Accordingly, the development of the night-time economy (NEE) must be based on the perspective of sustainable development, creating a sustainable tourism and service environment, responsible to the environment and society. NEE development becomes one of the new economic growth drivers, promoting the development of many traditional and non-traditional industries and businesses.

Art activities are indispensable in developing the night-time economy.

Developing the KTBĐ is currently in line with the general development trend of the whole country, aiming to contribute to making the most of time, creating more opportunities for economic growth, diversifying economic activities, and at the same time better serving the material and spiritual life of local people, workers working in the province and tourists. KTBĐ must be an inseparable part of the economy. Developing the KTBĐ aims to promote consumption and develop tourism , through focusing on developing the fields of cultural services, entertainment, food services, shopping services (markets, shopping malls...) and tourism (visiting tourist attractions, cultural relics, architectural works...) taking place between 6:00 p.m. the previous night and 6:00 a.m. the next morning.

The implementation of the project, by 2030, will promote the development of economic and social activities in Binh Thuan province, building Phan Thiet - Mui Ne and tourist destinations into vibrant and attractive destinations, meeting the needs of working, entertainment, shopping, enjoying cuisine, experiencing nightlife of people and tourists. Thereby promoting the strong development of the service and tourism industry, truly becoming the spearhead economic sector of the province, at the same time, spreading the development of other economic sectors, actively contributing to socio-economic development and enhancing the position of the province in the region and the whole country.

In particular, in the period of 2023 - 2025, the pilot project on economic restructuring will be implemented in Phan Thiet city in the spirit of learning from experience while doing. It is encouraged that in the period of 2024 - 2025, research and organization of a pilot project on economic restructuring will be conducted in Phu Quy, if all necessary conditions are met. In the period of 2026 - 2030, from the results of the pilot project on economic restructuring development in the period of 2023 - 2025, complete the orientation and model for economic restructuring development of the province, focusing on developing economic restructuring in Phan Thiet city, allowing other localities to proactively research and organize implementation in the period of 2026 - 2030 or earlier according to the principle of ensuring feasibility, effectiveness, fully meeting the conditions for economic restructuring development and being suitable to the actual situation in the locality.

In the period up to 2025, pilot the development of service models and products serving the development of KTBĐ in Phan Thiet city in the area along both sides of Nguyen Dinh Chieu street (from Ca Ty tourist area to Saigon - Mui Ne tourist area), Ham Tien ward. According to the project, organize and arrange a series of activities serving KTBĐ under the management of state agencies such as: Types of night restaurants, bars, pubs, karaoke, cultural and artistic performance venues, night entertainment venues, night streets, walking streets... to best serve the needs of tourists, especially foreign tourists; at the same time, plan connecting traffic routes, suitable parking lots and organize cultural and artistic events to attract tourists.

In the immediate future, it is possible to organize a pilot model of KTBĐ in this area on weekends, from Friday night to Sunday night. Form 1-2 pilot areas to develop KTBĐ in the center of Phan Thiet city associated with the night street, walking street on Nguyen Tat Thanh street, both sides of Ca Ty river, Tuyen Quang street, Le Loi street... Research and pilot the organization of KTBĐ activities in a number of key tourist and resort areas that meet the conditions in the province such as: Ocean Valley tourist complex, Summer Land tourist complex...

In addition to services, there will be many cultural and artistic performances: live performances, traditional and contemporary arts, cinema activities, music programs, light shows, fashion, water music, fireworks festivals, carnivals, parades, street art. Sports, health care and beauty activities: Organizing and providing sports services, health care and beauty activities at night. At the same time, calling for investment, forming large-scale entertainment areas, night markets, walking streets, shows, bar/dance hall activities; building separate and attractive night entertainment complexes...; organizing festivals, programs, events, and regular night entertainment; exploiting casino services and entertainment activities with prizes at licensed locations.

Developing the night economy also includes night tourism activities, entertainment, various types of tours to enjoy the city at night (lasting up to 24 hours), forming streets specializing in culinary business, seafood markets, bars, coastal pubs, organizing coastal culinary spaces... With a multi-dimensional perspective, local authorities aim for open thinking, multi-dimensional recognition of the role, opportunities, and challenges of night economic development. Accordingly, it is necessary to recognize that if well managed, night economic development will make an important contribution to economic growth, fully exploiting the potential of tourism, services, shopping, and culinary activities, contributing to promoting the culture and people of Binh Thuan.

The planning orientation for economic development will integrate the content of economic development into the content of the Binh Thuan Provincial Planning for the period 2021 - 2030, with a vision to 2050.
