According to the results of the most recent survey of public opinion conducted by the Propaganda Department of the Dong Nai Provincial Party Committee, the percentage of cadres and Party members who excellently fulfilled their exemplary duties reached over 15.6%, and the percentage who satisfactorily fulfilled their exemplary duties reached over 75%.
From individual awareness to collective action
The Dong Nai Provincial Party Committee has thoroughly implemented and organized the study and emulation of Ho Chi Minh's ideology, ethics, and style among cadres, Party members, civil servants, public employees, union members, and association members, in conjunction with the implementation of the Party's and the Provincial Party Committee's regulations on exemplary conduct. This includes emphasizing the pioneering and exemplary role of the heads of Party committees, governments, agencies, units, and localities. The Provincial Party Standing Committee has identified the breakthrough content as promoting the awareness of "self-reflection," "self-correction," and "matching words with actions."
Therefore, every year, Party committees and authorities select pressing and prominent issues to focus on considering and resolving. This also serves as a testing ground for leaders of units and localities to demonstrate their leadership and management capabilities. In the process of practical action, the study and emulation of Ho Chi Minh's ideology, ethics, and style are considered by many as a guiding principle.
The Dong Nai Provincial Customs Department is implementing a model of "disciplined, professional, and creative customs officers and civil servants, focusing on effectively implementing digital and smart customs." Comrade Nguyen Phuc Tho, Party Secretary and Deputy Director, stated: "I place the greatest emphasis on a sense of responsibility and unity in building the agency, and the exemplary role of the leader is extremely important."
"Leaders themselves must set an example; setting an example here is not about building, promoting an image, or giving rewards, but about pioneering and exemplary overcoming difficulties, striving to solve daily tasks, maintaining discipline and order, so that officials and civil servants can look up to and follow. That spirit is currently prevalent among the leaders of the sub-departments under the Customs Department." By choosing simple things to practice and follow Uncle Ho's teachings, Comrade Tho is described as someone who "speaks little, does much," is dedicated to his work, and decisively proposes solutions to the obstacles and difficulties of grassroots units as well as businesses. For the past three consecutive years, he has been evaluated as a Party member who has excellently fulfilled his duties.
Following the example of key officials, the entire staff enthusiastically embraced the model, leading the Dong Nai Provincial Customs Department to become the top-ranked unit among the 35 provincial and city customs departments nationwide, ranking fourth in tax revenue across the entire sector. Notably, it significantly shortened customs clearance times, saving costs for businesses, and virtually eliminated complaints about the service attitude and conduct of its officials. For three consecutive years, the Party and government organizations under the Dong Nai Provincial Customs Department have been recognized by higher authorities for outstanding performance.
Most Party committees under the Dong Nai Provincial Party Committee have fully recognized the significance of setting an example, with specific and appropriate content for each stage, to consistently uphold ethical standards and lifestyles, and to promote the role and responsibility of leaders, especially in demonstrating innovative, dynamic, creative thinking, and a willingness to think and act boldly. Setting an example is also carried out simultaneously with a serious commitment to overcoming shortcomings and weaknesses identified in accordance with the spirit of Resolution No. 4 of the 12th Central Committee and the Conclusion of the 4th Plenum of the 13th Central Committee.
As the head of the provincial Party Committee, Comrade Nguyen Hong Linh, Member of the Central Committee of the Party and Secretary of the Dong Nai Provincial Party Committee, has set an example of a practical and hands-on working style. He focuses on directly listening to issues arising from reality through dialogues with the people, thereby promptly directing the resolution of legitimate aspirations. This working style has contributed to boosting the morale of leaders at all levels in the province, creating remarkable changes. The most noticeable improvement can be seen in the field of administrative reform.
Taking the satisfaction of citizens and businesses as a measure of the results of public service performance, the team of "public servants" has gradually developed a civilized, courteous, and friendly working style, earning the affection of the people. The satisfaction rate in handling feedback and suggestions from citizens publicly available on the National Public Service Portal in 2023 reached 80%; the satisfaction rate regarding the receipt and resolution of administrative procedures was 91.6%. Notably, Dong Nai province's administrative reform index in 2023 increased by 19 ranks compared to 2022, placing it at position 32 out of 63 provinces and cities.

After three years of implementing Conclusion No. 01-KL/TW dated May 18, 2021, of the Politburo , the study and emulation of President Ho Chi Minh's teachings in Dong Nai province has undergone comprehensive and profound changes. According to the Provincial Party Committee's Propaganda Department, this achievement is primarily due to the fact that Party committees at all levels have focused on identifying key, breakthrough tasks and concentrating on leadership and guidance, especially in selecting pressing and urgent issues to address. Cadres and Party members have demonstrated a high sense of responsibility, readily facing difficulties and challenges, striving to complete their tasks well, and paying attention to and responding to the legitimate requests and aspirations of the people. The work of disseminating and promoting examples of "good people and good deeds" has seen many innovations and creative approaches, creating persuasive and engaging effects throughout society.
However, in reality, there is still a segment of leading officials, managers, and heads of agencies, units, and localities who have not truly demonstrated pioneering and exemplary qualities; they lack decisiveness in leadership and management; their working style is not scientific , and they are not closely involved with the grassroots, leading to unavoidable confusion in the face of newly arising issues at the grassroots level. Some officials and Party members lack exemplary conduct in cultivating and refining their ethics and lifestyle. Therefore, to further improve the quality of studying and following Ho Chi Minh's ideology, ethics, and style, in the coming time, based on the lessons learned from practice, the Standing Committee of the Dong Nai Provincial Party Committee will continue to affirm that setting an example is one of the core contents in the spirit of "those above lead, those below follow," "internal matters first, external matters later," and "Party members lead, the people follow."
Accordingly, the heads of agencies, units, and localities must more clearly understand the above spirit and provide more decisive direction, while strengthening personal responsibility in setting an example in both work style and lifestyle. In each locality and unit, select and develop two to four exemplary collectives, two to three exemplary individuals, and two outstanding models in studying and following Ho Chi Minh's ideology, ethics, and style to commend and replicate throughout the Party organization. This is also an effort to concretize the 2024 theme "Studying and following Ho Chi Minh's ideology, ethics, and style in building a comprehensively developed culture and people of Dong Nai."
