To achieve the state budget revenue target, tax and customs agencies are making efforts to review revenue sources, ensuring that all state budget revenues are collected correctly and fully. At the same time, they are focusing on implementing new policies and regulations related to taxation and reviewing emerging revenue sources for the state budget.
Positive growth indicators
According to the Department of Finance, in the first five months of the year, the province's domestic revenue reached over 23.3 trillion VND, achieving 58% of the projected target and increasing by 26% compared to the same period last year; revenue from import and export activities reached over 8.4 trillion VND, achieving 42% of the projected target and increasing by 5% compared to the same period in 2025.
According to Nguyen Toan Thang, Deputy Head of the Tax Department of Region XV, since the beginning of the year, several key industries in Dong Nai province have achieved significant growth in production indices compared to the same period last year, such as food processing, tobacco production, leather production and related products... In addition, the economic situation continues to show positive and stable development trends.
Recently, central government agencies and the Provincial People's Committee held a meeting to find solutions to overcome difficulties for 121 real estate projects in the province, aiming to accelerate their implementation. Once these projects are unblocked, they will contribute to Dong Nai's goal of achieving double-digit economic growth in 2025.
To fulfill its assigned political tasks, from the beginning of the year, the tax sector has implemented many solutions in the management of state budget revenue collection in the province, such as: implementing policies to support businesses in recovering and developing production and business; increasing inspections and audits in the area, promptly detecting and strictly handling violations. In addition, the tax sector focuses on urging the collection of tax debts that are likely to be paid into the state budget. Strengthening inspection and supervision of value-added tax refunds, especially for businesses with high risk indicators, to ensure that tax refunds are processed for taxpayers in accordance with the law…
Some areas that have seen increased revenue recently include: contractor tax from component projects within the Long Thanh International Airport Project; corporate income tax from real estate transfers, capital transfers, and revenue from audits and inspections...
Regarding the import and export sector, according to the Customs Sub-department of Region XVIII, revenue increased in several imported product groups such as metals, plastics, and chemicals, with tax increases ranging from 12-50% compared to the same period in 2024.
Stay focused on the 2025 growth target.
To achieve the 2025 state budget revenue target, the Director of the Department of Finance, Truong Thi Huong Binh, stated that Dong Nai has implemented numerous solutions to develop the economy in various sectors. Specifically, Dong Nai anticipates achieving a state budget revenue of 68.5 trillion VND in 2025 (exceeding the assigned plan). To achieve this goal, the Department of Finance has advised the Provincial People's Committee to direct provincial departments, agencies, and localities to reduce the time for processing administrative procedures by 30-50%; and to refrain from conducting inspections and audits of businesses from now until September 2025 (except for businesses showing signs of criminal activity).
In addition, the Department of Finance has coordinated with regional tax and customs authorities to develop a detailed plan for budget revenue collection to monitor the progress of revenue collection, expedite tax refund procedures, and shorten the processing time for tax refund applications to create favorable conditions for businesses to maintain and develop production and business. Furthermore, the Department of Finance requested the Customs Sub-Department of Region XVIII to assign staff to work on Saturdays, Sundays, and holidays to handle export applications for businesses, and also requested businesses to promptly inform the customs authorities when they need to export. The customs sector is working with businesses and proposing that they complete customs procedures in Dong Nai to ensure the achievement of the state budget revenue collection target.
At the meeting reviewing the socio-economic situation in the first five months of this year, the Chairman of the Provincial People's Committee, Vo Tan Duc, requested the tax and customs agencies to develop detailed plans for budget revenue collection for the remaining months of 2025, ensuring that revenue exceeds the projected target. The Chairman also requested the units to research solutions to encourage businesses headquartered in Dong Nai to pay taxes in the province. Recently, Dong Nai has registered to work with the Ministry of Finance and the Tax Department on resolving issues related to value-added tax refunds for businesses in the province.
