Principles of tutoring and supplementary learning.
According to Article 3 of the Regulations on supplementary teaching and learning issued together with Circular 17/2012/TT-BGDĐT, the principles of supplementary teaching and learning are as follows:
- Supplementary teaching and learning activities must contribute to consolidating and enhancing students' knowledge, skills, and character development ; they must be appropriate to students' psychological and physiological characteristics and not exceed their learning capacity.
- Do not cut content from the main curriculum of general education to include in extra classes; do not teach in extra classes content that is already in the main curriculum of general education.
- The target group for supplementary tutoring consists of students who need extra tutoring, voluntarily choose to attend, and have the consent of their families; no form of coercion should be used to force students or their families to attend supplementary tutoring.
- No extra classes or tutoring sessions should be organized alongside regular school classes; students in the same extra class or tutoring session must have equivalent academic abilities; when assigning students to extra classes or tutoring sessions, students' academic abilities must be taken into account.
- Organizations and individuals organizing tutoring activities must be responsible for the content of their registration and application for permission to organize tutoring activities.
What are the regulations regarding extra tutoring and supplementary classes for students within the school?
Article 5 of the Regulations on supplementary teaching and learning issued with Circular 17/2012/TT-BGDĐT stipulates the organization of supplementary teaching and learning within schools as follows:
- Students wishing to attend extra classes must submit an application to the school; the parents or guardians (hereinafter referred to as parents) of the students applying for extra classes must directly sign and make a commitment to the school regarding extra classes on the application form and are responsible for fulfilling the commitment.
- The school principal receives applications for extra classes from students, organizes students into groups according to their academic ability, assigns teachers to be in charge of each subject, and organizes extra classes according to the students' academic ability groups.
- Teachers wishing to provide extra tutoring must submit an application; the application must include a commitment to the school to fulfill all general teacher duties and other duties assigned by the school, and to strictly adhere to the school's regulations regarding extra tutoring.
- The school principal reviews the list of teachers providing extracurricular classes, assigns teachers to these classes, and schedules extracurricular classes according to the students' academic abilities.
Cases where tutoring is not allowed
The following cases are not eligible for tutoring:
- No extra tutoring is allowed for students who already receive two sessions of instruction per day from the school.
- No extra tutoring is allowed for primary school students, except for: enrichment in arts, physical education and sports , and life skills training.
- Higher education institutions, colleges, vocational schools, and training centers are prohibited from organizing supplementary classes or tutoring sessions covering content from the general education curriculum.
- For teachers receiving salaries from the payroll fund of a public non-profit organization:
+ Organizing extracurricular tutoring outside of school is prohibited, but participating in extracurricular tutoring outside of school is permitted;
Teachers are not allowed to provide extra tutoring outside of school hours to students they teach in regular classes without the permission of the head of the institution that manages them.
