Previously, through intelligence gathering, the Ha Trung District Police discovered several fan pages on social media running automated advertisements with content such as "providing driver's licenses of categories A1, A2, B1, B2..." and "Motorcycle registration". Those in need only needed to provide personal information, photos, and their citizen identification card to register, after which the goods would be sent via express delivery, with payment made upon receipt.
Based on the verification results and collected documents, on May 17, 2024, the Ha Trung District Police mobilized forces to conduct an inspection and execute an emergency search warrant at the residences and belongings of 5 individuals involved in a ring that forged documents and seals of organizations in Ha Trung and Nga Son districts. These individuals are: Le Xuan Giap, born in 1994, residing in Nga Son town, Nga Son district (the mastermind and ringleader); Trinh Thi Thu, born in 1995 (Giap's wife); Nguyen Van Tinh, born in 1999, residing in Nga Thuy commune, Nga Son district; Dang Van Nam, born in 2001, residing in Nga Tien commune, Nga Son district; and Hoang Thi Hanh, born in 1983, residing in Ha Trung town, Ha Trung district.
During the search, the police seized several pieces of equipment used for forging documents, including computers, color printers, laminating machines, scanners, stamping machines, cutting machines, and engraving machines, along with many fake seals, blank vehicle registration forms, and driver's licenses.
According to the initial investigation by the police, due to heavy debts, from the beginning of 2024 until his arrest, Le Xuan Giap directed accomplices to use computers to run advertisements on Facebook offering to produce fake documents such as vehicle registration certificates, health certificates, and driver's licenses. The majority of these were fake vehicle registration certificates (both old and new models), delivered via EMS express mail service of Vietnam Post , with payment upon receipt (COD).
After receiving orders from customers, the suspects printed counterfeit documents, sealed them, and colluded with Hoang Thi Hanh, an employee at the Do Len Post Office in Ha Trung town, to send these fake documents to customers via EMS express mail. When packaging the orders, the suspects clearly wrote the recipient's information (including Zalo and Facebook account names, address, and phone number...) on the packaging, then gathered 20 to 40 orders into cardboard boxes and sent them to Hoang Thi Hanh. For each type of counterfeit document, Giap collected between 800,000 and 1,000,000 VND and divided the money among the members of his group according to an agreed-upon ratio.
Using the above methods, from the beginning of 2024 until their arrest, these individuals forged and distributed approximately 2,000 fake driver's licenses and vehicle registration certificates nationwide, earning illicit profits of about 1.5 billion VND.
According to Lieutenant Colonel Nguyen The Sam, Deputy Head of the Ha Trung District Police, the fact that the members of this gang forged and sold a large quantity of driver's licenses and vehicle registrations that were 90% identical to the real ones, with QR codes that accurately displayed customer information, has had a negative impact on society. On May 20, 2024, the Criminal Investigation Agency of the Ha Trung District Police issued a decision to initiate criminal proceedings and indict the following individuals: Le Xuan Giap, Trinh Thi Thu, Nguyen Van Tinh, Dang Van Nam, and Hoang Thi Hanh for the crime of "Forging seals and documents of organizations and agencies," while continuing to investigate and expand the case.
