"Final race" to hand over land for the North Expressway project.

Ha Tinh province is focusing its efforts on resolving the final difficulties and obstacles in land clearance and resettlement work to hand over the land to the investor and contractors for the North-South expressway project on schedule.

The main section of the North-South Expressway (Eastern route) for the 2021-2025 period passes through 7 communes in Thach Ha district, with a total length of 18.27 km, comprising two component projects: Bai Vot – Ham Nghi and Ham Nghi – Vung Ang. Within Thach Ha district, two parallel roads connecting to the expressway are also being constructed: the extended Provincial Road 550 – Ham Nghi (3.944 km) and the Ngo Quyen – Provincial Road 550 connecting road (5.503 km), passing through Thach Dai, Luu Vinh Son communes and Thach Ha town.

According to statistics from the Compensation, Support and Resettlement Council for the North-South Expressway project in Thach Ha district, the locality needs to hand over more than 170 hectares of land of various types, affecting nearly 2,000 households, build 8 resettlement areas, 1 cemetery, and relocate power lines and other technical infrastructure within the project's land clearance area.

With the synchronized implementation of solutions and strong support from the people, Thach Ha district has completed the land survey, approved compensation plans, and handed over the land for the Bai Vot – Ham Nghi section at 91.51%, and the Ham Nghi – Vung Ang section at 99.21%, contributing to facilitating the construction of the North-South expressway project's construction packages. To hand over the remaining land to the investor for project construction, primarily for households subject to relocation and resettlement, households with partially affected property, structures, trees, and some livestock farms, Thach Ha district has focused intensely on land clearance in recent times.

According to Nguyen Van Sau, Vice Chairman of the Thach Ha District People's Committee: The remaining land area to be handed over is not large, but there are currently some difficulties and obstacles that require the support and coordination of provincial departments and agencies. For example, a pig farm belonging to a household in Viet Tien commune, despite having surveyed the land and assets and prepared a compensation plan for relocation, has not agreed and is demanding compensation for the entire herd of 600 sows; similarly, a farm belonging to a household growing Australian tea trees in Luu Vinh Son commune has also been surveyed, valued, and the compensation plan publicly announced, but the household has still not agreed.

There are still some difficulties in counting and determining compensation prices for the land area used for pig breeding farms of households in Viet Tien commune (Thach Ha).

According to Mr. Nguyen Van Sau, the district is directing contractors to accelerate construction progress and complete resettlement areas as soon as possible; finalize the relocation documents for the 220kV power line and submit them to the Department of Electricity and Renewable Energy ( Ministry of Industry and Trade ) for appraisal of the construction drawings and project estimates; and complete the relocation of the 110kV, medium-voltage, and low-voltage power lines by October. At the same time, the district is requesting the province and relevant departments to continue guiding the district in determining compensation values ​​for the pig farm in Viet Tien commune.

Meanwhile, with 27.03 km of the main North-South expressway section from Ham Nghi to Vung Ang and 3.2 km of connecting roads, Cam Xuyen district accounts for 30% of the total length of the expressway through Ha Tinh province. The district needs to hand over more than 230 hectares of land of various types, affecting 2,300 households, and will construct 8 resettlement areas, relocate power lines and other technical infrastructure.

Chairman of the Provincial People's Committee Vo Trong Hai and the working group inspected the progress and addressed obstacles related to compensation, support, and resettlement for the North-South expressway project section passing through Cam Xuyen district.

According to Pham Hoang Anh, Vice Chairman of the Cam Xuyen District People's Committee: Despite the large volume of land clearance required, with high effort and determination, Cam Xuyen has so far handed over 98.15% of the land, and the construction volume of 8 resettlement areas has reached 52-92%; procedures for relocating power line infrastructure are currently underway. The locality is actively focusing on land clearance with the goal of handing over the remaining area to the investor as soon as possible. However, during the implementation process, Cam Xuyen is facing some difficulties in land clearance for the North-South expressway project, including the fact that some households in Cam Hung, Cam Quan, etc., have not yet agreed with the compensation plan. The locality is focusing on disseminating information and persuading people to agree with the compensation plan, receive the funds soon, and hand over the land for the project.

The power lines in Cam Hung commune (Cam Xuyen district) need to be relocated to facilitate the construction of the North-South expressway project.

The North-South Expressway Eastern section project, phase 2021-2025, passing through Ha Tinh province, has a length of 102.38km, comprising three sections: Bai Vot – Ham Nghi, Ham Nghi – Vung Ang, and Vung Ang – Bung. In addition, there are three connecting roads totaling 12.18km: Ngo Quyen – DT.550 road, the parallel expressway connecting DT.550 – Ham Nghi extended, and Cam Quan – National Highway 1 road.

Accordingly, Ha Tinh needs to hand over 1,000 hectares of land of various types, affecting more than 8,500 households, including 404 households requiring resettlement; 746 households partially affected by property, structures, and trees; construct 26 resettlement areas and 4 cemeteries; and relocate high-voltage, medium-voltage, and low-voltage power lines and other technical infrastructure.

Officials from Kim Song Truong commune (Can Loc district) met and discussed with local residents to understand their concerns and aspirations regarding the relocation of their homes and the cession of land for the project.

Recognizing that land clearance is a difficult and complex task that directly affects the interests of the people, and mobilizing the entire political system to participate, Ha Tinh province has intensified its efforts in disseminating information and encouraging the people to comply with the Party's guidelines and policies, the State's laws, and actively cooperate with central ministries and agencies, and the investor in the process of surveying, approving compensation, support, and resettlement plans for the North-South expressway project.

With the simultaneous implementation of various solutions, Ha Tinh province has now completed the land survey; implemented the valuation and approval of compensation plans reaching 99.07%; handed over the land at 98.04%; disbursed land clearance funds at 2,127/2,853.43 billion VND (74.54%); 26 resettlement areas and 4 cemeteries have been constructed, of which 8 resettlement areas and 2 cemeteries have reached 100% completion, while the rest have reached 20-97%.

Investors and construction units highly appreciate Ha Tinh's work in land clearance for the North-South expressway project.

According to the Ministry of Transport's assessment, Ha Tinh province consistently ranks among the top provinces in land handover among the 12 localities with component projects of the North-South Expressway (Eastern section) in the 2021-2025 period passing through its territory. The province has also been very decisive in resolving obstacles related to land clearance and the supply of construction materials for the project.

The handover of land exceeding 90% has contributed to the smooth implementation of the North-South expressway project.

To ensure the project's progress is not affected by land acquisition issues, Ha Tinh province is directing relevant departments and localities to continue coordinating to focus on resolving bottlenecks in land clearance work, with specific deadlines for completing each part of the project. For cases where individuals deliberately refuse to accept compensation for land clearance, even though local authorities have followed the correct procedures, the relevant authorities will strengthen the case files to develop appropriate solutions, ensuring that the overall progress of this key national project is not affected by a few individuals.
