Striving to achieve 100% disbursement of public investment funds.

In order to strive for 100% disbursement of public investment capital in 2025, contributing to achieving the 8% growth target, the Provincial People's Committee has issued a document requesting heads of departments, agencies, localities, and investors to uphold their responsibilities and focus on leading, directing, and managing the implementation of tasks and solutions to accelerate the disbursement of public investment capital more decisively, promptly, and effectively.

Accordingly, the Provincial People's Committee requests that agencies and units thoroughly understand and clearly identify the task of accelerating the disbursement of public investment capital in 2025 as one of the top priority political tasks, requiring focused leadership, direction, and organization by heads of all levels, sectors, and localities in the province; they are fully responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee for the results of the allocation and disbursement of public investment capital in 2025; and note that heads of agencies and units need to uphold responsibility, be meticulous, understand the situation, clearly identify obstacles and causes of slow disbursement for each specific project in order to directly direct timely resolution within their authority.

Simultaneously, focus on implementing flexible, creative, timely, and effective measures and solutions to decisively accelerate the implementation and disbursement of public investment capital and the three national target programs; speed up the progress of implementing large, important projects, inter-regional projects with widespread impact…; the acceleration of public investment capital disbursement must be linked to ensuring the quality of projects, preventing corruption, losses, waste, and vested interests.

The Provincial People's Committee also requested agencies and units to accelerate the progress of land clearance and construction, and resolve difficulties and obstacles related to land and resources. They were also instructed to strengthen on-site inspection and supervision, and urge contractors and consultants to speed up progress. Furthermore, they were asked to proactively review and reallocate funds within their authority, proposing the reallocation of funds between projects with slow disbursement rates and projects with better disbursement potential and those still lacking funds as per regulations. Finally, they were instructed to strengthen discipline and strictly penalize organizations and individuals who intentionally delay the allocation and disbursement of public investment funds.
