President Ho Chi Minh's viewpoint "Our Party is ethical and civilized" and its application in the current period

In his speech at the 30th Anniversary of the Party's Founding, President Ho Chi Minh emphasized: "Our Party is moral and civilized" (1) - this is a profound, consistent and pervasive thesis in his thought on the Communist Party of Vietnam ; it is the crystallization of the unique values ​​of honor, solidarity, intelligence, bravery and purity of each Party member and Party organization. For that reason, our Party always inherits and creatively applies his viewpoints in building and protecting the Party's ideological foundation in the current period.

The content and profound meaning in President Ho Chi Minh 's viewpoint "Our Party is moral and civilized"

Ho Chi Minh's thought on "Our Party is moral and civilized" reflects the good nature of a true revolutionary party. At the same time, it affirms the role and mission of the Party in the Vietnamese revolutionary cause. As the vanguard of the working class, a loyal representative of the interests of the working class, the working people and the nation, "Our Party must be truly clean, worthy of being the leader, the truly loyal servant of the people" (2). The Party has the glorious mission of leading the transformation of the old society, building a new and better society, bringing prosperity and happiness to the entire nation, so President Ho Chi Minh always reminded: "Our Party is a revolutionary party, apart from the interests of the people and the working class, our Party has no other interests" (3). For the country, for the people; Because national independence and socialism become a noble and sacred way of life, making the Party always clean and strong, always "putting public service first". That is the decisive factor for our Party to become a symbol of intelligence, honor, conscience, responsibility; a measure of the value of a true and honest ruling Party.

The Party's strength is not only expressed in its revolutionary enthusiasm but also in its leadership capacity and intellectual level. To have vision and intelligence, the Party must firmly grasp the revolutionary theory of Marxism-Leninism, because without revolutionary theory, it cannot grasp the laws, cannot consciously perceive all its activities, and can easily fall into empiricism and be blind in action. President Ho Chi Minh stated: "A Party without an ideology is like a person without intelligence, a ship without a compass" (4). He affirmed: "Nowadays, there are many doctrines and ideologies, but the most genuine, most certain, and most revolutionary ideology is Leninism" (5), which is "a magical handbook", "a shining sun", and a correct compass for the working class and all Vietnamese people to rise up and fight for national independence and bring prosperity and happiness to the people.

In addition to the dialectical and revolutionary scientific thinking method, the Party must also be tightly organized, have unity of will and action, and strict discipline, taking the principle of democratic centralism as the basic organizational principle. President Ho Chi Minh believed that implementing this principle well creates the strength of solidarity and unity of the Party: "Although our Party has many members, when it comes to fighting, it is only like one person. That is thanks to discipline" (6). Regular rectification and innovation are aimed at making our Party clean and strong, and at constantly training and improving the moral qualities, political mettle and working capacity of cadres and Party members to meet the requirements of the task. He pointed out: “We must know that the objective situation changes every hour and every minute. A policy of ours that is correct today may be inappropriate tomorrow. If we do not soberly review our thoughts and actions to eliminate outdated and incorrect ones, we will certainly not be able to keep up with the situation. We will be left behind and surpassed by our more alert and agile friends” (7).

Very early, President Ho Chi Minh warned: “A nation, a party and each person, who were great yesterday and had great appeal, are not necessarily loved and praised by everyone today and tomorrow” (8). In his Testament, he advised: “The first thing to do is to rectify the Party, to make each Party member, each Youth Union member, each Party cell strive to fulfill the tasks assigned by the Party, wholeheartedly serving the people. If we can do that, no matter how big or difficult the task is, we will definitely win” (9). Only by constantly innovating and rectifying can our Party eliminate backward elements, add new values ​​and resources, and contribute to the cause of national construction and development.

