Despite facing numerous challenges during the first six months of the year, the unity and strong determination of the entire political system, all sectors of the population, and the business community have resulted in significant achievements in socio-economic development in Phan Rang - Thap Cham City; the urban landscape is becoming increasingly attractive, and the people's living standards are steadily improving.

Comrade Nguyen Thanh Phu, Chairman of the City People's Committee, stated: To fulfill the targets and tasks for 2023 set forth in the City Party Committee's resolution, from the beginning of the year, the City People's Committee has thoroughly assessed and analyzed the advantages, difficulties, potential, and strengths. Based on this, it has proposed 11 groups of tasks and solutions to implement 13 development targets. The focus is on effectively implementing solutions to exploit potential and advantages to develop the trade and service sector in accordance with Resolution No. 04-NQ/TU of the Provincial Party Committee on developing Ninh Thuan tourism into a key economic sector in the period 2021-2025 and with a vision to 2030; and Resolution No. 03-NQ/TU of the City Party Committee on developing the city's trade and service sector, with the core being the development of a tourism city in the period 2021-2025. Directing all levels and functional agencies to create favorable conditions for economic sectors to invest in and develop various business models; strengthening market management; effectively exploiting and utilizing resources, especially cultural heritage values and commercial and service infrastructure: supermarket systems, traditional markets, and tourist night markets; strengthening market management...; especially encouraging tourism service businesses to invest in development, diversification, and improvement of service quality to meet the needs and tastes of tourists, focusing on three types: beach resort and experiential tourism; exploration and entertainment tourism; and community tourism.

As a result, the economy recovered positively and developed stably, with the total value of production across all sectors exceeding 8,890 billion VND, a 9.1% increase compared to the same period last year, reaching 42.4% of the target set in the resolution. Trade and services continued to be the leading sector with a production value of over 3,935 billion VND, a 10.6% increase, accounting for 67.2% of the economic structure. Total retail sales of goods and service revenue were estimated at over 14,193 billion VND, a 15.7% increase. Revenue from accommodation and food services reached over 1,137 billion VND, a 33.9% increase. The city welcomed 1.1 million tourists, generating approximately 900 billion VND in social income from tourism activities. Industry developed stably, with a production value of nearly 2,862 billion VND, a 7.6% increase, reaching 40% of the target set in the resolution. Revenue collection in the area reached VND 435.1 billion, achieving 63.7% of the target; of which balanced revenue according to decentralization was VND 230.5 billion, reaching 71.7%; total public investment capital disbursed exceeded VND 107 billion, reaching 68.5% of the planned target. In particular, the city continued to strengthen state management, construction planning, and urban development to create favorable conditions for attracting investment and socio-economic development. Focus was placed on resolving difficulties in compensation and land clearance to accelerate the progress of urban development projects and key projects: the Sustainable Environment Project for Coastal Cities - Phan Rang - Thap Cham City Sub-project, the SunBay Park Hotel & Resort project, etc.

Urban management, construction order, and resource and environmental management have been strengthened. Culture and social affairs, as well as social welfare policies, have been given due attention and effectively implemented. The quality of education and training has improved; public health care has been implemented promptly and effectively; and the material and spiritual lives of the people have improved...

Determined to achieve the targets for 2023, in the coming period, the Party committees and authorities of Phan Rang - Thap Cham City will continue to implement the motto "Unity - Discipline - Decisiveness - Flexibility - Creativity - Effectiveness"; focusing on leading and directing the implementation of several key tasks. In economic development, focus on solutions to develop trade and services, industry and construction. Specifically, strengthen monitoring of production, business and investment activities in industrial clusters in the area, creating all favorable conditions for businesses to operate. Form food streets and shops specializing in local products. Leverage the comparative advantages of a coastal and riverside city to promote tourism development; create favorable conditions for the development of unique tourism products and types. Strengthen market management, especially in the last months of the year. Effectively exploit and manage commercial infrastructure. Directing the implementation of investment promotion conferences; removing obstacles for businesses and production and trading establishments.

Accelerate the disbursement of public investment capital and the construction of key projects. Strengthen planning and planning management to ensure compliance with regulations. Continue to mobilize and effectively utilize resources to complete and improve the quality of criteria for Type II urban areas in the 2021-2025 period. Effectively implement the operation of the IOC (Integrated Operations Center). Focus on budget revenue collection. Strengthen urban management, construction order, and resource and environmental management. Simultaneously, pay attention to effectively implementing policies in education, healthcare, and social welfare, contributing to creating momentum for development and improving people's lives.
