In the first half of 2024, the context presented more difficulties and challenges than opportunities. Continuing its double-digit growth streak for nine consecutive years (2015-2023), Quang Ninh province maintained stable development, with a GRDP of 9.02%, placing it among the leading provinces nationwide.
At the end of the first six months of 2024, Quang Ninh's economic growth rate (GRDP) reached 9.02%, placing it among the leading provinces nationwide. The service sector saw the highest growth at 13.85%, 2.12% higher than the same period in 2023. Following closely behind was the industrial and construction sector, which, despite facing numerous challenges related to market conditions, prices, raw materials, and reduced purchasing power, still grew by 7.68%. Notably, key sectors of the industrial sector – mining, gas-fired power, and manufacturing – all exceeded growth targets. The manufacturing industry continued to be the main driving force, growing by 23.05% and contributing 2.9 points to GRDP growth.
It is evident that these are significant efforts by Quang Ninh, given that in the first half of 2024, the domestic economy was significantly impacted, with strong price fluctuations… Under the leadership and guidance of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front Committee, and the efforts of departments, localities, the people, and the business community, Quang Ninh has persistently pursued the goal of sustainable development, green growth, and inclusiveness. The province focuses on improving the quality of economic growth, maximizing its potential, strengths, and internal resources to actively transform its development model; resolutely implementing economic restructuring, promoting in-depth development; and accelerating restructuring to improve productivity, quality, efficiency, self-reliance, adaptability, and competitiveness of the economy.
Adhering closely to Resolution No. 20-NQ/TU (dated November 27, 2023) of the Provincial Party Committee on the direction and tasks for 2024 and the Resolution of the Provincial People's Council, from the beginning of the year, local Party committees, authorities, departments, and sectors have promptly developed plans, clearly defining specific goals and tasks for each field to ensure growth. Simultaneously, they have focused on the following growth pillars: rapidly increasing the scale and proportion of the processing and manufacturing industry's contribution to GRDP and budget revenue, coupled with improving the effectiveness of attracting new-generation FDI; maintaining stability and ensuring the rational and sustainable development of the coal and electricity sectors; developing modern, comprehensive services to increasingly play a leading role; making tourism a key economic sector linked to marine economic development and deeply involved in the global value chain; and accelerating the implementation and disbursement of public investment capital.
To effectively achieve its goals, tasks, and plans, Quang Ninh province consistently recognizes the importance of people's resources. Based on this, in most socio-economic development activities, the province always prioritizes the people as the central subject, the goal, and the ultimate destination of the development process; focusing on addressing three core issues in the interests of the people: people's livelihoods, education, and democracy… thereby quickly building trust and happiness among the people, enabling them to overcome difficulties and fulfill the set tasks alongside the province.
Entering the final six months of the year, the phase of completing the 2024 plan with the goal of achieving over 10% GRDP growth, marking a decade of double-digit growth in Quang Ninh, the province frankly acknowledges and conducts in-depth analysis of its strengths and weaknesses in order to overcome them and maintain its growth momentum. In the process, it will continue to inherit, develop, and build upon existing and future advantages to effectively exploit its potential, strengths, and resources, promoting in-depth and sustainable development.
Priority will be given to key drivers including: industrial parks and economic zones; heritage economy; urban economy and digital economy; public and business community confidence; dynamism, innovation, effectiveness, and efficiency of the public sector, ensuring long-term growth targets. Simultaneously, the province will maximize the utilization of a modern and integrated transportation infrastructure system, promote inter-regional and international cooperation and connectivity; deepen and improve the quality and effectiveness of administrative reforms, improve the investment and business environment, and enhance provincial competitiveness; and build trust and consensus among the people and businesses to support the province in implementing development goals.
With proactive measures and a clear understanding of challenges to overcome them, Quang Ninh's GRDP in 2024 will meet expectations, making a significant contribution to achieving the goals and targets for the entire year and the entire term.
