Number management after arrangement and merger

TTH - To ensure effective management and operation of the apparatus after the merger, the Department of Science and Technology (DOST) is piloting a model for evaluating work performance using digital data. This is a preparation step for transferring all state administrative management activities of Hue city to the digital space.

Using numerical data as a work scale

From March 1, 2025, the Department of Science and Technology was established on the basis of merging the Department of Information and Communications (MIC) and the old Department of Science and Technology. Immediately after the merger, the Department of Science and Technology implemented a model to evaluate the work performance of cadres, civil servants and public employees (CBCCVC) in the unit based on digital data. This model was piloted in specialized departments under the Department of Science and Technology with about 50 CBCCVC currently handling work entirely in the digital space.

According to Mr. Nguyen Xuan Son, Director of the Department of Science and Technology, implementing Resolution 57 dated December 22, 2024 of the Politburo , the science and technology sector has converted all state administrative management activities to the digital space and applied a model to evaluate the work performance of the Department's staff through digital data. This operating model also aims to implement Decision 3322 dated December 25, 2024 of the People's Committee of Thua Thien Hue province (now the People's Committee of Hue city) on approving the administrative reform plan associated with digital government and smart urban services in 2025.

"In the past, the evaluation and analysis of staff performance was still based on emotions, but now all digital data on employees' work performance is self-analyzed and results are given. This helps the monthly classification and rewards of the Department of Science and Technology to be transparent, accurate and effective," said Mr. Son.

The model of transferring all state administrative management activities to the digital space is applied from document processing, work processing, interaction processing with people, online public service processing, specialized management operations, reporting... of the unit are all performed through digital platforms and digital signatures, instead of paperwork and administrative procedures. According to this digital data model, the Department also uses it to make a clear reward and punishment scale based on 7 groups of evaluation indicators: Completing work in terms of quantity; completing work in terms of time; quality of work handling; proactiveness in work; coordination in work; creativity in work performance; level of overdue work.

Deputy Chief of Office of the Department of Science and Technology - Ms. Nguyen Khoa Dieu Ha said that, considering the evaluation criteria using digital data, it helps the staff in the departments to strive to improve the quality and efficiency of work, and complete tasks well in the digital environment. For example, through the group of evaluation indicators using digital data, the unit can reward and punish clearly, apply the mechanism of hot bonuses... or based on the data, if the number of overdue tasks accounts for more than 20%, the staff will be assessed as not completing the task.

Step by step expansion

In fact, after nearly 2 months of piloting the new model, operating entirely in digital space, the work efficiency of the Department of Science and Technology has increased significantly. This model allows the leaders of the Department of Science and Technology to monitor the work performance of each individual and unit objectively, quantitatively and continuously. This is a powerful support tool in directing and operating, minimizing sentimentality.

Ms. Ton Nu Anh Thu, Deputy Head of the Department of Innovation, Department of Science and Technology, said that since the Department applied performance evaluation using digital data, it has helped each officer and civil servant easily monitor their work progress and results in real time. This increases transparency, responsibility and helps individuals proactively adjust their working methods to achieve better results. At the same time, digitalization also reduces paperwork, helping to save time.

The representative of the Department of Science and Technology informed that from the initial successes at the unit, the Department of Science and Technology proposed and received approval from the leaders of Hue City People's Committee with the pilot plan and roadmap at departments, branches and localities in the city, aiming to soon move all activities of Hue's state administrative agencies to the digital space.

According to the roadmap, the Department of Science and Technology will complete the pilot model at the unit in April 2025. Then, in May and June, the pilot will be completed at a number of departments and branches in the city... to gradually convert all state administrative management activities of the city to the digital space from July 2025. This roadmap also aims to closely follow the plan to implement the consolidation of communes and abolish the district level in the area.

In preparation for the pilot conversion to the new model, the Department of Science and Technology of Hue City has also focused on implementing a comprehensive review of the entire application system, converting to a unified platform; completing the digital platform integrating state administrative management activities ready to convert to the digital space. At the same time, building a set of indicators to evaluate the performance of agencies and organizations, evaluating the work performance of civil servants and employees in state administrative agencies using digital data. The sector also coordinates with relevant units and organizations to deploy AI applications to support civil servants and employees in performing public duties.

Moving all state administrative management activities of Hue city to digital space is an important step in the process of building digital government and smart cities, aiming to modernize the administration and improve the quality of public services for people.
