A test for commune officials after the merger.

With the implementation of a two-tiered government system, the commune level is no longer merely a place for handling administrative and routine tasks, but has become a crucial link in the local government apparatus. The transfer of over 1,000 tasks from ministries, departments, and districts to the commune level requires officials to possess sufficient competence, responsibility, and strategic thinking to operate the system smoothly and efficiently.

Hung Loi is a remote and disadvantaged commune formed by merging the former Trung Minh and Hung Loi communes. The commune has a large area and a large population, with many villages inhabited entirely by ethnic minorities, and the people still face many difficulties in their lives. Immediately after its establishment, the commune held a conference to announce the decision to establish the commune Party Committee, its advisory and support agencies, and its subordinate Party branches. Simultaneously, it recruited and appointed cadres to leadership positions in the agencies, committees, and Party branches under the Party Committee; and strengthened the cadre team with a spirit of unity, openness, and readiness to undertake new tasks.

Comrade Tran Huu Hung, Deputy Secretary of the Commune Party Committee, said: Immediately after the restructuring of the apparatus, the work of monitoring the area, inspecting and handling violations was promptly implemented. The working group of the Standing Committee of the Commune Party Committee inspected the facilities and working conditions of schools, checked the progress of the Ho Chi Minh Highway project, the progress of concreting rural roads in the villages of Yeng - Tau Lin, Quan - Toat, Ban Pinh - Vang On, and visited poor households and families entitled to preferential policies...

According to the Deputy Secretary of the Commune Party Committee, the biggest challenge right now is the lack of adequate infrastructure, transportation, and accommodation for the officials. The commune currently has 34 officials transferred in. Of these, one is from the province, 12 are from the former Yen Son district, 16 are from the former Dao Vien, Phu Thinh, and Trung Minh communes, and 5 are from Trung Son commune. The commune officials must manage their personal affairs, proactively address difficulties and obstacles, quickly adapt to the new working environment, and ensure effective service to the people.

One of the highlights of the two-tiered government model is the establishment of Public Administrative Service Centers at the grassroots level, directly serving the people. These centers also demonstrate the working style, conduct, and sense of responsibility of local authorities. Through receiving, processing, and delivering results for administrative procedures, each commune-level official and civil servant is tested and gains experience, gradually contributing to the improvement of a systematic, professional, and effective model of serving the people.

The Dong Van Commune Public Administrative Service Center currently has 11 officials and civil servants assigned specific tasks in various fields. Comrade Nguyen Tien Dung, Secretary of the Party Committee and Chairman of the People's Council of the commune, affirmed: The Public Administrative Service Center is where people directly interact with each other.

Therefore, each commune official needs to enhance their responsibility and create favorable conditions to resolve administrative procedures for people in the area. From July 1st to the present, the commune has received 29 applications for administrative procedures, of which 22 were resolved ahead of schedule. Achieving 100% of administrative procedures resolved ahead of schedule is also a goal the commune has set to ensure public satisfaction.

After the merger, the workload of commune-level officials increased 3-5 times compared to before. This also serves as a test for commune-level officials to cultivate, train, and demonstrate their talents and qualities to meet the demands of the new situation.
