Effectiveness of mass mobilization work
Since the beginning of 2024, Phuoc Son district has proactively implemented a comprehensive set of measures to disseminate information and encourage people to comply with compensation, support, and resettlement policies.
Communes through which the road passes, such as Phuoc Xuan, Phuoc Hoa, and Phuoc Hiep, have actively coordinated with the district government to resolve difficulties and obstacles, helping people understand the benefits of the project and agree to hand over the land on time.
According to Mr. Ho Cong Diem, Vice Chairman of the People's Committee of Phuoc Son district, public relations work is a key factor in accelerating the land clearance process. District leaders have directly listened to and engaged in dialogue with the people, promptly resolving their requests.
As a result, the people affected by the project have shown great agreement and cooperation with the authorities in clearing land and relocating houses and property to facilitate the construction and expansion of Route 14E.
Sharing her thoughts on the relocation for the project, Ms. Ho Thi Hang, a resident of Hamlet 1, Phuoc Hoa Commune, said that her family voluntarily complied with the policy of relocating to make way for the road expansion and socio -economic development of the province.
“With the support of local organizations and the Fatherland Front, our family has dismantled and relocated our house to a new place. We feel happy that we have contributed to the project, helping the State build roads for people to travel more conveniently,” said Ms. Hang.
Thanks to its flexible and practical approach, Phuoc Son district has now completed the approval of compensation plans for households affected by the project. Currently, only two households are waiting to receive compensation, and they are expected to hand over the land in early March.

To achieve this result, in early 2024, the Standing Committee of the Phuoc Son District Party Committee and the Phuoc Son District People's Committee focused on leading and directing the relevant departments and localities in the three communes of Phuoc Xuan, Phuoc Hoa, and Phuoc Hiep to implement the plan decisively and synchronously.
From preparing compensation documents to mobilizing the public to clear the land, the process was carried out urgently. This contributed to the project's timely implementation. This demonstrates the effectiveness of the mobilization efforts, as well as the decisive involvement of the government and relevant departments.
Mr. Ho Van Tuan, Deputy Secretary of the Party Committee of Phuoc Hoa commune (Phuoc Son district), informed that the Party Committee, People's Committee, and Fatherland Front, along with various departments and organizations of the commune, have joined forces with the Steering Committee for land clearance to persuade 4 households affected by the project to relocate for the expansion and upgrading of National Highway 14E.
“The Party Committee directed the relevant departments to coordinate in disseminating information and mobilizing these households. We have provided support in all aspects to help these households relocate their homes and hand over the land to the construction unit as soon as possible, while also helping the affected people stabilize their lives quickly,” said Mr. Ho Van Tuan.
Facilitate project implementation
According to a report from the People's Committee of Phuoc Son district, the total value of approved compensation plans as of February 14th reached 44.455 billion VND. Compensation plans have been approved and payments have been completed for all 527 households and organizations whose land was expropriated.
The disbursement progress for land clearance funds has reached 98%, equivalent to 44,042/45 billion VND. Of this, the entire 25 billion VND was disbursed in 2023, and 19,042/20 billion VND has been disbursed in 2024. Transparency and openness in the compensation process have reassured residents, minimized complaints, and facilitated land handover.

The current difficulty is that the relocation of some technical infrastructure, such as the guy wire anchors of the Viettel base station at Km77 (Phuoc Hoa commune), has not yet been completed, affecting the overall progress of the project. The Phuoc Son District People's Committee has requested the Provincial People's Committee to direct relevant units to relocate the technical infrastructure as soon as possible.
At the same time, the relevant departments and organizations were instructed to develop plans to support the relocation of houses and structures, and to arrange resettlement land for the remaining two households, in order to quickly hand over a clean site for construction and contribute to accelerating the project's progress in Phuoc Son district.
With a high sense of responsibility, Phuoc Son district aims to complete all land clearance work by March to hand over the site to Project Management Board 4 - Vietnam Road Administration for construction implementation.
According to Mr. Ho Cong Diem, completing land clearance on schedule not only helps the project to be implemented smoothly but also brings practical benefits to the people.
The achievements in land clearance for the National Highway 14E project in Phuoc Son district are the result of the decisive involvement of the government and the unity of the people. This contributes to the development of the inter-regional transportation system, creating momentum for socio-economic development in the locality and the region.
