Prioritize the development of rental housing.

The Central Party Office has just issued Notice No. 64-TB/VPTW dated May 22, 2026, on the conclusions of General Secretary and President To Lam at the working session with the Party Committee of the Government and a number of related agencies regarding the implementation of Directive No. 34-CT/TW of the Party Central Committee on the development of social housing and the orientation for housing development in the coming period.

According to the announcement, in recent times, the National Assembly, the Government, ministries, sectors, and localities have made many efforts to improve mechanisms and policies, simplify investment and construction procedures; expand the scope of beneficiaries and ensure the progress of the project to build at least 1 million social housing units. The work of resolving difficulties and obstacles has gradually contributed to promoting housing development, improving people's living conditions, and creating momentum for related economic sectors.

However, General Secretary and President To Lam also pointed out many limitations and shortcomings in the current housing development. The supply of social housing is insufficient and unevenly distributed; land allocated for social housing is not synchronized and not linked to areas with a high concentration of workers; the product structure still favors ownership while the demand for affordable rental housing from workers is very high. In addition, the housing segment suitable for the affordability of middle and low-income earners has not received adequate attention.

The announcement clearly stated the overarching principle that the right to legal housing is a fundamental right of citizens; access to safe and affordable housing is a measure of social progress. The State plays a constructive, guiding, and effective management role in the housing market; housing development must be linked to urban planning, technical infrastructure, social infrastructure, industrial zones, public transport, and the labor market. Notably, the General Secretary and President requested priority be given to the development of rental housing, especially in large cities, industrial zones, economic zones, and areas with strong development potential. Simultaneously, research should be conducted to classify housing into four groups: commercial housing, rental housing, public housing, and policy housing, in order to develop appropriate mechanisms and policies.

The Party Committee of the Government is tasked with researching and developing land and credit policies to rapidly develop the affordable rental housing market; simplifying investment, planning, land allocation, and construction permit procedures in a "one-stop shop" manner; reviewing and improving land use planning for housing development linked to essential infrastructure; and strictly controlling the implementation of preferential housing policies to prevent real estate speculation.

The announcement also called for increased application of digital technology and data in housing development management and the real estate market; and for research to refine housing development policies according to a new model, amending and supplementing the Housing Law and the Real Estate Business Law, and submitting them to the National Assembly for consideration and approval in 2026.
