SUPPORT PRODUCTION, INCREASE PEOPLE'S INCOME
The Department of Ethnic Minorities and Religions of Cao Bang province said that in the period of 2021-2025, the national target program on socio -economic development of ethnic minority and mountainous areas was implemented with a total investment of more than 5,000 billion VND, creating a driving force to help ethnic minorities rise up. Infrastructure and roads in many villages in difficult areas have been invested, built, connected and interconnected. Training programs, transfer of scientific and technical advances, and support for production development have helped people develop sustainable production.
The expanded boarding and semi-boarding school model has helped improve the quality of education . All poor and near-poor households and ethnic minorities in disadvantaged areas are provided with free health insurance cards. Some new and effective production models have contributed to increasing people's income, reducing poverty quickly and sustainably...
From 2022 to present, many families in the communes of Bao Lam, Ly Bon, Tra Linh, Quang Trung, Quang Han, Hanh Phuc, Ha Lang... have developed a model of growing giang trees for leaves on an area of nearly 2,000 hectares, initially achieving good results. Each hectare of land, from 500 to 600 giang tree clumps are planted, after about a year of planting, giang trees begin to yield leaves, from the second year onwards, each giang tree clump yields about 20 kg of leaves/year. With a selling price of about 10,000 VND/kg of fresh leaves, growing giang trees for leaves brings about 100 million VND/1 hectare/year for farmers.
Ms. Nong Thi Bieu, Pac Rinh-Keo Hao hamlet, Quang Trung commune, shared that since June 2024, her family has grown 6 hectares of giang trees, and now the giang trees have produced their first leaf harvest, bringing in income. Mr. Do Anh Tuan, Deputy Director of Van Phuc Xanh 559 Co., Ltd., Tai Nam hamlet, Tra Linh commune, said: Giang leaves are purchased by the company from giang tree growers in Tra Linh commune and neighboring communes for export to foreign countries. With a purchase price of about 10,000 VND/kg of leaves, giang trees bring stable income to farmers. In 2025, the company is implementing and supporting the development of an additional 1,000 to 1,500 hectares of giang trees in communes in the province.
In addition to effective production models, up to now, the province has 173 3-star and 4-star OCOP products. The products are well consumed in the market, increasing the income of enterprises, cooperatives and farming households. In the locality, a number of concentrated agricultural commodity production areas have been formed, with stable product outputs such as raw sugarcane areas for sugar factories, sugarcane for export; bamboo growing areas; star anise, galangal growing areas, and mulberry growing areas for silkworm raising, creating stable income for ethnic minorities.
IMPROVING THE QUALITY OF HUMAN RESOURCES
Identifying one of the reasons why the material and spiritual life of ethnic minorities is still difficult, due to the limited quality of human resources, the provincial leaders have paid attention and synchronously implemented solutions to improve and enhance the quality of education and vocational training, gradually improving and enhancing the quality of human resources in the locality.
Comrade Nguyen Ngoc Thu, Director of the Provincial Department of Education and Training, said: According to statistics, more than 80% of students in the province are studying in areas with difficult socio-economic conditions. On the other hand, the shortage of teachers, limited school facilities and equipment has affected the quality of education and training. Faced with this reality, the provincial education sector has developed a project to improve the quality of education for the period 2025-2030. In particular, focusing on the task of innovating the work of examinations, tests, and properly assessing the actual level of students to properly assess the quality and effectiveness of training, and proposing solutions to improve quality. At the same time, investing in and building 119 online classrooms to connect schools in the central region to help schools in remote areas. The Cao Bang education sector has identified the investment plan to build online classrooms as both a short-term and long-term solution to overcome the shortage of teachers and ensure the quality of education in remote areas, as some subjects lack teachers and are still lacking recruitment sources, such as the English subject.
Along with the task of improving and enhancing the quality of general education, raising people's knowledge, and improving the quality of human resources, provincial leaders are interested in and implementing vocational training, training, and transferring scientific and technical advances to rural workers. In the 2020-2025 period alone, the province has organized vocational training for nearly 46,000 rural workers, increasing the rate of trained workers to more than 51%. Farmers are trained in occupations, raising organic chickens and pigs, repairing agricultural machinery, planting techniques, and caring for crops... This has helped many rural workers learn a trade, have jobs, improve the efficiency of production and business investment, and gradually increase their income. With synchronous and drastic solutions, the material and spiritual life of ethnic minorities in the province has been gradually improved and enhanced...
In the coming time, the province will continue to pay attention to and implement policies to support poor and near-poor households in disadvantaged areas in terms of crop and livestock varieties, preferential loans for investment in production, training, and vocational training for ethnic minorities. Aiming to fundamentally resolve the situation of poor households falling back into poverty due to lack of land, production materials, residential land, etc.; at the same time, continue to pay attention to investing in and developing healthcare, education, and culture, gradually improving the material and spiritual life of ethnic minorities.
