According to a report by the Ministry of Construction , the national road network plan for the period 2026-2030 includes 43 expressways with a total length of approximately 8,923 km. Of these, the priority investment target before 2030 is approximately 6,591 km to connect five key economic regions and four growth poles of the country. By the end of April 2026, approximately 3,345 km of expressways had been put into operation and technically opened to traffic; simultaneously, an additional 1,252 km are under construction, expected to be completed before 2027. When the projects under construction are completed, the total length of expressways nationwide will reach approximately 4,561 km, creating an important foundation for realizing the goal of 5,000 km of expressways by 2030.
According to the Central Party Committee's Action Program, during the period 2026-2030, 11 routes and sections are expected to be invested in, with a total length of approximately 1,251 km and a preliminary total investment of over 615 trillion VND. Many important projects such as Hoa Binh - Son La - Dien Bien, Bac Kan - Cao Bang, and Ho Chi Minh City's Ring Road 4... will be implemented by local authorities, accounting for about 66% of the total length. In addition, the group of routes connecting growth poles includes 9 projects with a total length of approximately 470 km and an estimated total investment of over 187 trillion VND. These include important routes such as Ninh Binh - Hai Phong, Ho Chi Minh City - Moc Bai, and the Tuyen Quang - Ha Giang expressway (phase 2). One of the key tasks in the coming period is to expand the 2,801 km of expressways currently under phased investment from 2 lanes to a full 4 lanes, with a total estimated capital of 80 trillion VND.

Speaking at the conference, Deputy Chairman of the Provincial People's Committee Nguyen Manh Tuan said that the Tuyen Quang - Ha Giang Expressway Project (Phase 1), the section passing through Tuyen Quang province, is 77 km long with a total investment of 8,800 billion VND. Currently, all 14 bidding packages are being implemented simultaneously, with construction value reaching approximately 64.2%. Of this, the 68.9 km section is expected to have its main components completed before June 30, 2026; the remaining 8.1 km section is expected to have its land handover completed in May 2026, the Nghiem Son and Phu Lam bridges opened before December 31, 2026, and the entire route completed in July 2027.
For the section passing through the former Ha Giang province, the project is 27.48 km long, with a complete 4-lane scale and a total investment of over 5,028 billion VND. Currently, the 2-lane section has reached over 94% completion and is expected to be finished by the end of May 2026. Simultaneously with construction, Tuyen Quang province is preparing to invest in the next phases, including upgrading the section through the province to a complete 4-lane scale and the second phase of the expressway from Tan Quang to Thanh Thuy International Border Gate, contributing to completing inter-regional connectivity and creating momentum for the development of the northern mountainous region.
The Standing Vice Chairman of the Provincial People's Committee emphasized that the project still faces many difficulties due to the complex mountainous terrain, high investment costs, and very high capital requirements. Tuyen Quang province requested the Ministry of Construction to advise the Prime Minister to continue assigning the locality as the managing agency; and at the same time, to pay attention to allocating central government budget funds, providing technical support, and preparing for investment in subsequent phases.
