On June 26, Deputy Prime Minister Tran Hong Ha chaired a direct and online meeting with 28 provinces and cities to review the 3-year implementation of Resolution No. 18/2022 of the Central Executive Committee on "Continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a high-income developed country", 1 year of implementing the Land Law and tasks, solutions, and amendments to the 2024 Land Law.

According to the report of the Ministry of Agriculture and Environment , after 3 years of implementing Resolution No. 18, the 2024 Land Law and detailed implementing documents have basically institutionalized the contents of Resolution 18, creating a clearer legal basis, minimizing overlaps and inadequacies in land management.
However, the organization of land law enforcement in some localities shows that the legal system related to land is still lacking in uniformity, causing difficulties in enforcement, especially in the transitional period.
Some acts of "inflating land prices" through virtual transactions are distorting the market, causing difficulties for state management.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha gave his opinion on a number of specific contents that need to be considered and amended in the 2024 Land Law. The Deputy Prime Minister requested that it is necessary to clearly distinguish between agreed cases and cases where the State is forced to recover.
Auctions and bidding also need to be clearly defined: Land with infrastructure and specific planning should be auctioned; land for social purposes, such as urban development, social housing,education , healthcare... should be bid to select investors with the highest social efficiency.
Notably, the Deputy Prime Minister directed that tax policies should be reviewed, especially for abandoned and ineffectively used land, to apply progressive taxes. However, it is necessary to avoid conflicts with the policy of land accumulation in agriculture. "Taxes must target real estate speculators and not be applied indiscriminately," the Deputy Prime Minister emphasized.
Regarding land valuation, the Deputy Prime Minister assessed that there are still many problems due to the database being unsynchronized, inconsistent between localities, and unclear mechanisms for operating land price tables. "Resolution 18 has clearly stated this task but there is no truly breakthrough implementation solution, so there needs to be a strong mechanism, selecting investors for unified data and software, and having a specific financial mechanism to implement synchronously nationwide" - said the Deputy Prime Minister.
