The above content was approved by the Quang Ninh Provincial People's Council at a special session on the morning of September 23rd. Accordingly, preschool children, primary and secondary school students, and continuing education students will receive tuition fee support from the province for 9 months of the 2024-2025 school year. For students in public schools, the support will be equal to 100% of the tuition fee. For students in private primary and secondary schools, the province will provide support of 15,000-60,000 VND/month.
The total amount of money that Quang Ninh province plans to allocate to support tuition fee exemption is approximately 167 billion VND.
Thus, Quang Ninh becomes the sixth locality in the country to completely waive tuition fees for public schools from preschool to grade 12.

From the beginning of August, the Hai Phong Department of Education and Training announced that for the 2024-2025 school year, the locality will continue to have a policy of completely waiving tuition fees for students at all levels from preschool, primary, secondary, and high school... in the area. The tuition fee waiver funds will be provided from the local budget. Each student will be exempt from tuition fees for 9 months/school year.
Last year, this locality also spent over 400 billion VND from its budget to provide 100% tuition fee exemption for students at all levels.
The Khanh Hoa Provincial People's Council has approved a policy to waive tuition fees for all public school students, followed by a 50% subsidy for two years. This stems from an assessment of the local socio-economic situation, which remains challenging, with people still affected by natural disasters and epidemics. With approximately 290,000 students this academic year, the provincial budget is expected to allocate 75 billion VND.
Vinh Phuc and Ba Ria - Vung Tau also announced full tuition support for public school students at all levels, from preschool to high school. Da Nang, in particular, plans to allocate 108 billion VND, providing 100% tuition support as approved by the People's Council, for both public and private schools (excluding schools with foreign investment). This marks the fourth consecutive year the city has implemented this policy.
After assessing the severe impacts of Typhoon Yagi, on September 18th, the Ministry of Education and Training requested localities to consider providing support to students, especially those in areas affected by the natural disaster, based on the extent of damage suffered by the people.
According to Government Decrees 81 (2021) and 97 (2023), the ceiling for public preschool and primary school tuition ranges from 50,000 to 650,000 VND per student per month. Currently, localities collect between 8,000 and 340,000 VND, depending on the grade level and location. Five-year-old preschool children and primary school students are exempt from tuition fees.
By mid-September, more than 40 provinces and cities had approved tuition fees for the new school year. Of these, four localities – Khanh Hoa, Ba Ria-Vung Tau, Hai Phong, and Da Nang – provided full tuition support for preschool children up to grade 12. Long An, however, reduced tuition by 50% for children under 5 years old and 100% for public secondary school students. In addition, students from disadvantaged backgrounds received support as stipulated by the Government.
