
At the beginning of the term, the Covid-19 pandemic broke out, profoundly impacting all aspects of life; natural disasters, storms, and floods occurred in complex ways, directly affecting production and people's lives. The global situation was rapidly changing and unpredictable; domestically and within the province, opportunities and difficulties were intertwined. Particularly challenging was the implementation of the policy to streamline the organizational structure of local governments at both levels, with high demands on quality, timeliness, and social consensus. Against this backdrop, the Provincial People's Council clearly demonstrated its political acumen, collective intelligence, and high sense of responsibility to the Party and the people.
With a proactive and positive spirit, the Provincial People's Council, its Standing Committee, its Committees, its representatives, and the Provincial People's Council delegations closely followed the leadership of the Provincial Party Committee, coordinating closely with the Provincial People's Committee, the Vietnam Fatherland Front Committees at all levels, and relevant agencies and units in preparing and organizing the sessions of the Provincial People's Council, ensuring quality, efficiency, and adherence to legally prescribed procedures. Many important issues were discussed and approved, concretizing the Party's guidelines and policies, and the State's laws and regulations, meeting the practical requirements of the locality. Supervision work received attention and yielded clear results; the content of the supervision focused on prominent issues causing public concern. The Standing Committee of the People's Council and its various committees regularly maintain close contact with the delegate groups and individual People's Council representatives in activities such as voter outreach, citizen engagement, supervision, monitoring, and urging agencies, organizations, and units to address and respond to voters' opinions and recommendations, as well as resolving citizens' complaints and denunciations.
A noticeable innovation during the past term was the organization of the Provincial People's Council sessions, which focused on reducing the time spent presenting reports and proposals in the assembly hall. The session agenda was arranged logically and scientifically . Documents were sent to delegates for review before the session via the Document Management and Operations software (iOffice), and session documents were processed using QR code scanning. During the term, the Provincial People's Council successfully held 12 regular sessions and 39 specialized sessions to consider and decide on 266 reports and 770 resolutions. The process of organizing sessions was regularly improved, ensuring a rational and scientific approach. The management of discussions and the adoption of draft resolutions at the Provincial People's Council sessions ensured democracy and focused collective intelligence, creating high consensus in the adoption of resolutions.

During the 2021-2026 term, the Provincial People's Council issued 770 resolutions, including 157 normative legal resolutions, 525 resolutions applying laws, 54 resolutions on personnel matters, and 34 other resolutions. The resolutions of the Provincial People's Council were issued within its authority, in accordance with local resources and actual circumstances; promptly concretized new regulations from the Central Government; and contributed to maximizing the potential and advantages in socio-economic development, ensuring national defense and security, and addressing urgent issues arising in the province.
Mr. Hoang Van Van, Director of the Department of Finance, stated: The Department has proactively coordinated with other departments, agencies, and localities to advise the Provincial People's Committee to submit many important contents to the Provincial People's Council, focusing on key areas such as: the state budget estimate and allocation; the adjustment of medium-term and annual public investment plans; the issuance and amendment of specific financial mechanisms and policies of the province… The preparation of documents for submission to the session ensured strict adherence to legal basis, content, and procedures. The quality of submissions, explanatory reports, and draft resolutions has been improved, closely reflecting reality, clearly defining objectives, scope of adjustment, and feasibility in implementation.
Supervision has been emphasized through various forms, such as: supervision during sessions, thematic supervision, and supervision and surveys between sessions. Following the motto "quick questions - concise answers," the questioning and answering sessions have been lively, frank, and focused, attracting significant attention from voters and the public. During the term, the Provincial People's Council conducted 29 questioning sessions with the Vice Chairmen and members of the Provincial People's Committee. Through these questioning sessions, many pressing issues have been promptly considered and resolved by relevant levels and sectors. From the beginning of the term to the present, the Provincial People's Council, its Standing Committee, and its various committees have organized 47 thematic surveys and supervision sessions. Through supervision, 548 opinions and recommendations were submitted to various sectors and levels, prompting timely guidance and promoting the implementation of the Party's guidelines and policies, the State's laws and regulations, and the resolutions of the Provincial People's Council, contributing to improving the effectiveness of directing and managing socio-economic development in the locality. Regular and periodic supervision activities were carried out seriously, focusing on the right priorities and targets. The Committees of the Provincial People's Council conducted 53 regular and periodic supervision sessions. The supervision and survey content focused on issues of concern and feedback from many voters, as well as many difficulties and obstacles in implementation. The supervision reports clearly showed the achievements, difficulties, obstacles, shortcomings, and their causes. Based on that, proposals and recommendations are submitted to the competent authorities for consideration and resolution, or requests are made to the supervised unit and relevant agencies to address and rectify existing shortcomings, limitations, and weaknesses in order to effectively implement the Party's guidelines and policies, the State's laws and regulations, and the resolutions of the Provincial People's Council.

Ms. Quang Thi Xuyen, Head of the Culture and Social Affairs Committee, shared: "Since the beginning of the term, the Culture and Social Affairs Committee has organized 7 surveys and 9 thematic supervisions of departments, agencies, units, and People's Committees at all levels. In 2021 and 2022, a time when the Covid-19 pandemic was complex and prolonged, the Committee proactively and flexibly used various methods to effectively organize and implement 4 surveys and 4 thematic supervisions; and advised the Standing Committee of the Provincial People's Council on organizing 2 thematic supervisions. The supervision content was carefully selected, closely adhering to the socio-economic development requirements of the locality, and addressing issues that need to be resolved. We regularly monitor and urge departments and levels to implement the recommendations made after the supervisions." Recommendations that are slow to be addressed or remain unresolved after monitoring will be subject to re-monitoring or raised for questioning at the provincial People's Council session, clarifying responsibilities, progress, and quality, thereby enabling the relevant units to implement them.
The spirit of "putting the people first" continues to be clearly demonstrated in voter outreach activities, citizen reception, and the handling of complaints and denunciations. The Provincial People's Council seriously implemented voter outreach before and after sessions; provincial People's Council representatives conducted 257 voter outreach meetings with 17,540 voters participating. Through these meetings, 225 recommendations were compiled for the Provincial People's Committee to address. The monitoring, urging, and supervision of the resolution of voter recommendations were carried out seriously, and voters were promptly informed of the results of the resolution by relevant agencies. Citizen reception was conducted in accordance with the law. Through citizen reception, provincial People's Council representatives disseminated the policies and laws of the Party and State; guided citizens in exercising their legitimate rights and interests; answered citizens' questions; and received legitimate recommendations and feedback, forwarding them to competent authorities for resolution as prescribed. During its term, the Standing Committee of the Provincial People's Council received 238 petitions; the classification, forwarding, monitoring, and urging of their resolution were carried out seriously, in close coordination with relevant agencies, contributing to the resolution of many complex cases, creating clear changes and strengthening the people's trust in the local government.
The 2026-2031 term has begun. With unwavering confidence, the 16th term of the Son La Provincial People's Council will innovate more strongly, act more decisively, meet the expectations of voters and the people, and contribute to building a green, rapid, and sustainable Son La in the new period.
