridor, and demolished houses to pave sidewalks with stone... To translate these breakthrough initiatives into practical actions, in recent times, the Party Committee, government, Fatherland Front, and mass organizations of the ward have actively developed implementation plans, minimizing meetings and instead directly visiting the grassroots to promptly and decisively resolve issues arising from the local level, meeting the legitimate aspirations of the people.

Rung Thong Ward, a model unit today, can proudly live up to the words of the Leader from years ago. And in the coming time, the ward will continue to maintain the achievements already attained, further improve the lives of its people both materially and spiritually, and build "model" people in the digital age.
