To effectively implement the National Target Program 1719, the People's Committee of Bac Kan province has issued numerous directives and developed specific plans. These directives focus on implementing programs, projects, and policies related to the deployment of Project 1 on supporting land for housing, production land, and clean water for ethnic minorities and people in mountainous areas.

Accordingly, in the two years 2022-2023, Bac Kan province was allocated a total of over 1,270 billion VND. Of this, over 700 billion VND was allocated for development investment capital and nearly 560 billion VND for recurrent expenditure, along with tens of billions of VND in matching funds from localities. Thanks to this, many projects and works have been invested in, contributing to solving urgent problems such as land shortages, housing, production land, and clean water for the people. These efforts are gradually alleviating difficulties in the lives of ethnic minority communities, opening up opportunities for sustainable development in the mountainous areas of the province.
Regarding the implementation results of Project 1, in the first six months of 2024, the entire province had 321 households that had started or were in the process of building houses; 73 households purchased agricultural tools to switch occupations; and 895 households received support for decentralized domestic water supply (purchasing water tanks). However, due to a lack of land, districts could not directly provide support in the form of production land or residential land, and the progress of house construction in some localities was slow with a low disbursement rate.
Regarding centralized water supply projects, Bac Kan province has implemented two projects to provide centralized water supply to ethnic minority and mountainous areas, with a total of 57 water supply facilities in 7 districts and villages still facing difficulties with clean water. Therefore, the province has allocated over 18 billion VND to localities to purchase water tanks and pipes, creating sources of clean water for poor households, near-poor households, and ethnic minority households, contributing to improving the quality of life for the community.
To effectively implement Project 1, the People's Committee of Bac Kan province has requested relevant departments and agencies, such as the Department of Agriculture and Rural Development, the Department of Construction, and the Department of Natural Resources and Environment, to carry out specific tasks. The Department of Agriculture will organize technical training on production for the local people; the Department of Construction will monitor housing construction; and the Department of Natural Resources and Environment will assist in issuing land use right certificates to the supported households. The units need to coordinate closely to ensure the efficient use of resources.
