According to the Decision, the administrative procedures adjusted this time mainly focus on groups of procedures related to the management of livestock breeds, veterinary drugs, and animal and animal product quarantine, including: procedures for approving international exchange of livestock genetic resources included in the list of livestock breeds prohibited from export for scientific research, exhibitions, and advertising; approval of international exchange of rare and valuable Vietnamese livestock genetic resources with third parties; issuance of Good Manufacturing Practice (GMP) certificates for veterinary drugs; renewal of Good Manufacturing Practice (GMP) certificates for veterinary drugs; re-issuance of Good Manufacturing Practice (GMP) certificates for veterinary drugs (in case of errors; changes in information related to the registering organization).

In addition, there are procedures related to the quarantine and transportation of aquatic animal specimens, such as: issuing certificates of animal quarantine for exported aquatic animal products carried by individuals or sent by post ; issuing transport permits for aquatic animal specimens; registering the transportation of aquatic animal specimens; registering and issuing certificates of quarantine for terrestrial animals participating in fairs, exhibitions, sports competitions, and artistic performances; and terrestrial animal products participating in fairs and exhibitions.
According to the Decision, all of the above procedures are delegated from the Ministry of Agriculture and Environment to the Chairman of the Provincial People's Committee. This delegation of authority will shorten processing time, increase local autonomy, and reduce the burden on central agencies.
Decision 1829/QD-BNNMT is effective from July 1, 2026 to February 28, 2027. Simultaneously, a series of Decisions issued in January 2026, such as 277/QD-BNNMT, 222/QD-BNNMT, 106/QD-BNNMT, and 318/QD-BNNMT, are repealed to standardize administrative procedures in the livestock and veterinary sector.
The administrative procedures announced in Decision No. 1829/QD-BNNMT have been stipulated in Government Resolution No. 66.19/2026/NQ-CP on reducing, decentralizing, simplifying administrative procedures and reducing and simplifying business conditions under the management of the Ministry of Agriculture and Environment.
