With the widespread operation of electric-powered cyclos, posing a potential traffic safety risk and negatively impacting Nha Trang's tourism image, provincial authorities are taking concerted action, proposing solutions to regulate and bring this activity under control.

The sanctions are not strong enough.

According to a report from the Department of Construction, the chaotic operation of electric rickshaws in the Nha Trang, North Nha Trang, South Nha Trang, and West Nha Trang wards is indeed as reported by the press. Most of these vehicles have been modified, fitted with electric motors and batteries, operating at high speeds, especially during peak hours, causing traffic congestion and posing a potential risk of traffic accidents.

At a meeting on April 22nd chaired by the Department of Construction, representatives from various localities noted that many cyclo rickshaws are no longer in their original, rudimentary form but have been illegally modified, causing traffic congestion, safety hazards, and negatively impacting urban aesthetics. Notably, the police have recently fined 72 violators a total of 25 million VND. However, due to the lack of regulations on confiscating vehicles that install electric motors, the penalties have not been sufficiently deterrent.

Mr. Tran Quang Ngoc, Deputy Director of the Department of Construction, stated that, legally, cyclos belong to the group of rudimentary vehicles as stipulated in the Law on Road Traffic Order and Safety. However, cyclos equipped with electric motors are considered homemade vehicles and are not included in the legal vehicle classification system. According to current regulations, bringing vehicles that do not meet technical requirements into traffic is strictly prohibited. Therefore, cyclos with electric motors are not allowed to circulate. Despite this, the reality shows that a legal loophole still exists as there are no sufficiently strong sanctions to thoroughly address this type of vehicle. The provincial police have proposed to the central authorities to supplement regulations to increase deterrence in the future.

We need effective management instead of prohibition.

Based on the above situation, departments, agencies, and localities have agreed on the following viewpoint: Strong but not extreme measures are needed, aiming for effective management rather than a complete ban. Specifically, the Department of Construction proposed that the Provincial People's Committee direct localities to review and propose suitable routes and operating hours for legal cyclos; strengthen inspections and strictly handle self-made vehicles, especially electric-powered vehicles; the Provincial Police coordinate in handling violations and preventing evasion and movement through other areas; the Provincial Labor Union strengthens union management and educates union members to comply with regulations; and promotes communication to raise awareness among residents and tourists. Many localities proposed the need to soon re-plan cyclo operations, install traffic signs, and reorganize traffic on key routes to reduce traffic conflicts and ensure safety.

Pedicabs are considered a distinctive tourist attraction in the coastal city of Nha Trang. However, without proper management, this mode of transportation could become a "negative point" in the eyes of tourists. Therefore, regulating the operation of electric pedicabs is not just a matter of transportation, but also an urgent requirement in building the image of a civilized and safe tourist city. In this context, a fundamental solution that ensures livelihoods for workers, maintains urban order, and improves the quality of tourism services is expected to be issued by Khanh Hoa province in the near future.
