Phu Thien (Gia Lai): Summary of 3 years of implementing Project 8 under National Target Program 1719

Phase I: From 2021 - 2025, Phu Thien District Women's Union will implement Project 8 in 18 extremely disadvantaged villages in 7 communes in the district. The total capital allocated to date is over 1.7 billion VND. Of which, the district level has disbursed 5.66%, the commune level has not yet disbursed.

After 3 years of implementation, the Women's Union at all levels in the district established 12 pioneering communication groups for change in the community; 3 "Trusted Address" models; 3 "Leader of Change" Club models; provided 12 portable loudspeakers for propaganda work in villages and hamlets; coordinated the production of 3 reports and 2 propaganda news articles; compiled, printed and distributed 2,000 leaflets, 60 hanging banners, 100 policy dialogue handbooks; 175 thermos bottles, 500 hats, 500 key chains, 130 life jackets for members participating in the models.

In addition, the Association organizes training courses and communication campaigns to raise women's awareness of gender equality and domestic violence prevention...

In addition to the tasks of Project 8, which basically ensure progress and achieve positive results, the project implementation still faces many difficulties and the capital disbursement rate is low. The reason is that the allocated budget is large, but the implementation content of the project is mostly training courses, propaganda conferences, communications, and policy dialogues, while the expenditure items for the contents according to the attached documents are low, making it difficult to disburse capital.

To complete the phase target, by 2024, the District Women's Union strives to establish 5 community communication teams; 2 gender mainstreaming training courses for village and hamlet officials; 1 livelihood group, cooperative group led by women; 1 "Leader of Change" Club; organize 3 dialogues; ensure that 80% of ethnic women with a high rate of home births are informed, mobilized, counseled on knowledge and have access to safe childbirth services.
