The management and utilization of weapons and technical equipment is a regular and important task that directly contributes to improving the quality of technical work and meeting the requirements of training and combat readiness. Recognizing this, over the years, the technical branch of Military Region 9 has actively and proactively implemented all aspects of technical work, especially promoting the campaign "Managing and utilizing weapons and technical equipment well, durably, safely, economically, and ensuring traffic safety" (referred to as Campaign 50).

Colonel Nguyen Van Hung, Head of the Engineering Department of Military Region 9, stated: “As the standing agency of the Steering Committee, the Party Committee and the Steering Committee of the Engineering Department have always done a good job advising the Steering Committee of the Military Region's Campaign 50 on building plans and action programs, closely adhering to the content and objectives of the Campaign, and the practical situation of the units; clearly identifying key contents, priorities, and breakthroughs to guide, direct, and supervise the units in implementation. To achieve the goal of ensuring the availability of weapons and technical equipment for missions, the technical branch of Military Region 9 proactively coordinates with other Military Region agencies to direct units to strictly maintain the technical support system; effectively manage and accurately assess the quantity and quality of equipment; review and remove outdated equipment from inventory that no longer has replacement parts; organize the reception, distribution, transfer, and recovery of weapons and technical equipment strictly according to regulations; regularly maintain the inventory and inspection system; consolidate and improve the system of books and forms for registering and managing weapons and technical equipment at all levels, especially effectively applying information technology in management, accurately assessing the current status and level of uniformity of weapons and technical equipment.
“Having the responsibility of receiving, distributing, managing, storing, and maintaining weapons and ammunition for units carrying out training, exercises, and combat readiness tasks, along with promoting propaganda and education to ensure that officers, staff, and soldiers fully understand the position and significance of safety work, and upholding a sense of responsibility for carefulness, meticulousness, and accuracy in performing their duties, the unit also effectively promotes the role of commanders in inspecting, advising, and proposing measures to ensure safety. Focusing on promoting emulation movements and developing plans for guarding, protecting, and preventing fires and explosions... over the years, the unit has always ensured absolute safety in all aspects,” said Lieutenant Colonel Tong Van Minh, Head of Warehouse 302, Technical Department of Military Region 9.

It is known that, in order to improve the quality and orderliness of weapons and technical equipment management, the technical sector at all levels has mobilized local funds to purchase, strengthen technical facilities, repair weapons and equipment, and conduct scientific research. Agencies and units have actively and proactively repaired and repainted hundreds of vehicles and artillery pieces; renovated thousands of square meters of warehouses, stations, and repair workshops; and the fire and explosion prevention and anti-sabotage systems for warehouses have been regularly strengthened and gradually improved.
Colonel Tran Minh Ha, Deputy Head of Engineering Department of Military Region 9, shared: “Thanks to the attention and investment from all levels, the unit has gradually upgraded its technical facilities, drainage system, ship docking facilities, and installed, tested, and put into use a weapon blackening line using DO oil burning technology... thus increasingly meeting the requirements for storing, preserving, and repairing weapons and technical equipment.”
Strengthening scientific and technological research tasks.
Due to its geographical and climatic characteristics, the technical work of Military Region 9 has many unique features regarding equipment types, maintenance, and upkeep. Therefore, every year, the technical branch of Military Region 9 regularly collaborates with agencies and units inside and outside the military to research and launch numerous scientific projects and tasks aimed at improving the quality of technical work. A prime example is the scientific and technological research and development of installing various types of weapons on combat vessels operating in riverine areas.
Colonel Nguyen Van Hung further stated: “In implementing the Ministry of National Defense's policy of gradually achieving self-sufficiency in the production of technical equipment and vehicles for the Army, with a spirit of daring to think and act, the Military Region's Technical Department has focused its efforts on research, improvement, and selection of many scientific projects. Accordingly, the unit has successfully researched and installed many gun and artillery systems of various types onto motorized vehicles. After acceptance testing, these products have been put into training, exercises, and combat readiness with high effectiveness and absolute safety.”
To promptly meet the needs of management, operation, technical maintenance, and high combat readiness, the Technical Department of Military Region 9 also compiled the following documents: “Technical Documents for Vehicles and Artillery (M548-105mm)”; “Technical Documents for Vehicles and Artillery M548-23mm”; and “Technical Documents for Vehicles and Artillery M125 (M106)-100”. These documents were used in training for technical officers and personnel, especially drivers and gun crews, who have become proficient and effectively utilized them in unit exercises.
In addition, every year, the engineering branch of Military Region 9 also reviews and approves hundreds of initiatives and improvements at the military region and grassroots levels. Many initiatives and improvements have been applied and widely implemented in units, contributing to increased productivity and quality in the preservation, maintenance, and repair of weapons and technical equipment. "The demands of technical support work are becoming increasingly high."
Therefore, to further enhance the effectiveness of the 50th Military Region Campaign, in the coming time, we will direct the Military Region's technical sector to continue to thoroughly implement Resolution 382 of the Central Military Party Committee (now the Central Military Commission) and Conclusion 763 of the Central Military Commission on leading technical work in the new situation; concretize the action program to implement the resolutions of the Party committees at all levels in deploying technical work; effectively implement technical assurance programs and objectives; promote the movement to develop technical initiatives and improvements in depth and breadth... Thereby contributing to ensuring the full and timely provision of weapons and technical equipment for training and combat readiness tasks of the armed forces of Military Region 9, meeting the requirements of national defense in the new situation,” Major General Nguyen Minh Trieu, Deputy Commander of Military Region 9, emphasized.