“Create strong and substantial changes in the innovation of the Party's leadership method for the political system, ensuring effectiveness, practicality, and closeness to reality, meeting the requirements of the Party's comprehensive leadership in the new period. Uphold the Party's principles, while promoting the initiative and creativity of Party committees at all levels, Party organizations, cadres, Party members, and each agency, organization, and individual in the political system”. The application, supplementation and development of the viewpoint "Our Party is ethical and civilized" in the current period

To build the Party to truly become a Party of “morality and civilization”, the 4th Central Conference of the 13th tenure affirmed: “We must pay special attention to and bring the work of Party building and rectification to a new level, associated with building a clean and strong political system. This is a task of vital significance to the survival of the Party and the socialist regime in our country”. And consider this a clear development in the Party’s theoretical thinking, based on the foundation of a scientific and revolutionary theoretical system of Marxism-Leninism and Ho Chi Minh thought. Thereby, continuing to emphasize the role, position and importance of building a clean and strong Party in terms of politics, ideology, ethics, organization and cadres.

Regarding Party building and rectification, the Document of the 13th National Party Congress put forward the guiding viewpoint: “We must steadfastly and constantly apply and creatively develop Marxism-Leninism and Ho Chi Minh Thought; steadfastly pursue the goal of national independence associated with socialism; steadfastly pursue the Party's guidelines; steadfastly pursue the principles of Party building to firmly build and defend the socialist Fatherland of Vietnam” (10). The role and importance of steadfastly pursuing the principles of Party building are affirmed and emphasized by our Party: “The strictness of principles is a matter of survival for the Party and the most important guarantee for the vitality, purity and strength of the Party” (11). Maintaining and promoting the Party's working class nature and ensuring the socialist orientation in our country are considered decisive issues for the Party's leadership capacity, governing capacity and fighting strength, and are consistent thoughts in the leadership process of the Communist Party of Vietnam. To implement that principle, our Party must constantly improve the stance, political capacity, qualifications, intelligence, and fighting spirit of each Party organization and cadre and Party member, first of all, key leaders and managers at all levels.

To build a Party that is truly representative of morality and civilization in the new conditions, the Document of the 13th National Party Congress requires: "Research, supplement, and perfect revolutionary moral values ​​in the spirit of our Party being moral and civilized to suit the new conditions and the fine cultural traditions of the nation" (12). Building the Party in terms of morality is always a regular and important task in the work of Party building, in which, educating and training revolutionary morality for cadres and Party members is considered a key step, a goal that our Party needs to strive for, making the Party truly representative of "the wisdom, honor and conscience of the times". Building the Party in terms of morality is reflected in the close relationship with building the Party in terms of politics, ideology, organization and cadres. In the direction and task of further promoting the work of building a clean and strong Party and building Party culture, the Resolution of the 13th National Party Congress determined: "In the coming years, it is necessary to pay special attention to and further promote the comprehensive building and rectification of the Party in terms of politics, ideology, ethics, organization and cadres" (13). In which, building the Party in terms of ethics is the "foundation" and "root" for a clean and strong Party, enhancing the Party's leadership and governing capacity.

To consolidate and strengthen the close relationship between the Party and the People, the Documents of the 13th National Party Congress proposed the following key solutions: “Continue to build a team of cadres who truly “respect the people, are close to the people, trust the people, understand the people, learn from the people, rely on the people and are responsible to the people” (14); “listen to what the people say, say what the people understand, do what the people trust”; at the same time, “Caring for, training and fostering a team of cadres specializing in mass mobilization work” (15). In particular, it is necessary to pay attention to promoting the role and participation of the people in building, promulgating and implementing the Party's guidelines, policies and laws of the State on the basis of ensuring harmony of interests between the State, enterprises and the people, between regions and areas; paying attention to vulnerable groups in society. Continue to perfect, concretize and well implement the mechanism of “The Party leads, the State manages, the People are the masters” and the motto “The people know, the people discuss, the people do, People inspect, people supervise, people benefit”. Effectively and substantially organize people's participation in monitoring and evaluating the effectiveness of organizations in the political system, the qualities and capacities of cadres and party members. Take work results, satisfaction and trust of the people as important criteria to evaluate the quality of the organizational apparatus and the quality of cadres and party members.

Over the past 93 years, under the banner of Marxism-Leninism and Ho Chi Minh's thought, the Communist Party of Vietnam has led our nation and people from one victory to another... that is the result of the convergence of many factors, first and foremost the solidarity and unity of the Party, the entire army and the entire people - thereby continuing to affirm that our Party is truly a revolutionary party, a genuine "ethical and civilized" party./.
