The Vietnam Oil and Gas Group (PVN) has just issued a notice related to the proposal of the Electricity of Vietnam (EVN) to stop the operation of two fertilizer plants Phu My and Ca Mau to make room for gas for power generation.
Accordingly, PVN believes that the owners of Phu My and Ca Mau fertilizer plants are joint stock companies, so the activities affect production and business efficiency, and the long-term cases of stopping/reducing gas supply. According to the plan, all must be approved by the General Meeting of Shareholders of these companies before implementation.
"The unplanned stop/reduction of gas supply to the Phu My and Ca Mau fertilizer plants will have a great impact on production and business activities, giving rise to many consequences for stakeholders and will depend on on the approval, goodwill, cooperation and sharing of the shareholders of protein factories", the corporation said.
In addition, PVN believes that stopping/reducing natural gas of nitrogenous plants does not help much (nearly 1%) for the operation of the national power system.
According to this group, nitrogenous plants in the Southeast and Southwest regions have used natural gas as input materials for production (without alternative materials) since 2006 until now.
"Gas consumption demand has always remained stable at about 1,1 billion m3 of gas per year for two plants of Phu My and Ca Mau fertilizer. The planning for gas demand as well as the maintenance plan for nitrogenous plants to optimize the gas supply is coordinated by the parties and agreed to comply with the strict regulations of the Government. gas trading contracts with long-term commitments“, PVN added.
To maintain the long-term supply of natural gas for power production, the group believes that agencies should consider and issue a mechanism to develop a stable and safe background power source for the system; have a reasonable electricity price policy to help investors of power plants can confidently sign long-term gas purchase contracts.
According to the plan, PVN and parties in the gas system in the Southeast and Southwest regions will provide about 5,6 billion m3 of gas (about 4,3 billion m3 in the Southeast region and about 1,3 billion m3 in the Southwest region). XNUMX billion mXNUMX) for electricity production in the year.
According to PVN, the actual demand for mobilizing natural gas for power production in the first quarter was very low. By the end of April, it only reached 4% of the assigned plan. However, when the load of the power system increased, PVN and its parties implemented technical solutions to maximize the amount of gas in the country.
By May 12, 5/13 large hydropower reservoirs had reached dead water level or near dead water level, most of the remaining hydropower reservoirs had water levels much lower than the water level specified in the regulation process. reservoir/inter-reservoir. On May 47, the Prime Minister sent an urgent telegram about proactively implementing urgent measures to cope with the risks of heat, drought, water shortage and saltwater intrusion.
