Test for commune cadres after merger

Hung Loi is a remote commune formed on the basis of merging two communes Trung Minh and Hung Loi (old). The commune has a large area, a large population, many villages have 100% ethnic minorities living, the people's lives are still difficult. Immediately after its establishment, the commune held a conference to announce the decision to establish the commune Party Committee, establish advisory and support agencies, and establish affiliated Party cells. At the same time, it received and appointed cadres to hold leadership positions in agencies, departments, and Party cells under the Party Committee; perfected the cadre team with a spirit of solidarity, openness, and readiness to take on new tasks.

Comrade Tran Huu Hung, Deputy Secretary of the Commune Party Committee, said: Immediately after the organization was completed, the work of grasping the area, inspecting and handling violations was promptly implemented. The working delegation of the Standing Committee of the Commune Party Committee inspected the facilities and working conditions of the school units, inspected the construction progress of the Ho Chi Minh road project, the progress of concreting rural roads in the villages of Yeng - Tau Lin, Quan - Toat, Ban Pinh - Vang On, visited poor households and families with meritorious services, etc.

According to the Deputy Secretary of the Commune Party Committee, the most difficult thing at the moment is the material conditions, transportation, and accommodation for the cadres. The commune currently has 34 cadres transferred to work. Of which, the province has 1 comrade, the old Yen Son district has 12 comrades, the old Dao Vien, Phu Thinh, Trung Minh communes have 16 comrades, and Trung Son commune has 5 comrades. The commune cadres must arrange their own personal work, proactively remove difficulties and obstacles, quickly adapt to the new working environment, and ensure effective service to the people.

One of the highlights of the two-level government model is that the Public Administration Service Center is brought to the grassroots level, where it directly serves the people. This is also where the working style, manners, and sense of responsibility of the grassroots government are demonstrated. Through receiving, processing, and returning results of administrative procedures, each commune-level official and civil servant is "tested by fire" and learns from experience, gradually contributing to perfecting the model of serving the people in a methodical, professional, and effective manner.

Dong Van Commune Public Administration Service Center currently has 11 cadres and civil servants assigned specific tasks in each field. Comrade Nguyen Tien Dung, Party Secretary and Chairman of the Commune People's Council affirmed: The Public Administration Service Center is the place to directly deal with the people.

Therefore, each commune official needs to enhance his/her responsibility and create favorable conditions to resolve administrative procedures for local people. From July 1st to now, the commune has received 29 applications for administrative procedure resolution, of which 22 applications were resolved ahead of schedule. 100% resolution of administrative procedure applications ahead of schedule is also the commune's goal to achieve people's satisfaction.

After the merger, the workload of commune-level cadres is 3-5 times higher than before. This is also a test for the team of commune-level cadres to cultivate, train, and demonstrate their talents and qualities, meeting the requirements of the tasks in the new situation.
