Rapid urbanization in many central areas such as wards and towns in the province has led to a significant increase in private vehicles, especially cars. Meanwhile, the current public parking system is insufficient and scattered, failing to meet actual needs. To address this issue, on January 8, 2026, the Provincial People's Committee issued Decision No. 63/QD-UBND approving the "Plan for the development of multi-purpose parking lots and dedicated lanes for pedestrians and non-motorized vehicles in Son La province".

According to the approved plan, the total minimum investment capital requirement for the period 2026-2030 is over 2,454 billion VND. Of this, the provincial budget is expected to allocate over 583 billion VND, accounting for 23.8%; the remaining over 1,871 billion VND will come from non-budgetary sources, including central government funds, socialized capital, and capital from investors in urban projects, housing, and functional area infrastructure. Mobilizing diverse resources is considered a crucial solution to reduce pressure on the state budget while encouraging private sector participation in urban infrastructure development.

The plan outlines investment projects in 13 urban areas across the province, encompassing hundreds of parking lots and dedicated pedestrian and non-motorized vehicle lanes. Specifically in Son La City, the total projected investment is over 1.345 billion VND, concentrated in the wards of To Hieu, Chieng Coi, Chieng An, and Chieng Sinh. According to the plan, To Hieu ward will see the investment in 17 parking lots, totaling tens of thousands of square meters, combined with the investment in pedestrian and non-motorized vehicle lanes covering over 18,000 square meters. Chieng Sinh ward is planned for the investment in 29 parking lots, with a total area of ​​over 160,000 square meters, along with tens of thousands of square meters of dedicated pedestrian and non-motorized vehicle lanes.

In Moc Chau urban area, the total projected investment is over 500 billion VND, allocated across Moc Chau, Moc Son, Thao Nguyen, and Van Son wards. Specifically, Moc Chau ward will develop 20 parking lots with a total area of ​​nearly 61,000 m², integrated with pedestrian walkways to support the development of the national tourism city. Van Son ward plans to invest in 14 parking lots, with a total investment exceeding 165 billion VND.

Other urban areas, such as It Ong, Ngoc Chien, Song Ma, Chieng Khuong, Sop Cop, Thuan Chau, Tong Lanh, Muong Giang, Hat Lot, Yen Chau, and Phieng Khoai, have also been allocated investment capital ranging from tens of billions to nearly 200 billion VND, in accordance with the scale and development needs of each locality.

The highlight of the plan is the development of a multi-purpose parking area, not only serving the need for vehicle parking but also incorporating green spaces, community areas, and public amenities. This solution is particularly suitable for mountainous urban areas where flat land is limited. In addition, investing in dedicated pedestrian and non-motorized vehicle lanes contributes to fostering safe travel habits, reducing emissions, improving the living environment, and gradually building the image of a civilized and modern Son La city.

To effectively implement Decision No. 63/QD-UBND, the Provincial People's Committee has assigned the Department of Construction as the lead agency responsible for advising and managing the implementation. Simultaneously, it is tasked with monitoring, urging, inspecting, and periodically reporting the results to the Provincial People's Committee. In addition, departments and agencies such as the Provincial Police, the Department of Finance, the Department of Agriculture and Environment, and the Department of Science and Technology have been assigned specific tasks to ensure the implementation plan is on schedule and in accordance with the law. The People's Committees of communes and wards are responsible for reviewing and supplementing land funds, updating projects into the socio-economic development plan and the annual and medium-term public investment plan, creating favorable conditions for project implementation.

The approval and implementation of the "Plan for the Development of Multi-Purpose Parking Lots and Dedicated Lanes for Pedestrians and Non-Motorized Vehicles in Son La Province" will address immediate shortcomings in traffic order and safety. Simultaneously, it will contribute to achieving the government's goal of green energy transition in the transportation sector. Once the plan is implemented comprehensively, urban areas in Son La province will have a new look, transportation infrastructure will be gradually improved, meeting the requirements of socio-economic development, tourism, and enhancing the quality of life for the people.
