Accordingly, the development of the night-time economy must be based on the perspective of sustainable development, creating a sustainable tourism and service environment that is responsible to the environment and society. Developing the night-time economy should become one of the new drivers of economic growth, promoting the development of many traditional and non-traditional business sectors.

Artistic activities are indispensable in the development of the night-time economy.

The development of the night-time economy is currently in line with the general development trend of the whole country, aiming to contribute to maximizing time utilization, creating more opportunities for economic growth, diversifying economic activities, and better serving the material and spiritual lives of local people, workers in the province, and tourists. The night-time economy must be an inseparable part of the economy. The development of the night-time economy aims to promote consumption and tourism development by focusing on developing cultural services, entertainment, food and beverage services, shopping services (markets, shopping areas, etc.), and tourism (visiting tourist attractions, cultural relics, architectural works, etc.) that take place between 6 PM the previous day and 6 AM the following day.

The project, once implemented by 2030, will promote the development of economic activities in Binh Thuan province, transforming Phan Thiet - Mui Ne and other tourist destinations into vibrant and attractive places, meeting the needs of locals and tourists for work, entertainment, shopping, culinary experiences, and nightlife. This will boost the development of the service and tourism sectors, making them truly key economic sectors of the province, while also fostering the development of other economic sectors, contributing positively to socio-economic development and enhancing the province's position in the region and the country.

Specifically, the 2023-2025 period will see a pilot implementation of the coastal economic development model in Phan Thiet city, based on a trial-and-error approach. In the 2024-2025 period, research into organizing a pilot coastal economic development model in Phu Quy island is encouraged, provided all necessary conditions are met. From 2026-2030, based on the results of the 2023-2025 pilot development, the province's orientation and model for coastal economic development will be finalized, focusing on developing the coastal economic development in Phan Thiet city. Other localities will be allowed to proactively research and implement similar models in the 2026-2030 period or earlier, ensuring feasibility, effectiveness, and compliance with all conditions for coastal economic development, while remaining consistent with local conditions.

During the period up to 2025, a pilot project will be implemented to develop a service and product model to support the development of the tourism industry in Phan Thiet city, specifically along both sides of Nguyen Dinh Chieu road (from Ca Ty Tourist Area to Saigon - Mui Ne Tourist Area), Ham Tien ward. According to the project, the organization and arrangement of tourism-related activities under state management will include: night-time eateries, bars, pubs, karaoke venues, cultural and artistic performance venues, night entertainment areas, night streets, pedestrian streets, etc., to best serve the needs of tourists, especially foreign tourists; simultaneously, planning of connecting transportation routes, suitable parking areas, and organizing cultural and artistic events to attract tourists.

Initially, a pilot program for the night-time tourism model could be implemented in this area on weekends, from Friday evening to Sunday night. One to two pilot areas for night-time tourism development could be established in the center of Phan Thiet city, linked to the night market, pedestrian streets along Nguyen Tat Thanh road, both banks of the Ca Ty river, Tuyen Quang road, Le Loi road, etc. A pilot study could also be conducted on organizing night-time tourism activities in several key tourist and resort areas that meet the necessary conditions in the province, such as the Ocean Valley tourist complex and the Summer Land tourist complex.

In addition to services, there will be many cultural and artistic performances: live performances, traditional and contemporary art, film activities, music programs, light shows, fashion shows, water shows, fireworks festivals, masquerade festivals, parades, and street art. Sports, health care, and beauty activities: Providing sports services and health care and beauty services at night. Simultaneously, attracting investment to develop large-scale entertainment areas, night markets, pedestrian streets, shows, bars/nightclubs; building separate and attractive night entertainment complexes; organizing regular festivals, programs, events, and comprehensive night entertainment; and operating casino services and gambling activities at licensed locations.

Developing the night-time economy also includes night-time tourism activities, entertainment, various types of city sightseeing tours at night (lasting up to 24 hours), the formation of specialized food streets, seafood markets, bars, pubs along the coast, and the organization of coastal culinary spaces... With a multi-faceted perspective, the local government aims for an open mindset, recognizing the role, opportunities, and challenges of the night-time economy from multiple perspectives. Accordingly, it is necessary to recognize that the night-time economy, if well managed, will make a significant contribution to economic growth, fully exploit the potential of tourism, services, shopping, and cuisine, and contribute to promoting the culture and people of Binh Thuan.

The orientation for the development of the coastal economic zone will integrate the development of the coastal economic zone into the Binh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050. This will be especially true in areas with advantages such as Phan Thiet City, Ham Thuan Nam District, and La Gi Town...
